미 국무부 “북한 인권 유린, 불법 무기 프로그램 뒷받침…계속 책임 물을 것” > 사회

미국 국무부는 북한 정권이 주민들의 인권을 무시하며 불법 활동을 통해 군사력 강화에 몰두하고 있다고 비판했습니다. 북한 정권에 지독한 인권 기록에 대한 책임을 계속 물을 것이라는 점도 강조했습니다. 조상진 기자가 보도합니다.
The U.S. State Department criticized the North Korean regime for ignoring the human rights of its people and focusing on strengthening its military power through illegal activities. He also stressed that he will continue to hold the North Korean regime accountable for its terrible human rights record. Reporter Cho Sang-jin reports.

미국 국무부는 “북한 정권의 수많은 인권 침해와 학대가 불법적인 대량살상무기(WMD)와 탄도미사일 프로그램을 뒷받침한다”고 지적했습니다.
The U.S. State Department pointed out that "a number of human rights violations and abuses by the North Korean regime support illegal WMD and ballistic missile) and ballistic missile programs."

[국무부 대변인실] “Many of the DPRK regime’s human rights violations and abuses underpin its unlawful WMD and ballistic missile programs. This includes the use of forced and exploited labor – both domestically and overseas – as well as food distribution policies that favor the military and lead to chronic malnourishment among its citizens. The government’s widespread denial of human rights and fundamental freedoms ensures it can expend inordinate resources, much of which are generated through its illicit cyber activities, on the development of its unlawful WMD and ballistic missile programs without public objection, even as North Koreans suffer severe economic hardship due in part to this diversion of resources.”

국무부 대변인실은 23일 ‘북한 핵 미사일 문제 못지 않게 인권 문제 역시 중요하게 다뤄져야 한다는 최근 국제사회의 기류’에 대한 VOA의 서면 질의에 이같이 답했습니다.
The State Department's spokesman's office responded to VOA's written question on the 23rd about the recent international trend that human rights issues should be treated as important as the North Korean nuclear missile issue.

이어 “여기에는 국내와 해외에서 강제노동과 착취노동의 사용, 군대에 특혜를 주고 주민들의 만성적인 영양실조를 초래하는 식량 배급 정책이 포함된다”고 밝혔습니다.
"This includes the use of forced and exploited labor at home and abroad, food rationing policies that give preferential treatment to the military and cause chronic malnutrition to residents," he said.

그러면서 “(북한) 정부의 광범위한 인권 및 기본적 자유에 대한 부정은 북한 주민들이 자원의 전용으로 인해 극심한 경제적 어려움을 겪고 있음에도 불구하고 불법 사이버 활동을 통해 창출한 많은 자원을 주민들의 반대 없이 불법 대량살상무기와 탄도미사일 프로그램 개발에 지출할 수 있도록 보장하고 있다”고 비판했습니다.
"The (North) government's denial of extensive human rights and basic freedoms ensures that North Koreans can spend a lot of resources created through illegal cyber activities on the development of illegal weapons of mass destruction and ballistic missile programs without opposition."

아울러 린다 토머스-그린필드 유엔 주재 미국대사의 지난 17일 유엔 안보리 회의 발언을 상기시키면서 “북한의 인권 침해와 국제법을 위반하고 국제사회의 의지를 무시하는 대량살상무기(WMD)와 운반 수단 개발 사이에는 분명한 연관이 있다”고 거듭 강조했습니다.
Reminding of U.S. Ambassador Linda Thomas-Greenfield's remarks to the UN Security Council on the 17th, he reiterated that "there is a clear link between North Korea's human rights violations and the development of weapons of mass destruction (WMD) and the will of the international community."

앞서 토머스-그린필드 대사는 안보리가 지난 17일 개최한 북한인권 비공식 회의에서 “북한 정권의 대량살상무기와 탄도미사일 프로그램은 다수의 안보리 결의에서 확인된 바와 같이 국제 평화와 안보에 대한 부정할 수 없는 위협이며, 북한의 인권 유린과 불가분의 관계에 있다”고 지적했습니다.
Ambassador Thomas Greenfield said at an unofficial meeting on North Korean human rights held by the Security Council on the 17th, "The North Korean regime's weapons of mass destruction and ballistic missile programs are undeniable threats to international peace and security, as confirmed by a number of Security Council resolutions."

