북한, ‘통일’ 지우기 본격화…탈북민 “주민들 심리적 혼란 커질 것” > 사회

북한은 김정은 국무위원장이 남북관계를 ‘동족’이 아닌 ‘적대적 두 국가 관계’로 규정한 이후 사회 내부에 퍼져 있는 ‘통일’ 또는 ‘민족’ 등의 상징체계들을 지워 나가는 움직임을 본격화하고 있습니다. 한국 내 탈북민들과 북한 전문가들은 북한 주민들이 큰 혼란에 빠질 것이라고 말했습니다. 서울에서 김환용 기자가 보도합니다.
North Korea has begun to erase the symbolic systems of "unification" or "ethnicity" that spread within its society since Kim Jong-un defined inter-Korean relations as "two hostile countries" rather than "sympathy." North Korean defectors and North Korean experts in South Korea said the North Koreans will be in great confusion. Kim Hwan-yong reports from Seoul.

일본 ‘교도’ 통신은 20일 “북한 수도인 평양의 지하철에서 ‘통일역’이 단순히 ‘역’이라고만 표시된 노선도가 북한 주재 러시아대사관 페이스북 계정을 통해 확인됐다”고 보도했습니다.
Japan's "Kyodo" news agency reported on the 20th that "a route map on the subway in Pyongyang, the capital of North Korea, marked "Unification Station" simply as "Station" was confirmed on the Facebook account of the Russian Embassy in North Korea."

보도에 따르면 러시아대사관은 직원들이 평양 지하철에서 차량 내 모니터에 나온 노선도를 촬영한 사진을 이날 페이스북에 추가했습니다. 통일역은 천리마선 승리역과 개선역 사이에 있는데, 노선도에 ‘통일’이 아닌 ‘역’으로만 표시됐습니다.
According to reports, the Russian Embassy added a photo of the route map taken by employees on a monitor in the vehicle on the Pyongyang subway on the same day. Tongil Station is located between Seungri Station and Jinbo Station on the Cheonlima Line, and the route map is marked only as a "station" rather than "unification."

김정은 북한 국무위원장은 지난해 12월 30일 노동당 중앙위원회 전원회의에서 남북관계를 ‘동족관계’가 아닌 ‘적대적 두 국가 관계’로 규정하고 한국과의 통일은 성사될 수 없다는 입장을 밝혔습니다.
At a plenary session of the Central Committee of the Workers' Party of Korea on December 30 last year, North Korean leader Kim Jong-un defined inter-Korean relations as "two hostile countries" rather than "sympathy" and said that unification with South Korea cannot be achieved.

이어 지난달 15일 최고인민회의 시정연설에선 한국을 ‘제1의 적대국’으로 명기하고 ‘평화통일’과 ‘민족대단결’ 등 표현을 삭제하는 헌법 개정 의지를 분명히 했습니다.
In his speech to the Supreme People's Assembly on the 15th of last month, he made clear his will to revise the Constitution, specifying South Korea as the "No. 1 adversary" and removing expressions such as "peaceful unification" and "national unity."

북한은 김 위원장의 이런 남북관계 전환 선언 이후 ‘통일’ 또는 ‘민족’을 지향하는 상징체계들을 하나 둘 지워나가는 모습을 보이고 있습니다.
North Korea has been showing signs of erasing symbolic systems that aim for "unification" or "ethnicity" one by one since Chairman Kim's declaration of a transition in inter-Korean relations.

김 위원장이 “수도 평양의 남쪽 관문에 꼴불견으로 서 있다”고 언급한 조국통일 3대헌장 기념탑을 철거했고, 자국 국가인 ‘애국가’의 가사를 일부 변경하면서 한반도 전체를 뜻하는 ‘삼천리’ 라는 단어를 삭제한 것으로 알려졌습니다.
It is known that Chairman Kim demolished the three memorial towers for the reunification of the Fatherland, which he said were "standing unseemly at the southern gate of the capital Pyongyang," and deleted the word "Samcheonri," which means the entire Korean Peninsula, by partially changing the lyrics of his country's "patriotic state."

한국 국가정보원 산하 국가안보전략연구원 김인태 박사는 김 위원장이 통일에 대한 공포증 즉 ‘포비아’ 현상을 보이고 있다며 이에 따라 북한 당국이 다양한 분야에서 `통일 지우기' 작업을 벌이고 있다고 말했습니다.
Dr. Kim In-tae, a researcher at the National Security Strategy Institute under the National Intelligence Service of South Korea, said Kim is showing a phobia of unification, adding that the North Korean authorities are working on "erasing unification" in various fields.

[녹취: 김인태 박사] “김정은의 통일에 대한 포비아 현상이거든요. 지금 사회 전반에 걸쳐 새해 첫 날부터 지금까지 이어지고 있는 동향입니다. 지금 드러난 건 일부분이고요. 그것보다 훨씬 세부적인 부분에도 손을 대고 있습니다. 다양하게요.”
[Recording: Dr. Kim In-tae] "It's a phobia about the reunification of Kim Jong-un. It's a trend that's been going on in the whole society from the first day of the new year. What's been revealed is only a part of it. We're working on much more details than that. Various things."

