김정은 북한 국무위원장이 올해도 세계 최악의 기독교 박해자 가운데 한 명으로 지목됐습니다. 김 위원장이 북한 정권의 조직적인 인권 유린에 대한 도덕적, 법적 책임이 있다는 지적도 나왔습니다. 김영교 기자가 보도합니다.
North Korean leader Kim Jong-un has been named one of the world's worst persecutors of Christianity this year. Some pointed out that Chairman Kim is morally and legally responsible for the systematic human rights abuses of the North Korean regime. Reporter Kim Young-kyo reports.

미국에 본부를 둔 기독교 박해 감시단체 ‘인터내셔널 크리스천 컨선’(ICC)은 29일 공개한 연례 보고서 ‘올해의 박해자2022’ 에서 김정은 북한 국무위원장을 세계 최악의 기독교 박해자 중 한 명으로 꼽았습니다.
The U.S.-based Christian persecution watchdog International Christian Convention (ICC) named North Korean leader Kim Jong-un one of the world's worst Christian persecutors in its annual report, "The Persecutor of the Year 202."

이 단체는 이날 미국 워싱턴에서 열린 ‘국제종교자유 정상회의 2022’ 행사에서 발표한 보고서에서 이같이 밝혔습니다.
The group made the remarks in a report released at the 2022 International Conference on Religious Freedom in Washington, U.S.

보고서는 기독교를 박해하는 최악의 인물로 이란의 최고지도자 아야톨라 알리 하메네이를 꼽았고, 그 다음으로 나이지리아 카두나주의 나시르 엘 루파이 주지사, 레제프 타이프 에르도안 터키 대통령, 그리고 김정은 북한 김정은 국무위원장 등 세 명을 공동으로 지목했습니다.
The report cited Iran's supreme leader Ayatollah Ali Khamenei as the worst persecutor of Christianity, followed by three others: Governor Nasir El Rupai of Kaduna, Turkish President Recep Tayyip Erdogan and North Korean leader Kim Jong-un.

김정은 위원장은 지난해 이 단체의 연례 보고서에서도 기독교를 박해하는 최악의 인물로 꼽힌 바 있습니다.
Kim Jong-un was also cited as the worst persecutor of Christianity in the group's annual report last year.

Jeff King, the head of the International Christian Consignment, told VOA that Kim Jong-un is the worst person to be considered a persecutor of Christianity every year

킹 대표는 김 위원장이 항상 기독교 박해자 보고서에 포함될 것이라고 말했습니다.
King said Kim will always be included in the Christian persecutor report.

보고서는 북한의 기독교인이 현재 40만 명에 달하는 것으로 추산하면서, 이들이 비밀리에 신앙 생활을 하고 있다고 밝혔습니다.
The report estimates that there are now 400,000 Christians in North Korea, and says they are secretly living their faith.

그러면서 김 위원장이 북한의 최고지도자로서 자신이 이끄는 체제의 조직적인 인권 유린에 대한 도덕적, 법적 책임이 있다고 지적했습니다.
Chairman of the State Affairs Commission Kim pointed out that as the supreme leader of North Korea, he has moral and legal responsibility for the systematic human rights abuses of his system.

김정은의 통치 아래 수많은 북한인들이 신앙을 이유로 생명을 잃고 고문 당하며 장기 강제노동을 선고 받았으며, 외부에 보여주기 위해 국가가 통제하는 몇몇 기관들을 제외하고는 당국이 모든 종교를 가차 없이 처벌한다는 겁니다.
Under Kim Jong-un's rule, countless North Koreans have been sentenced to long-term forced labor, and the authorities punish all religions relentlessly, except for some state-controlled institutions to show them to the outside world.

특히 “‘김씨 왕조’가 정치적 위협으로 간주하는 수백만 명의 사람들을 고문하고 살해했으며, 특히 기독교인들을 가혹하게 대했다”고 밝혔습니다.
In particular, he said, "The Kim dynasty tortured and killed millions of people who viewed it as a political threat, especially treated Christians harshly."

또 북한은 종교를 탄압하는 주된 도구로 전국의 수용소를 활용하고 있다고 보고서는 지적했습니다.
The report also points out that North Korea is using camps across the country as its main tool for suppressing religion.

