탈북민들, 영국 주재 북한대사관 앞에서 인권 개선 촉구 시위 > 사회

영국에 거주하는 탈북민 등이 제55차 유엔 인권이사회를 앞두고 영국 주재 북한 대사관 앞에서 북한 인권 개선을 촉구하는 시위를 벌였습니다. 탈북민들은 국제사회가 북한의 핵∙미사일뿐 아니라 인권 문제에도 관심을 가져달라고 호소했습니다. 안준호 기자가 보도합니다.
North Korean defectors living in the U.K. protested in front of the North Korean Embassy in the U.K. ahead of the 55th U.N. Human Rights Council. They appealed for the international community to pay attention to North Korea's human rights issues as well as its nuclear weapons and missiles. Reporter Ahn Jun-ho reports.

탈북민 출신으로 영국에서 북한 인권 운동을 벌이고 있는 박지현 ‘징검다리’ 공동대표와 중국에서 강제 북송된 탈북민 가족 등이 19일 오전 영국 주재 북한 대사관 앞에서 북한 정권의 인권 침해 중단을 촉구하는 시위를 벌였습니다.
Park Ji-hyun, a former North Korean defector and co-chairman of the North Korean human rights movement in Britain, and the family of North Korean defectors forced to return from China held a protest in front of the North Korean Embassy in Britain on the morning of the 19th to call for an end to the North Korean regime's human rights violations.

이 시위에는 북한 주민들의 필사적인 탈북 과정과 강제 북송의 아픔을 그린 다큐멘터리 영화 ‘비욘드 유토피아’에 출연한 갈렙선교회 김성은 목사와 아들이 중국에서 강제 북송된 뒤 북한 정치범 수용소에 수감된 이소연 씨도 함께했습니다.
The protest was also accompanied by Pastor Kim Sung-eun of Caleb Mission, who starred in the documentary film Beyond Utopia, which depicts the desperate defection process of North Koreans and the pain of forced repatriation, and Lee So-yeon, who was imprisoned in a North Korean political prisoner camp after her son was forcibly repatriated from China.

지난해 중국 항저우 아시안게임 폐막 다음 날인 10월 9일 강제 북송된 김철옥 씨의 언니 김유빈∙규리 씨 자매도 시위에 동참했습니다.
Kim Chul-ok's sister Kim Yoo-bin and Gyuri, who were forcibly repatriated to the North on October 9, the day after the closing of last year's Hangzhou Asian Games in China, also joined the protest.

김철옥 씨는 일명 ‘고난의 행군’ 시절이던 지난 1998년 굶주림에 지쳐 탈북했다가 중국에서 자신보다 서른 살가량 나이가 많은 남성에게 팔려가 열여섯 살에 딸을 낳고 살았습니다.
Kim Chul-ok defected from North Korea in 1998 when he was the so-called "March of Suffering," but was sold to a man about 30 years older than him in China and had a daughter at the age of 16.

그러다 지난해 4월 언니들이 있는 영국으로 오려다가 중국 공안에 붙잡혀 구금돼 있던 중 지난해 10월 탈북한 지 25년 만에 강제 북송됐습니다.
Then, in April last year, while trying to come to the UK where her sisters are, she was caught by Chinese police and detained, and was forcibly repatriated to the North 25 years after she defected in October last year.

김 씨 자매 등은 19일 북한 대사관 앞에서 ‘내 여동생을 살려달라. 가족의 품으로 돌려달라(Save my sister, Send her back to her family)’ ‘북한 여성들은 북한에선 굶주리고, 탈출하면 팔려간다(NK Women: Starved if they remain, Sold if they escape)’ 등의 문구가 쓰인 피켓을 들고 시위를 벌였습니다.

아들이 정치범 수용소에 수감된 뒤 소식이 끊긴 이소연 씨도 ‘미사일 발사로 굶주리는 주민들(Shooting missiles, Starving people!)’이라는 문구가 적힌 피켓을 들고 북한 정권의 인권 유린을 알리는 데 동참했습니다.
Lee So-yeon, who was cut off after her son was imprisoned in a political prisoner's camp, also participated in the North Korean regime's human rights abuses with a picket reading "Shooting misses, Starving people!"

박지현 징검다리 공동대표는 20일 VOA와의 전화통화에서 오는 26일부터 4월 5일까지 열리는 55차 유엔 인권이사회에서 북한의 참혹한 인권 상황을 더 널리 알리고 북한 인권 상황 개선에 국제사회의 동참을 호소하기 위해 시위를 계획했다고 말했습니다.
In a telephone conversation with VOA on the 20th, co-representative Park Ji-hyun said that the 55th UN Human Rights Council, which will be held from the 26th to April 5, planned a demonstration to promote the terrible human rights situation in North Korea and appeal to the international community to participate in improving the human rights situation in North Korea.

박 대표는 특히 국제사회가 북한의 핵과 미사일 위협에 대해서는 알고 있어도 북한 아동의 강제 노동과 식량 부족 문제 등을 잘 모르고 있다고 지적했습니다.
In particular, Park pointed out that the international community is aware of North Korea's nuclear and missile threats, but is not aware of North Korean children's forced labor and food shortages.