한국 내 탈북민들은 김 위원장의 통일과 민족을 부정한 발언과 후속 조치들을 충격으로 받아들이면서 북한 주민들도 적지 않은 혼란을 겪고 있다고 전했습니다.
North Korean defectors in South Korea say they are also experiencing considerable confusion as they take Kim's remarks and follow-up measures that deny his unification and people.

조충희 굿파머스 연구소장은 북한 당국이 김 위원장 발언 이후 관련 선전선동 작업을 본격화하고 있지 않는 가운데 당 간부와 주민들 모두 납득하지 못하는 상황이라고 말했습니다.
Cho Choong-hee, head of the Good Farmers Institute, said that both party executives and residents are not convinced as the North Korean authorities have not begun to launch related propaganda activities in earnest after Kim's remarks.

[녹취: 조충희 소장] “아직은 이게 학습제강이나 강연회를 통해서 이런 일들이 진행되지 않고 있는데 현실적으로 굉장히 의아해하는 반응을 보이고 있고요.”
[Recording: Cho Choong-hee] "These things are not being done through study lectures or lectures yet, but in reality, they are responding very curiously."

`북한개혁방송' 김승철 대표는 특히 고등교육을 받은 엘리트층에서 동요가 심할 것으로 예상했습니다. 이른바 미제국주의로부터의 남조선 해방혁명을 당과 국가의 존립 근거로 삼아 온 북한의 엘리트층에게 통일과 민족을 배제한 대남정책 전환은 심리적 공황상태를 부를 수 있다는 설명입니다.
Kim Seung-cheol, chairman of the North Korea Reform Broadcasting Corporation, predicted that there would be a lot of turbulence, especially among the elite with higher education. He explained that the change in North Korea's policy toward the South, excluding reunification and the nation, could cause psychological panic for the elite in North Korea, who have used the so-called "revolution of liberation from the U.S. imperialism" as the basis for the existence of the party and the state.

김 대표는 김 위원장이 이런 ‘무리수’를 두는 이유로 경제력은 물론 문화적 영향력 면에서 자신들을 압도하고 있는 한국에 대한 극도의 경계심 때문이라고 분석했습니다.
Representative Kim analyzed that the reason why Chairman Kim is making such an "excessive move" is because of extreme vigilance against Korea, which is overwhelming them not only in terms of economic power but also in cultural influence.

[녹취: 김승철 대표] “옛날엔 북조선의 가장 큰 위협이 미국이었어요. 그런데 지금은 미국이 아니고 남조선이에요. 하드 파워도 커졌지만 한국의 가장 큰 위협은 어디서 오느냐, 소프트 파워에서 오는 거에요. 개별적이고 산발적이고 문화적인 이런 저항들이 상당한 위협으로 다가오고 있어요.”
[Recording: CEO Kim Seung-chul] "In the past, the biggest threat to North Korea was the United States. But now it's South Korea, not the United States. The hard power has grown, but the biggest threat to Korea comes from soft power. Individual, sporadic, and cultural resistance is coming as a significant threat."

한국 정부 산하 국책연구기관인 통일연구원 조한범 박사도 민족통일은 주민들에게 온갖 어려움도 이겨내야 하는 궁극적인 과제로 제시됐고 북한체제를 결속시키는 시멘트 같은 기능을 해왔다고 말했습니다.
Dr. Cho Han-beom of the Korea Institute for National Unification, a state-run research institute under the South Korean government, also said that national unification has been presented as the ultimate task to overcome all kinds of difficulties for the people and has served as a cement to unite the North Korean system.

[녹취: 조한범 박사] “북한 청년들이 인민군에 입대할 때 ‘통일의 인민군이 되어라’가 최고의 찬사입니다. 즉 모든 어려움도 통일 때문이고 힘들어도 통일 때문이고 통일만 되면 모든 일이 해결되고 이런 논리로 장기간, 그러니까 북한 주민들에게 통일하면 아직도 가슴이 뜨거워지는 담론이거든요.”
[Recording: Dr. Cho Han-beom] "When young North Koreans join the People's Army, the greatest compliment is 'Be the People's Army of reunification.' In other words, all difficulties are due to reunification, and even if it is difficult, it is because of reunification, and everything is solved once reunification is achieved. This is the logic that makes my heart pound when I reunify with the North Korean people for a long time."

북한은 김 위원장의 발언 이후 대규모 궐기대회나 말씀관철대회, 관영매체들의 관련 해설 등 당국 차원의 선전선동 움직임은 아직 보이지 않고 있는 것으로 전해졌습니다.
Since Chairman Kim's remarks, North Korea has reportedly yet to show any signs of propaganda at the authorities' level, including large-scale protests, speech contests, and related commentary by state media.

조한범 박사는 김 위원장이 유사시 한국에 대한 영토 완정 또는 평정 등 무력통일을 시사하는 언급을 한 점을 주목하면서 북한의 최근 조치들이 한국을 완전한 타국으로 만드는 거대한 내부 선전작업의 일환인지 여부는 좀 더 지켜봐야 한다고 말했습니다.
Dr. Cho Han-beom said it remains to be seen whether North Korea's recent measures are part of a huge internal propaganda campaign that will turn South Korea into a complete foreign country, noting that Kim made remarks suggesting the unification of the country, such as territorial integrity or calm.
