탈북민 인권단체 대표, 살몬 보고관에 의견서…“김정은 ICC 제소해야” > 사회

탈북민 출신의 북한인권단체 대표가 북한 인권 유린 책임자 처벌을 촉구하는 의견서를 유엔 북한인권특별보고관에게 제출했습니다. 북한 인권 문제가 세계 안보와도 직결된 국제적인 문제라는 점도 강조했습니다. 안준호 기자가 보도합니다.
The representative of a North Korean human rights organization from North Korean defectors has submitted a statement of opinion to the UN Special Rapporteur on North Korean human rights, calling for the punishment of those responsible for human rights abuses in North Korea. He also emphasized that the North Korean human rights issue is an international issue that is directly related to global security. Reporter Ahn Jun-ho reports.

탈북민 출신으로 영국에서 북한 인권 운동을 벌이고 있는 박지현 ‘징검다리’ 공동대표가 이달 26일 시작되는 제55차 유엔 인권이사회를 앞두고 엘리자베스 살몬 유엔 북한인권특별보고관에게 북한 정권의 반인도 범죄에 대한 책임 규명과 처벌을 촉구하는 의견서를 제출했습니다.
Park Ji-hyun, a North Korean defector and co-chairman of the "Jinggeomdari" campaign in Britain, submitted an opinion to the UN Special Rapporteur on North Korea's human rights to Elizabeth Salmon, ahead of the 55th UN Human Rights Council, which begins on the 26th of this month, calling for the North Korean regime to find responsibility and punish it for crimes against humanity.

박 대표는 의견서에서 2014년 발간된 유엔 북한인권조사위원회(COI) 보고서는 안보리가 북한 정권을 국제형사재판소(ICC)에 제소할 것을 권고하고 국제사회가 북한 주민을 보호할 책임을 강조했다고 상기시켰습니다.
In his opinion, Park reminded that the U.N. Commission of Inquiry (COI) report, published in 2014, recommended that the Security Council file a complaint against the North Korean regime with the International Criminal Court (ICC) and emphasized the responsibility of the international community to protect North Koreans.

이어 “그러나 10년이 지난 지금 국제사회의 보호 책임은 여전히 이뤄지지 않고 있으며, 보고서 권고사항 중 서울 유엔사무소 설립 외에는 이뤄진 것이 전혀 없다”고 지적했습니다.
"However, 10 years later, the international community's responsibility for protection has not yet been fulfilled, and none of the report's recommendations have been made except for the establishment of the U.N. office in Seoul," he pointed out.

박 대표는 북한에서 여전히 자행되고 있는 인권 유린으로 식량권 침해와 해외 노동자의 강제 노동을 꼽았습니다.
Park cited infringement of food rights and forced labor of overseas workers as human rights abuses still committed in North Korea.

박 대표는 “식량권 침해는 대량 학살의 한 형태”라며 “COI 보고서는 심각한 기아 문제에 대응하기 위해 국제사회의 강력한 개입이 시급하다고 강조했다”고 지적했습니다.
"The infringement of food rights is a form of genocide," CEO Park said. "The COI report emphasized the urgent need for strong international intervention to respond to the serious hunger problem."

아울러 “2014년 보고서에 포함되지 않은 해외 북한 노동자 문제를 ‘반인도 범죄’로 규정해야 한다”면서 “(이에 대한 책임을 물어) 김정은을 포함한 북한 정권과 관련 가해자들을 ICC에 제소해야 한다”고 주장했습니다.
"The issue of North Korean workers abroad not included in the 2014 report should be defined as a 'crime against humanity,'" he said, adding, "We must file a complaint with the ICC against the North Korean regime, including Kim Jong-un."

박 대표는 “북한은 국제 규약 가입 당사국이면서 국제 규약이 제시하는 내용을 모두 위반하고 있으며, 2019년 (북한에 대한 유엔의) 보편적 정례 인권 검토(UPR)에서 정치범의 존재와 송환 탈북자들에 대한 불법적 처벌 등에 대해 인정하지 않고 계속 부정했다”면서 “국제사회는 이런 문제에 대해 북한에 다시 책임을 물어야 한다”고 강조했습니다.
"North Korea is a party to the international conventions and violates all of the provisions of the international conventions, and it continued to deny the existence of political prisoners and illegal punishment for repatriated North Korean defectors during the United Nations' regular human rights review (UPR) in 2019," Park said. "The international community should hold North Korea accountable for these issues again."

또 탈북민들이 중국에서 난민으로 인정받을 수 있도록 유엔난민기구에 권고해야 하며, 특히 중국 정부에 강력하게 권고해야 한다고 말했습니다.
He also said that it should be recommended to the UNHCR so that North Korean defectors can be recognized as refugees in China, and especially strongly to the Chinese government.

박 대표는 “북한 인권의 실질적인 개선을 위해서는 외부의 지속적인 모니터링이 필요하다”면서 “특히 탈북민들의 목소리가 국제사회에 적극적으로 반영돼야 한다”고 말했습니다.
Representative Park said, "In order to substantially improve human rights in North Korea, continuous external monitoring is necessary," adding, "In particular, the voices of North Korean defectors should be actively reflected in the international community."

이어 “이달 말 열리는 유엔 인권이사회에서는 반인도 범죄를 저지르고 있는 북한 정부의 가해자들을 국제형사재판소에 제소할 수 있는 실질적인 조치가 이뤄질 수 있어야 한다”고 말했습니다.
"At the UN Human Rights Council to be held at the end of this month, practical measures should be taken to bring the perpetrators of the North Korean government who are committing crimes against humanity to the International Criminal Court," he said.

박 대표는 “세계인권선언이 나온 지 75년이 지났지만 북한 주민들은 인권선언이 제시하고 있는 모든 조항들에 대해 어떤 권리도 보장받지 못하고 있다”고 말했습니다.
Representative Park said, "75 years have passed since the Universal Declaration of Human Rights, but North Koreans are not guaranteed any rights to all the provisions of the Declaration of Human Rights."

특히 “김정은을 포함한 가해자들을 국제형사재판소에 제소해야만 북한 주민들의 현대판 노예제를 끝낼 수 있다”면서 “이는 북한만의 문제가 아니라 세계 평화와 안보와도 관련된 국제적인 문제”라고 강조했습니다.
In particular, he stressed, "We can end the modern slavery of North Koreans only by filing a complaint with the International Criminal Court against the perpetrators, including Kim Jong-un," adding, "This is not just a North Korean issue, but an international issue related to world peace and security."