[녹취: 박 대표] “다음 주부터 4월 초까지 열리는 유엔 인권이사회에서 북한인권 문제가 언급이 되는데 여기에 맞춰서 저희가 국제사회에 호소하는 부분(이 있는데), 특히 국제사회에서는 북한의 미사일, 핵 이런 부분들을 많이 언급을 한다면 (이에 반해) 북한에서 일어나고 있는 아동들의 강제노동, 그리고 이제 식량안보 이런 부분들을 (잘 모르기 때문에 이 부분들을) 더 언급하기 위해서 (시위를 한 것이) 어제 시위의 기본 목적이었고∙∙∙.”

박 대표는 앞서 엘리자베스 살몬 유엔 북한인권특별보고관에게 북한 정권의 반인도 범죄에 대한 책임 규명과 처벌을 촉구하는 의견서도 제출했습니다.
Representative Park also submitted an opinion to the UN Special Rapporteur on Human Rights in North Korea, Elizabeth Salmon, urging the North Korean regime to identify responsibility for crimes against humanity and punish them.

박 대표는 의견서에서 2014년 발간된 유엔 북한인권조사위원회(COI) 보고서는 안보리가 북한 상황을 국제형사재판소(ICC)에 제소할 것을 권고하고 국제사회가 북한 주민을 보호할 책임을 강조했다고 상기시켰습니다.
In his opinion, Park reminded that the U.N. Commission of Inquiry (COI) report, published in 2014, recommended that the Security Council file a complaint with the International Criminal Court (ICC) on the North Korean situation and emphasized the responsibility of the international community to protect North Koreans.

박 대표는 또 북한에서는 식량권 침해와 강제 노동 등 인권 유린이 자행되고 있다면서 “식량권 침해는 대량 학살의 한 형태”라며 “COI 보고서는 심각한 기아 문제에 대응하기 위해 국제사회의 강력한 개입이 시급하다고 강조했다”고 지적했습니다.
Representative Park also pointed out that human rights violations such as food rights violations and forced labor are being committed in North Korea. "Food rights violations are a form of genocide," he said. "The COI report emphasized the urgent need for strong international intervention to respond to the serious hunger problem."

박 대표는 VOA와의 통화에서 55차 유엔 인권이사회에서는 중국의 탈북민 강제 북송 문제도 다뤄져야 한다고 강조했습니다.
In a telephone conversation with VOA, Park stressed that China's forced repatriation of North Korean defectors should also be addressed at the 55th UN Human Rights Council.

박 대표는 중국에서 강제 북송된 탈북민들은 북한에서 고문과 학대를 받고 정치범 수용소에 수감되거나 처형될 위기에 처한다며 이런 내용을 피켓에 적어 영국 국민에게 알리는 노력을 계속하고 있다고 말했습니다.
Park said that North Korean defectors who were forcibly returned from China are tortured and abused in North Korea and are in danger of being imprisoned or executed in political prison camps, adding that he is continuing to make efforts to inform the British public by writing such information on pickets.

[녹취: 박 대표] “지금 중국에서 일어나고 있는 강제 북송 문제, 이것은 중국 문제(일 뿐)만 아니라 북한에서도 마찬가지로 강제 북송된 송환된 분들이 고문, 학대, 그리고 정치범 수용소, 이런 데서 모든 인권 유린을 받고 있어서 그 피해자들의 실황을 알리기 위해서도 저희가 (그런) 문구를 슬로건에 함께 새겼는데요.”
[Recording: Representative Park] "The forced repatriation issue in China is not only a Chinese issue, but also in North Korea, the repatriated people who were forcibly taken to the North are tortured, abused, and violated all human rights in concentration camps for political prisoners, so we engraved the phrase (such) on the slogan together to inform the actual situation of the victims."

박 대표는 시위 사진 등을 소셜미디어에 게재하고 나서 영국인들 반응이 매우 좋았다고 전했습니다.
After posting photos of the protests on social media, CEO Park said the British response was very good.

북한이 핵과 미사일을 발사하고 있는 건 알아도 아동의 강제 노동 사실을 잘 모르고 있었다면서 이런 인권 유린을 알리는 활동을 계속해 달라는 응원과 지지가 많았다는 겁니다.
Even though they knew that North Korea was firing nuclear weapons and missiles, they were not aware of the forced labor of children, and there was a lot of support and support to continue activities to promote such human rights abuses.

박 대표는 “지난 10년 간 (유엔 북한인권조사위원회의) 보고서가 나오고도 많은 분들이 (북한의 참혹한 인권 상황을) 몰랐다면, 이제부터라도 많은 분들이 북한에서 자행되고 있는 인권 유린 문제, 강제 북송 문제 등에 대해 귀담아 듣고 함께 호응해 달라”고 호소했습니다.
Representative Park appealed, "If many people did not know (the terrible human rights situation in North Korea) even after the report (of the UN Human Rights Investigation Committee) came out over the past decade, many people should listen to and respond to human rights abuses and forced repatriation issues in North Korea from now on."