이어 “북한에서 무기 추구는 언제나 주민들의 인권과 인도주의적 필요를 능가한다”며 “정권의 강제 노동 사용은 그들의 불법 무기 프로그램을 진전시킨다”고 지적했습니다.
"In North Korea, the pursuit of weapons always exceeds the human rights and humanitarian needs of the people," he said. "The regime's use of forced labor advances their illegal weapons programs."

황준국 유엔 주재 한국대사도 21일 VOA에 북한의 핵과 미사일 문제 못지 않게 인권 문제도 매우 중요하다면서 북한 인권 분야의 해결 없이는 핵 문제 해결도 어렵다고 평가했습니다.
South Korea's ambassador to the United Nations Hwang Joon-guk told VOA on the 21st that human rights issues are as important as North Korea's nuclear and missile issues.

특히 북한 인권 문제는 한반도뿐 아니라 전 세계적으로 안보와 평화 등 여러 문제와 긴밀히 연결돼 있다면서, 북한 인권 문제 해결을 위해 한국 정부가 국제 무대에서 주도적인 역할을 하고 있다고 강조한 바 있습니다.
In particular, the North Korean human rights issue is closely linked to various issues, including security and peace, not only on the Korean Peninsula but also around the world, stressing that the South Korean government is playing a leading role on the international stage.

이와 관련해 국무부는 미국 정부가 북한인권 문제 해결을 위해 지속적으로 노력해왔다는 점을 강조하면서 책임을 묻기 위한 노력을 계속해 나갈 것임을 분명히 했습니다.
In this regard, the State Department has made it clear that it will continue to make efforts to hold the U.S. accountable, emphasizing that the U.S. government has continued to work to resolve the North Korean human rights issue.

It continues to systematically neglect the wellbeing of its people and deny them their human rights and fundamental freedoms. For decades the United States has championed efforts to improve respect for the human rights and dignity of North Koreans and will continue to promote accountability for the DPRK government for its egregious human rights record, including through the appointment of the Special Envoy for North Korean Human Rights Issues.”

그러면서 “미국은 수십 년 동안 북한 주민들의 인권과 존엄성에 대한 존중을 증진하기 위한 노력을 옹호해 왔으며, 북한인권특사의 임명 등을 통해 북한 정부의 지독한 인권 기록에 대한 책임을 계속해서 물을 것”이라고 강조했습니다.
"The United States has defended efforts to promote respect for North Koreans' human rights and dignity for decades, and will continue to hold the North Korean government accountable for its terrible human rights record through the appointment of a special envoy for North Korean human rights."

국무부 대변인실은 또 중국과 러시아가 최근 안보리 회의에서 북한 문제에 침묵하거나 사실과 다른 주장을 펼친 데 대한 VOA의 질문에는 직접적인 언급을 피한 채 북한이 미국의 거듭된 대화 제의에 응하지 않고 있는 현실을 비판했습니다.
The State Department spokesman's office also criticized the reality of North Korea's refusal to respond to repeated U.S. offers for dialogue, refusing to directly comment on VOA's question about China and Russia's recent silence on North Korea.

We continue to remain committed to diplomacy, even as the DPRK launches an unprecedented number of ballistic missiles. To demonstrate our sincerity, senior U.S. officials have repeatedly and publicly affirmed our desire for dialogue. However, the DPRK continues to show no indication it is interested in engaging. Instead, we have seen a marked increase in the scope and scale of their ballistic missile tests, flouting the international rules-based order and unnecessarily ratcheting up regional tension.”

"To show our sincerity, senior U.S. officials have repeatedly and publicly confirmed our desire for dialogue," he said. "But North Korea has shown no signs of continued interest in engaging."

그러면서 “우리는 대신 그들(북한)의 탄도미사일 시험의 범위와 규모가 현저히 증가하면서 국제 규칙 기반의 질서를 경멸하고 불필요하게 역내 긴장을 고조시키는 것을 목격하고 있다”고 비판했습니다.
"We are instead witnessing a significant increase in the scope and scale of their (North Korea) ballistic missile tests, disdaining the international rule-based order and unnecessarily raising regional tensions," he criticized.
