EU·체코·캐나다 “북한 인권 여전히 열악…개선 위해 계속 노력할 것” > 사회

유엔 북한인권조사위원회(COI) 최종 보고서 발표 10주년을 맞아 유럽연합과 체코, 캐나다가 북한 인권 상황이 여전히 열악하다는 점을 지적했습니다. 북한 인권 개선을 위해 계속 노력할 것이라는 점도 강조했습니다. 안소영 기자가 보도합니다.

유럽연합(EU)이 13일 “북한의 인권 상황에 대해 여전히 깊이 우려하고 있다”고 밝혔습니다.

We see no indications that the DPRK has engaged in constructive action to address the findings of the International Commission of Inquiry in 2014 that systematic, widespread and gross human rights violations have been and are being committed by the DPRK.”

Asked about the achievements and tasks of the 10th anniversary of the release of the COI report, the spokesperson said, "We have not seen any indication that North Korea has taken constructive steps to resolve the 2014 COI findings that systematic, widespread and serious human rights violations have been committed by North Korea and are still continuing."

특히 북한 상황이 악화되고 있다고 지적하며 “많은 도전이 있지만 EU는 이것(북한 인권 문제)이 잊힌 위기가 되도록 하지 않을 것” 이라고 역설했습니다.
In particular, he pointed out that the situation in North Korea is worsening, saying, "There are many challenges, but the EU will not let this (the North Korean human rights issue) become a forgotten crisis."

The annual EU-initiated resolutions at the UN Human Rights Council and at the UN General Assembly maintain international attention on the situation while inviting the DPRK to meaningfully engage with the UN system, and particularly the UN Special Rapporteur, as a means to begin improving the situation.”

"Each year, the UN Human Rights Council and the UN General Assembly call for international attention to the human rights situation in North Korea through EU-led resolutions and urge North Korea to engage in meaningful engagement with the UN system, especially the Special Rapporteur," he said.

EU 대변인은 “EU는 북한에 만연한 면책 문화와 인권 침해 및 학대에 대한 책임 규명의 부재를 규탄한다”고 강조했습니다.
"The EU condemns the widespread culture of immunity in North Korea and the lack of accountability for human rights violations and abuses," the spokesperson stressed.

유엔은 2013년 3월 북한인권조사위원회(COI)를 출범시켰습니다.
The United Nations launched the Commission of Inquiry on Human Rights in North Korea (COI) in March 2013.

이후 COI는 약 1년 동안의 조사를 토대로 이듬해 2월 17일 북한 인권 문제의 주요 쟁점과 권고사항 등을 담은 최종 보고서를 발표했습니다.
After about a year of investigation, the COI released a final report on February 17 of the following year containing major issues and recommendations on North Korean human rights issues.

보고서는 북한이 체계적이고 광범위하며 심각한 인권 침해를 자행하고 있다고 결론짓고 일부 인권 침해를 인류의 보편적 가치에 반하는 반인도범죄로 규정했습니다.
The report concluded that North Korea is systematic, widespread and serious human rights violations, and defined some human rights violations as crimes against humanity against universal values.

그러면서 이 같은 반인도적 범죄를 직접 저지르거나 이에 가담한 자들, 이를 승인하고 방관한 자들 모두에게 책임을 물어야 한다며 유엔 안보리가 국제형사재판소(ICC)에 북한 상황을 회부하거나 유엔이 임시 재판소를 설치할 것을 권고했습니다.
He recommended that the UN Security Council refer the North Korean situation to the International Criminal Court (ICC) or the UN set up a temporary tribunal, saying that those who directly committed or participated in such crimes against humanity, and those who approved them and sat on the sidelines should be held accountable.

하지만 지금까지 이와 관련한 실질적인 조치는 취해지지 않았습니다.
However, no practical action has been taken in this regard so far.

