북한인권단체들, 윤 대통령에 서한…“유엔 인권이사회서 북한 인권 문제 적극 제기해야” > 사회

제55차 유엔 인권이사회가 26일 시작된 가운데 북한인권시민연합, 전환기정의워킹그룹, 북한정의연대 등 북한 인권 단체들과 지난해 10월 중국에서 강제 북송된 탈북민 김철옥 씨의 가족 등이 윤석열 한국 대통령에게 이사회 기간 동안 북한 인권 문제를 적극 제기할 것을 촉구하는 서한을 보냈습니다.
While the 55th U.N. Human Rights Council began on the 26th, North Korean human rights groups such as the Citizens' Coalition for Human Rights, the Transitional Justice Working Group and the North Korean Justice Alliance, and the family of Kim Chul-ok, a North Korean defector who was forcibly repatriated from China in October last year, sent a letter to South Korean President Yoon Suk Yeol urging him to actively raise North Korean human rights issues during the council.

이들은 “한국 정부가 글로벌 중추 국가로서 26일부터 4월 5일까지 열리는 제55차 유엔 인권이사회 중 고위급 회기 기조 연설, 유엔 인권 전문가들과의 상호 대화 및 일반 토의, 한국이 주최하는 부대 행사에서 국군포로, 납북자, 억류자 문제 및 중국의 탈북 난민 강제 송환 문제를 제기할 것”을 촉구했습니다.
They urged the South Korean government to raise the issue of South Korean prisoners of war, abductees, detainees, and forced repatriation of North Korean refugees at the 55th UN Human Rights Council's keynote speech, mutual dialogue and general discussions with UN human rights experts, and South Korea-hosted side events.

이들은 강인선 외교부 2차관이 27일 기조 연설에서 국군포로와 납북자, 억류자 문제의 즉각 해결을 촉구하면서 특히 북한에 장기 억류 중인 김정욱, 김국기, 최춘길 선교사를 명시해 이들의 즉각적인 송환을 북한에 촉구하라고 밝혔습니다.
In a keynote speech on the 27th, Kang In-sun, the second vice foreign minister, urged immediate resolution of the issue of POWs, abductees and detainees, especially by specifying missionaries Kim Jung-wook, Kim Kook-ki and Choi Chun-gil, who are being held in North Korea for a long time, to urge North Korea to repatriate them immediately.

또 강 차관이 중국 당국의 탈북 난민 강제 송환 재개에 대해 우려를 표하고, 난민협약 및 의정서, 고문방지협약에 따른 강제송환금지 원칙 준수, 한국 등 제3국으로의 안전한 통행 등을 보장할 것을 중국을 비롯한 다른 나라들에 촉구하라고 요청했습니다.
Kang also expressed concern over the Chinese authorities' resumption of forced repatriation of North Korean refugees, and asked China and other countries to urge them to comply with the Refugee Convention and Protocol, the Convention on the Prevention of Torture, and ensure safe passage to third countries such as South Korea.

이어 엘리자베스 살몬 유엔 북한인권특별보고관과 나질라 가네아 종교∙신앙의 자유 특별보고관, 엘리스 에드워즈 고문 담당 특별보고관과 상호 대화를 갖고 납북자∙국군포로∙억류자∙탈북민 강제 북송 문제 등을 적극 제기할 것을 촉구했습니다.
He then urged the UN Special Rapporteur on North Korean Human Rights, Elizabeth Salmon, Nazila Ganea, Special Rapporteur on Freedom of Religion and Belief, and Elise Edwards, Special Rapporteur on Adviser, to actively raise issues such as abductees, prisoners of war, detainees, and forced repatriation of North Koreans.

아울러 한국 정부가 주최하는 북한 인권 관련 부대 행사에도 북한 인권 유린 피해자 등을 연사로 초대해 피해자의 목소리를 국제사회에 들려주는 등 문제 해결에 힘을 실어 줄 것을 요청했습니다.
In addition, the South Korean government invited victims of human rights abuses in North Korea as speakers and asked them to give support to solving the problem by speaking to the international community.
