WHO "북한 '결핵 고위험국' 환자 13만5천 명...1년새 3천 명 늘어" > 사회

유엔이 북한을 결핵 고위험국으로 다시 지정했습니다. 미국의 구호단체는 장기화한 북한의 국경 봉쇄 조치로 북한 내 결핵환자 약 10만 명이 치료를 받지 못하고 있을 것이라고 말했습니다. 안소영 기자입니다.

세계보건기구(WHO)가 북한을 30개 결핵 고위험국 가운데 하나로 재지정했습니다.
The World Health Organization (WHO) has re-designated North Korea as one of the 30 high-risk countries for tuberculosis.

WHO는 14일 공개한 ‘2021 세계 결핵 보고서’에서 북한을 2021년부터 2025년 사이 결핵과 다제내성 결핵 모두에서 고위험국으로 분류했습니다.
classified North Korea as a high-risk country in both tuberculosis and multidrug-resistant tuberculosis between 2021 and 2025, in the 2021 World Tuberculosis Report released on the 14th.

북한의 지난해 결핵환자 수는 전년도 보다 3천 명 증가한 13만 5천 명으로, 인구 10만 명 당 523명이 환자인 것으로 나타났습니다.
The number of tuberculosis patients in North Korea last year was 135,000, an increase of 3,000 from the previous year, with 523 per 100,000 people.

보고서에 따르면 지난해 북한의 결핵 관련 보고는 총 9만 8천 369 건으로, 이 가운데 신규와 재발 사례가 8만 9천 640 건이었습니다. 또 지난해 결핵으로 인한 사망률은 16%로 나타났습니다.
According to the report, a total of 98,369 reports on tuberculosis in North Korea last year, of which 89,640 were new and relapsed. In addition, the mortality rate from tuberculosis last year was 16%.

보고서는 북한 내 다제내성 결핵 확진자는 1천 902명이고, 치료를 시작한 환자는 640명이라고 전했습니다.
The report said 1,902 confirmed patients of multidrug-resistant tuberculosis in North Korea and 640 patients started treatment.

지난해 북한 내 결핵환자를 성별로 보면 남성이 61%, 여성이 34%였고, 연령 별로는 45세에서 54세 남성이 가장 많았고 이어 35세에서 44세, 25세에서 34세 사이 남성 순이었습니다.
Last year, 61% of tuberculosis patients in North Korea were men and 34% were women, followed by men aged 45 to 54 years, followed by men aged 35 to 44 and 25 to 34.

북한 내 결핵환자의 건강을 위협하는 가장 큰 요인으로는 영양실조가 꼽혔습니다.
Malnutrition was cited as the biggest threat to the health of tuberculosis patients in North Korea.

전체 환자 가운데 7만 명이 영양실조를 겪고 있었고, 약 2만명이 흡연을 해 또 다른 위협에 노출된 것으로 지적됐습니다.
It was pointed out that 70,000 of the total patients were undernourished, and about 20,000 people smoked and were exposed to another threat.

과도한 음주와 비만도 결핵환자를 위협하는 요인이라고 보고서는 밝혔습니다.
Excessive drinking and obesity are also a threat to tuberculosis patients, the report said.

북한 당국은 올해 결핵 퇴치 예산을 지난해 보다 200만 달러 줄어든 4천700만 달러로 책정했습니다.
North Korean authorities have set this year's budget to $47 million, down $2 million from last year.

이 가운데 국제사회의 지원이 18%, 국내 조달이 13%로 부족분은 69%였습니다.
Of these, 18% were supported by the international community and 13% were procured in Korea, with 69% of the shortfall.

한편, WHO는 신종 코로나바이러스 대유행으로 전 세계적으로 결핵 검사와 치료에 대한 관심이 낮아졌다며, 이 때문에 지난해 세계 결핵 확진자 수는 580만 명으로 2019년의 710만 명에서 크게 줄어든 것으로 나타났다고 밝혔습니다.
Meanwhile, WHO said the COVID-19 pandemic has reduced interest in tuberculosis testing and treatment worldwide, which has led to a significant drop in the number of tuberculosis confirmed cases in the world to 5.8 million last year from 7.1 million in 2019.

반면, 전 세계 결핵으로 인한 사망자는 2019년의 120만 명에서 130만 명 정도로 증가했다고 설명했습니다.
On the other hand, he explained that the number of deaths from tuberculosis worldwide has increased from 1.2 million in 2019 to 1.3 million.

그러면서 결핵은 제때 치료 받으면 완치 확률이 높지만 신종 코로나 여파로 우선순위에서 밀려난다면 감염과 사망률이 크게 늘어날 것이라고 지적했습니다.
He pointed out that tuberculosis is more likely to be cured if treated on time, but if it is pushed out of priority in the aftermath of COVID-19, infection and mortality will increase significantly.

한편 신종 코로나 방역을 이유로 장기화하고 있는 북한 당국의 국경 봉쇄 조치가 결핵 감염을 증가시킬 수 있다고 미국의 한 구호단체 관계자가 밝혔습니다.
Meanwhile, a U.S. relief official said the prolonged border blockade by the North Korean authorities due to COVID-19 quarantine could increase tuberculosis infections.

북한에서 20년 넘게 결핵 퇴치사업을 벌여온 이 관계자는 이미 지난해 약품이 떨어져 결핵 치료가 중단됐을 것이라고 말했습니다.
The official, who has been working on anti-tuberculosis projects in North Korea for more than 20 years, said last year that tuberculosis treatment would have been suspended due to a drop in drugs.

[구호단체] “And, of course, by now probably in the range of 75,000-100,000+ patients who are not on treatment and who remain contagious.”
[Suho group] "물론 지금쯤은 치료를 받지 않고 전염성이 남아 있는 75,000-10만 명 이상의 환자 범위 내에 있을 것입니다."

이 관계자는 북한 내 영양실조 인구와 취약계층의 규모 등을확인할 길이 없는 가운데, 약품이 없고 식량이 부족한 상황에서 결핵환자 가운데 7만 5천 명에서 많게는 10만여 명이 치료를 중단한 채 감염자로 남아 있을 것이라고 우려했습니다.
The official feared that 75,000 to as many as 100,000 of tuberculosis patients would remain infected without drugs and food, while there was no way to confirm the undernourished population and the size of the vulnerable in North Korea.

그러면서 최근 유엔아동기금(UNICEF, 유니세프)과 세계보건기구(WHO)의 북한 반입 물품 가운데 결핵 관련 의약품이 포함됐다 하더라도 턱없이 부족한 규모일 것이라고 말했습니다.
He said that even if tuberculosis-related drugs were included in the recent items brought in by the United Nations Children's Fund (UNICEF) and the World Health Organization (WHO), they would be far short.

[구호단체] "While some TB medicines/support may have been very recently delivered in the Unicef/WHO shipments that finally got through (details are sketchy in those reports),those shipmentslikely don't come anywhere close to addressing the full range of program needs.”
[Suho group] "결국 통과된 유니세프/WHO 선적에서 최근 일부 결핵 의약품/지원품이 전달되었을 수 있지만 (이 보고서에는 세부 사항이 요약되어 있지만) 이러한 발송물은 전체 프로그램 요구를 충족시키는 데 근접하지 못하고 있습니다."

이 관계자는 결핵환자에게 필수적인 의약품과 영양식 등이 북한에 지원돼야 한다면서, 국경이 재개되면 바로 지원에 나설 준비가 돼 있다고 말했습니다.
The official said that medicines and nutritional foods essential to tuberculosis patients should be provided to North Korea, and that he is ready to provide support as soon as the border resumes.
