국무부 “북한 7차 핵실험 대비해 동맹, 안보리 이사국과 조율...상임이사국, 대북결의 이행해야” > 정치

국무부는 북한의 7차 핵실험에 대비해 동맹은 물론 유엔 안보리 이사국들과 긴밀히 조율하고 있다고 밝혔습니다. 중국과 러시아를 겨냥해 모든 안보리 상임이사국이 자신들이 통과시킨 결의를 완전히 이행할 필요가 있다고 강조했습니다. 함지하 기자가 보도합니다.

네드 프라이스 국무부 대변인은 북한의 7차 핵실험이 국제사회에 적지 않은 파장을 불러일으킬 것이라고 경고했습니다.

프라이스 대변인은 2일 정례 브리핑에서 ‘북한의 추가 핵실험 가능성과 이에 대한 미국의 대응’과 관련한 질문에 “ 7차 핵실험은 중대한 긴장 고조 행위가 될 것이고, 국제 비확산 체제를 훼손하는 것은 물론 역내와 국제사회 안정과 안보를 심각하게 위협할 것”이라고 말했습니다.

[녹취: 프라이스 대변인] “The seventh nuclear test would constitute a grave escalatory action, it would seriously threaten regional and international stability and security, not to mention undermine the global non-proliferation regime. It would be dangerous, it would be deeply destabilizing to the region. It would blatantly violate international law as set out in multiple UN Security Council resolutions.”

또한 “이는 역내 심각한 불안정을 초래하고 여러 유엔 안보리 결의에 명시된 국제법을 노골적으로 위반하게 될 것”이라고 덧붙였습니다.

프라이스 대변인은 “미국은 북한이 불안정을 조장하는 추가 행동을 자제하고 진지하고 지속적인 외교에 관여할 것을 촉구했다”면서 “물론 북한은 오늘까지 그러한 권고를 받아들이지 않았다”고 지적했습니다.

[녹취: 프라이스 대변인] “We've urged the DPRK to refrain from further destabilizing activity. We've called on the DPRK to engage in serious and sustained diplomacy. Of course, the DPRK has not heeded that urging to date. And so even as we do so we're coordinating closely with our allies our treaty allies in the Indo-Pacific and partners and allies across the globe.”

이어 “우리는 그렇게 하는 상황에서도 인도태평양의 조약 동맹과 전 세계 파트너와 동맹과 긴밀히 조율하고 있다”고 덧붙였습니다.

프라이스 대변인은 북한의 7차 핵실험 가능성과 관련한 문제가 미한일 정상과 외교장관, 외교차관, 북핵수석 대표 등 다양한 차원에서 다뤄지고 있다며 “7차 핵실험 가능성을 포함한 모든 비상사태에 대비하기 위해 (한국, 일본과) 계속해서 긴밀히 조율할 것”이라고 말했습니다.

아울러 “우리는 유엔(뉴욕)의 동맹, 파트너와도 긴밀하게 조율하고 있다”면서 과거 유엔 안보리가 북한의 도발에 책임을 묻기 위해 협력했었다는 사실을 상기시켰습니다.

[녹취: 프라이스 대변인] “And we're also coordinating very closely with our allies and partners in New York where the Security Council has in the past works collaboratively to hold the DPRK to account for its provocations…We think it is incumbent of all members of the UN system especially members of the UN Security Council, especially permanent members of the UN Security Council, to fully implement the Security Council resolutions that itself has passed.”

그러면서 “우리는 유엔 체계 내 모든 나라들, 특히 유엔 안보리 이사국, 그 중에서도 상임이사국은 자신들이 통과시킨 안보리 결의를 완전히 이행할 필요가 있다고 생각한다”며 북한에 대한 추가 조치에 미온적 태도를 보여온 상임이사국 중국과 러시아를 겨냥했습니다.

프라이스 대변인은 안보리 대북 조치는 “북한의 뻔뻔한 도발과 더불어 미국과 미국의 이익, 조약 동맹은 물론 전 세계에 잠재적 위협을 가하는 불법 핵무기와 대량살상무기 프로그램에 책임을 물리기 위해서만 중요한 것이 아니다”라고 말했습니다.

[녹취: 프라이스 대변인] “It is important not only in the case of holding the DPRK to account for its brazen provocations, for its illegal nuclear weapons and WMD programs, which, by the way potentially pose a threat to not only the United States and our interests, not only to our treaty allies, but to the entire region. It's also important that members of the Security Council, especially the permanent members of the Security Council implement the measures that they themselves have passed because failing to do so would chip away at the international system that has been at the center of our security, of our stability, of our prosperity over the course of some eight decades since the end of the Second World War.”

이어 “안보리 이사국, 특히 상임이사국이 스스로 채택한 조치를 이행하는 것도 중요하다”며 “그렇게 하지 않을 경우 2차 세계대전 이후 약 80년 동안 우리의 안보와 안정, 번영의 중심이 된 국제 체계가 약화될 것이기 때문”이라고 설명했습니다.

프라이스 대변인은 “이 체계는 안보리 상임이사국들이 만든 것”이라면서 “그들은 이견을 해소하고 국제법을 위반하는 나라에 책임을 지우기 위해 계속해서 투자해 왔다”고 말했습니다.

[녹취: 프라이스 대변인] “This is the system that the permanent members of the Security Council have built, that they have invested in and that they have turned to time and again, to resolve differences and to hold to account countries that are infringing upon international law. Of course we have failed to see that rigorous enforcement on the part of two members of the Security Council. We have routinely urged all members of Security Council including these two members, to uphold the commitments, the binding commitments that they have made.”

그러면서 “물론 우리는 2개 안보리 상임이사국의 엄격한 집행을 보지 못했다”며 “우리는 이들 2개 이사국을 포함한 모든 안보리 이사국들에게 자신들이 한 구속력 있는 약속을 지킬 것을 정기적으로 촉구해 왔다”고 강조했습니다.
