HRW, ‘북 월드컵 개최 가능’ 발언에 “세계 최악 인권침해국”…국제앰네스티 “인권침해 불가피” > 문화

국제 인권 단체들이 북한에서도 월드컵을 개최할 수 있다는 국제축구연맹(FIFA) 회장의 발언을 강력히 비판했습니다. 북한에서 월드컵 개최로 인한 인권 침해가 발생할 것이 확실하다는 지적입니다. 박승혁 기자가 보도합니다.

국제 인권단체 휴먼라이츠워치(HRW)의 필 로버트슨 아시아담당 부국장은 25일 “북한은 전국의 건설 공사에 체계적으로 강제노동을 이용하는 세계 최악의 인권 침해 국가 중 하나”라고 비판했습니다.
Phil Robertson, deputy director of Asia at the international human rights group Human Rights Watch, criticized on the 25th that "North Korea is one of the world's worst human rights violators that systematically use forced labor for construction work across the country."

로버트슨 부국장은 25일 ‘북한도 월드컵을 개최할 수 있다’는 잔니 인판티노 국제축구연맹(FIFA) 회장의 발언에 대한 VOA 논평 요청에 이같이 답변하면서, 이 같은 발언은 인판티노 회장이 월드컵 개최국에서 축구 시설을 건설하는 노동자들의 인권에 관해 얼마나 무지하고 무신경한 지 드러내는 것이라고 지적했습니다,

앞서 인판티노 회장은 최근 기자회견에서 “몇 년 전 남한과 북한이 여자 월드컵을 공동 개최할 수 있는지 가능성을 알아보기 위해 북한을 방문한 적이 있다”며 “어떤 나라도 월드컵을 열 수 있고 북한이 원한다고 해도 마찬가지”라고 말한 바 있습니다.
"I visited North Korea a few years ago to see if South and North Korea could co-host the Women's World Cup," Infantino said in a recent press conference. "Any country can hold the World Cup and even if North Korea wants to."

카타르월드컵 유치와 준비 과정에서 건설노동자들의 처우에 관한 문제와 카타르의 성소수자 차별 논란이 불거지자 카타르월드컵의 정당성을 옹호하며 나온 발언으로 풀이됩니다.
The remarks are interpreted as defending the legitimacy of the Qatar World Cup as the issue of the treatment of construction workers and the controversy over discrimination against LGBTQ in Qatar arose in the process of attracting and preparing for the World Cup.

로버트슨 부국장은 대규모 스포츠 행사를 통해 국가 이미지를 ‘세탁(washing)’하는 ‘스포츠 워싱(sports washing)’ 우려도 제기했습니다.

"These comments show that FIFA is inherently susceptible to 'sports washing' of bad human rights records," Robertson said. "This is because Infantino is naive to think that football is a magic that solves all problems."

그러면서 “인판티노 회장은 이 세상에 월드컵을 개최하기에 매우 부적절한 나라들이 있다는 것을 인지해야 한다”며 “북한과 카타르가 바로 그런 곳들”이라고 덧붙였습니다.
"President Infantino should recognize that there are countries in the world that are very inappropriate to host the World Cup," he said. "North Korea and Qatar are just like that."

또한 실제로 북한에서 월드컵 같은 국제 스포츠 대회가 개최될 가능성은 아주 낮다고 봤습니다.
In fact, I think it is very unlikely that international sports competitions such as the World Cup will be held in North Korea.

Robertson says major international sporting events in North Korea will face a lot of criticism, so he doesn't think any major sports federation will take the risk of going ahead with such a plan.

영국 런던에 본부를 둔 국제앰네스티도 이날VOA의 관련 질의에 우려를 표했습니다.
Amnesty International, based in London, also expressed concern about VOA's related questions.

Given North Korea’s human rights record including its severe restriction on freedom of expression, guaranteeing that there won’t be human rights violations arising from the tournament will be nearly impossible.”

국제앰네스티는 장보람 아시아담당 조사관 명의의 성명을 통해 “FIFA는 대회가 촉발하는 인권 위험을 완화할 수 있는 나라들에만 계약을 부여해야 한다”면서 “표현의 자유에 대한 심각한 억압 등 북한의 인권 기록을 고려하면 북한에서 경기 개최로 인한 인권 침해가 나타나지 않을 것이란 보장은 불가능에 가깝다”고 말했습니다.
"FIFA should only give contracts to countries that can mitigate the human rights risks posed by the competition," Amnesty International said in a statement by Asian investigator Jang Bo-ram. "Considering North Korea's human rights record, including severe repression of freedom of expression, it is almost impossible to guarantee that human rights violations will not occur in North Korea."

또한 FIFA가 예측 가능한 위험에도 불구하고 카타르에 월드컵 개최권을 내줬다며, 과거의 실수를 반복해서는 안 되며 인권을 주요 고려사항으로 삼아야 한다고 지적했습니다.
He also pointed out that FIFA has given Qatar the right to host the World Cup despite the foreseeable risks, and that human rights should be a major consideration, not a repeat of past mistakes.

한편 아랍권 최초로 월드컵 개최권을 따낸 카타르는 축구경기장과 시설 건설 현장에서 이주 노동자들이 잇따라 사망하는 등 인권 유린 문제로 많은 비판을 받았습니다.
Qatar, the first Arab country to win the right to host the World Cup, has been criticized for human rights abuses, including a series of deaths of migrant workers at soccer stadiums and facility construction sites.

서방 언론들은 월드컵 시설 공사 기간에 인도네시아 등에서 온 노동자 6천명 이상이 숨졌다고 보도하기도 했습니다.
Western media also reported that more than 6,000 workers from Indonesia and other countries died during the construction of the World Cup facilities.
