국무부 “북한 7차 핵실험 대비해 동맹, 안보리 이사국과 조율...상임이사국, 대북결의 이행해야” > 정치

국무부는 북한의 7차 핵실험에 대비해 동맹은 물론 유엔 안보리 이사국들과 긴밀히 조율하고 있다고 밝혔습니다. 중국과 러시아를 겨냥해 모든 안보리 상임이사국이 자신들이 통과시킨 결의를 완전히 이행할 필요가 있다고 강조했습니다. 함지하 기자가 보도합니다.
The State Department says it is working closely with the United Nations Security Council members as well as the alliance to prepare for North Korea's seventh nuclear test. He stressed the need for all permanent members of the Security Council to fully implement the resolutions they passed, targeting China and Russia. Ham Ji-ji reports.

State Department spokesman Ned Price warned that North Korea's seventh nuclear test would have a significant impact on the international community.

프라이스 대변인은 2일 정례 브리핑에서 ‘북한의 추가 핵실험 가능성과 이에 대한 미국의 대응’과 관련한 질문에 “ 7차 핵실험은 중대한 긴장 고조 행위가 될 것이고, 국제 비확산 체제를 훼손하는 것은 물론 역내와 국제사회 안정과 안보를 심각하게 위협할 것”이라고 말했습니다.
Asked about the possibility of additional nuclear tests by North Korea and the U.S. response, Price said at a regular briefing on the 2nd, "The 7th nuclear test will be a significant escalation of tension, damage the international non-proliferation system, and seriously threaten stability and security in the region and the international community."

[녹취: 프라이스 대변인] “The seventh nuclear test would constitute a grave escalatory action, it would seriously threaten regional and international stability and security, not to mention undermine the global non-proliferation regime. It would be dangerous, it would be deeply destabilizing to the region. It would blatantly violate international law as set out in multiple UN Security Council resolutions.”

프라이스 대변인은 북한의 7차 핵실험 가능성과 관련한 문제가 미한일 정상과 외교장관, 외교차관, 북핵수석 대표 등 다양한 차원에서 다뤄지고 있다며 “7차 핵실험 가능성을 포함한 모든 비상사태에 대비하기 위해 (한국, 일본과) 계속해서 긴밀히 조율할 것”이라고 말했습니다.
"We will continue to work closely with South Korea and Japan to prepare for all emergencies, including the possibility of a seventh nuclear test," Price said.

아울러 “우리는 유엔(뉴욕)의 동맹, 파트너와도 긴밀하게 조율하고 있다”면서 과거 유엔 안보리가 북한의 도발에 책임을 묻기 위해 협력했었다는 사실을 상기시켰습니다.
"We are also closely coordinating with the allies and partners of the United Nations (New York)," he said, reminding us that the U.N. Security Council had cooperated to hold North Korea accountable for its provocations in the past.

[녹취: 프라이스 대변인] “And we're also coordinating very closely with our allies and partners in New York where the Security Council has in the past works collaboratively to hold the DPRK to account for its provocations…We think it is incumbent of all members of the UN system especially members of the UN Security Council, especially permanent members of the UN Security Council, to fully implement the Security Council resolutions that itself has passed.”

그러면서 “우리는 유엔 체계 내 모든 나라들, 특히 유엔 안보리 이사국, 그 중에서도 상임이사국은 자신들이 통과시킨 안보리 결의를 완전히 이행할 필요가 있다고 생각한다”며 북한에 대한 추가 조치에 미온적 태도를 보여온 상임이사국 중국과 러시아를 겨냥했습니다.
"We believe that all countries in the U.N. system, especially the U.N. Security Council members, among others, need to fully implement the Security Council resolutions they passed," he said, targeting China and Russia, which have been lukewarm about further measures against North Korea.

프라이스 대변인은 안보리 대북 조치는 “북한의 뻔뻔한 도발과 더불어 미국과 미국의 이익, 조약 동맹은 물론 전 세계에 잠재적 위협을 가하는 불법 핵무기와 대량살상무기 프로그램에 책임을 물리기 위해서만 중요한 것이 아니다”라고 말했습니다.
The Security Council action is "not just to blame North Korea for its brazen provocations, but also for its illegal nuclear and WMD programs that pose potential threats to the United States, its interests, treaty alliances, and the world," Price said.

[녹취: 프라이스 대변인] “It is important not only in the case of holding the DPRK to account for its brazen provocations, for its illegal nuclear weapons and WMD programs, which, by the way potentially pose a threat to not only the United States and our interests, not only to our treaty allies, but to the entire region. It's also important that members of the Security Council, especially the permanent members of the Security Council implement the measures that they themselves have passed because failing to do so would chip away at the international system that has been at the center of our security, of our stability, of our prosperity over the course of some eight decades since the end of the Second World War.”

"This system was created by permanent members of the Security Council," Price said. "They have continued to invest to resolve differences and hold countries accountable for violations of international law."

Of course we have failed to see that rigorous enforcement on the part of two members of the Security Council. We have routinely urged all members of Security Council including these two members, to uphold the commitments, the binding commitments that they have made.”