한편 올해 2회째를 맞은 국제종교자유 정상회의는 세계 종교자유 증진을 위한 회의로 지난 28일부터 사흘 일정으로 열렸습니다.
The International Conference on Religious Freedom, which marks its second anniversary this year, has been held for three days since the 28th as a meeting to promote religious freedom in the world.

‘인터네셔널 크리스천 컨선’의 연례 보고서가 발표된 29일에는 탈북민 주일룡 씨가 사전 녹화한 동영상을 통해 자신이 직접 경험한 북한 정권의 종교 박해 실태를 증언했습니다.
On the 29th, when the annual report of the International Christian Convention was released, North Korean defector Ju Il-ryong testified about the religious persecution of the North Korean regime through a pre-recorded video.

[녹취: 주일룡 씨] “My grandfather was a war hero. He was a war veteran in North Korea. And one day in his conversation with his only friend, he mentioned about human rights issues and Juche ideology, and North Korean government took him to the political prison camp.”
[Recording: Mr. JUYEON] "우리 할아버지는 전쟁 영웅이었어요. 그는 북한의 참전 용사였습니다. 그러던 어느 날 유일한 친구와의 대화에서 그는 인권문제와 주체사상에 대해 언급했고, 북한 정부는 그를 정치범 수용소로 데려갔습니다."

현재 한국에 거주 중인 주일룡 씨는 자신의 할아버지가 한국전쟁에 참전한 북한의 영웅이었지만, 어느날 유일했던 친구와 대화를 나누면서 인권과 주체 사상을 거론했다는 이유로 북한 정권에 의해 정치범수용소로 끌려갔다고 말했습니다.
Now living in South Korea, Mr. Il-ryong said his grandfather was a hero of North Korea in the Korean War, but one day he was taken to a political prison by the North Korean regime for talking to his only friend about human rights and subjective ideas.

주 씨는 또 자신의 고모와 그 가족은 고모의 시아버지가 기독교인이었다는 이유로 모두 정치범수용소에 들어가 있고, 일부는 성경 복음을 전했다는 이유로 사형을 당했다고 밝혔습니다.
Joo also said his aunt and her family were all in political prison camps because her father-in-law was Christian, and some were executed for preaching the gospel of the Bible.

그러면서 북한 정권이 종교의 자유가 있다고 선전하고 있지만 실제로는 그런 자유가 전혀 존재하지 않는다며 위선적인 북한 정권의 행태를 고발했습니다.
In the meantime, he accused the hypocritical behavior of the North Korean regime, saying that it promotes freedom of religion, but in reality, such freedom does not exist at all.

북한은 대표적인 ‘종교 탄압국’으로 알려져 있습니다.
North Korea is known as a representative 'religious repression state'.

미국 정부는 지난 1998년 제정된 ‘국제종교자유법’에 따라 종교 자유를 조직적으로 탄압하거나 위반하는 국가들을 특별우려국으로 지정하고 있는 가운데 북한은 2001년부터 줄곧 이 명단에 포함됐습니다.
North Korea has been on the list since 2001, with the U.S. government designating countries that systematically suppress or violate religious freedom under the 1998 International Freedom of Religion Act.

미국 무역법은 이를 토대로 북한에 대한 제재 조치를 이어가고 있습니다.
Based on this, the U.S. Trade Act continues to impose sanctions on North Korea.

미 국무부는 지난 2일 발표한 ‘2021 국제 종교자유 보고서’에서 “북한 정부는 어떤 종교적 활동이든 이에 관여한 개인에 대해 처형과 고문, 체포 신체적 학대 등을 계속 자행하고 있다는 보고가 있다”고 지적한 바 있습니다.
In the "2021 International Religious Freedom Report" released on the 2nd, the U.S. State Department said, "There are reports that the North Korean government continues to execute, torture, arrest, and physical abuse of individuals involved in any religious activities."

이 보고서는 “미국 정부는 다자 포럼과 특히 북한과 외교 관계를 맺고 있는 국가들과의 양자 대화에서 북한의 종교 자유에 대한 우려를 제기해왔다”고 밝혔습니다.
The report said, "The U.S. government has raised concerns about North Korea's religious freedom in multilateral forums and in particular bilateral talks with countries that have diplomatic relations with North Korea."