체코 정부는 COI 보고서 발표 10주년을 맞아 자국의 북한 인권 증진 노력을 설명했습니다.
On the 10th anniversary of the release of the COI report, the Czech government explained its efforts to promote human rights in North Korea.

[체코 외무부] “Czechia supported creation of the COI on human rights in North Korea and its mandate to investigate systematic, widespread and grave violations of human rights in North Korea; The final COI report on North Korea is a crucial document bringing a detailed coverage and analyses of the full scope of human rights abuses in North Korea. Czechchia regularly participates in the interactive dialogues with the High Commissioner for Human Rights in Geneva on the human rights situation in North Korea as well as with the special rapporteur for North Korea at the UN Human Rights Council sessions and joins respective joint statements.”

체코 외무부는 13일 VOA에 “체코는 조직적이고 광범위하며 중대한 북한 인권 침해를 조사하는 COI 설립을 지원했다”며 “COI의 최종 보고서는 북한 인권 침해의 전 범위를 상세히 다루고 분석하는 중요한 문서”라고 평가했습니다.
The Czech Foreign Ministry told VOA on the 13th, "The Czech Republic supported the establishment of the COI to investigate systematic, widespread, and serious human rights violations in North Korea," adding, "The COI's final report is an important document that deals with and analyzes the entire scope of human rights violations in North Korea."

아울러 “체코는 유엔 인권이사회에서 정기적으로 북한 인권 상황과 관련해 인권최고대표, 북한인권 특별보고관과의 상호 대화에 참여하고 공동성명 발표에도 참여한다”고 설명했습니다.
"The Czech Republic regularly participates in mutual dialogue with the Chief Human Rights Representative and the Special Rapporteur on North Korea's human rights situation at the UN Human Rights Council and also in issuing joint statements," he explained.

이어 “COI 보고서 발표 10주년을 맞이한 이 순간에도 여전히 북한의 인권 상황은 매우 개탄스럽다”고 밝혔습니다.
"At this moment, the 10th anniversary of the release of the COI report, the human rights situation in North Korea is still very deplorable," he said.

“하지만 COI 보고서의 직접적인 산물인 서울 유엔인권사무소를 포함해 북한 인권 개선을 촉구하는 국제사회의 노력에 COI 보고서는 중요한 역할을 한다”고 부연했습니다.
However, the COI report plays an important role in the international community's efforts to improve human rights in North Korea, including the United Nations Human Rights Office in Seoul, which is a direct product of the COI report.

그러면서 “체코는 북한 상황을 다룰 기회를 놓치지 않고 있다”고 강조했습니다.
"The Czech Republic is not missing the opportunity to deal with the North Korean situation," he said.

캐나다 외교 업무를 담당하는 글로벌부(Global Affairs Canada)는 이날 VOA에 “캐나다는 국제인도법과 국제인권법의 심각한 위반 상황에 대응하기 위해 유엔이 임무를 부여한 독립적인 조사들을 높이 평가한다”며 이같이 전했습니다.
The Global Affairs Canada, which is in charge of Canada's diplomatic affairs, told VOA that "Canada appreciates the independent investigations assigned by the United Nations to respond to serious violations of international humanitarian law and international human rights law."

이어 “우리는 북한 인권 상황과 관련한 유엔 결의에 대한 적극적인 참여를 통해 북한에 인권을 존중하고 국제 인권 기준을 준수할 것을 정기적으로 촉구하고 있다”고 강조했습니다.
"We regularly urge North Korea to respect human rights and comply with international human rights standards through active participation in UN resolutions regarding the human rights situation in North Korea," he stressed.

또한 유엔 인권이사회와 유엔 총회에서 북한 관련 결의안을 지속적해서 지지하고 있으며, 2019년 9월 5일 제네바 유엔본부에서 열린 북한의 보편적 정례 검토(UPR)에 출석해 북한에 대한 권고안을 발표했다고 캐나다 글로벌부는 소개했습니다.

"Canada will continue to work with all relevant partners and remain committed to defending the rule of law-based international order," it added.
