40개 국제 단체들, 북 노동당 창건 76주년 공개서한 "끔찍한 인권 감시, 책임 추궁 강화 촉구" > 사회

전 세계 40개 시민사회단체들이 10일 북한 노동당 창건 76주년을 맞아 유엔 회원국들에 공개서한을 보내 북한의 끔찍한 인권 상황에 관해 감시와 책임 추궁을 강화해야 한다고 촉구했습니다.
40 civil society organizations around the world sent an open letter to U.N. member states on the 10th to mark the 76th anniversary of the founding of the North Korean Labor Party, urging them to strengthen monitoring and accountability for North Korea's terrible human rights situation.

휴먼 라이츠 워치(HRW)와 세계기독교연대(CSW) 등 40여 개 단체들은 이날 공개한 서한에서 북한 주민들은 노동당이 창건된 1948년 이후 지금까지 김씨 일가의 잔혹한 통치하에 고통받고 있으며 노동당 창당일을 기념하도록 강요받고 있다고 지적했습니다.
About 40 organizations, including Human Rights Watch (HRW) and the World Christian Solidarity (CSW), pointed out in a letter that North Koreans have been suffering under the brutal rule of the Kim family since 1948 when the Labor Party was founded and are forced to commemorate the founding of the Labor Party.

아울러 북한의 심각한 인권 상황에 직접적인 책임은 지도자 김정은과 노동당에 있다며, 북한 정권은 주민들이 굶주리는 상황에서도 핵무기와 미사일을 계속 개발하는 등 주민들의 기본 권리를 묵살한 채 자신들의 권력 유지에만 혈안이 돼 있다고 비판했습니다.
He also criticized the leaders Kim Jong-un and the Labor Party for being directly responsible for North Korea's serious human rights situation, and that the North Korean regime is bent on maintaining its power, ignoring the basic rights of its residents, including continuing to develop nuclear weapons and missiles even when they are hungry.

특히 북한 지도부가 반동사상문화배격법을 제정하고 김정은이 청년들 사이에 말투와 복장까지 단속해야 한다고 강조한 후 위반자에 대해 최대 사형 등 처벌을 강화했다며, 가뜩이나 취약한 주민들의 사생활 권리가 더욱 위태로워질 수 있다고 경고했습니다.
In particular, after the North Korean leadership enacted the Anti-Corruption and Cultural Rebellion Act and stressed that Kim Jong-un should crack down on the tone and attire of young people, it strengthened punishment, including the maximum death penalty for violators, and warned that the privacy rights of already vulnerable people could be further jeopardized.

그러면서 국제사회는 반인도적 범죄를 비롯해 중대한 인권 침해를 자행한 자들이 언젠가 그런 행위에 책임을 지게 될 것임을 북한 지도부에 분명히 알려야 한다고 강조했습니다.
He stressed that the international community should clearly inform the North Korean leadership that those who commit serious human rights violations, including crimes against humanity, will someday be responsible for such acts.

이어 유엔 회원국들은 북한과의 양자, 다자 관계에서 안보와 인권을 모두 중요한 의제로 다뤄야 한다고 촉구했습니다.
UN member states then urged that both security and human rights should be treated as important agendas in bilateral and multilateral relations with North Korea.

또 유엔 안보리가북한 인권 문제를 논의하는 정기 회의를 재개하고 북한 인권 상황을 국제형사재판소(ICC)에 회부해야 한다는 유엔 북한인권 조사위원회 권고 이행, 북한의 인권 상황을 감시해 추가 인권 침해를 막고 책임 추궁을 위해 행동에 나서야 한다고 촉구했습니다.
It also urged the U.N. Security Council to resume regular meetings discussing North Korean human rights issues, implement recommendations from the U.N. Human Rights Investigation Committee to refer North Korea's human rights situation to the International Criminal Court, and take action to prevent further human rights violations.

한편 북한 관영 매체들은 10일 김정은 국무위원장과 노동당의 업적을 열거하며 인민의 운명을 전적으로 책임지는 것이 노동당의 최대 중대사라고 주장했습니다.
Meanwhile, North Korean state media listed the achievements of State Council Chairman Kim Jong-un and the Labor Party on the 10th and argued that it was the Labor Party's biggest company to take full responsibility for the fate of the people.
