영국 ‘북한 문제 초당파 의원 모임’ 확대 …하원 외교위원장, 전 국무상 합류 > 정치

영국 의회에서 북한 관련 초당파 모임에 참여하는 의원 수가 크게 늘었습니다. 하원 외교위원장과 전 외무부 국무상 등이 포함됐습니다. 김영권 기자가 보도합니다.
The number of lawmakers participating in bipartisan meetings related to North Korea has increased significantly in the British parliament. It included the chairman of the House of Representatives' Foreign Affairs Committee and former Foreign Minister of State. Reporter Kim Young-kwon reports.

영국 의회 ‘북한 문제에 관한 초당파 의원 모임(APPG-NK)’에 중진 의원들이 대거 합류한 것으로 알려졌습니다.
A large number of senior lawmakers have reportedly joined the British Parliament's "Bipartisan Congress on North Korean Affairs (APPG-NK)."

모임 측에 따르면 알리시아 컨스 하원 외교위원장, 보수당 대표와 고용연금부 장관을 지낸 이언 던컨 스미스 하원의원, 외무부 국무상을 지낸 휴고 스와이어 상원의원 등이 새 회원으로 참여했습니다.
According to the group, new members include Alicia Kearns, chairman of the House Foreign Affairs Committee, Ian Duncan Smith, a former Conservative Party leader and former Secretary of Employment and Pensions, and Senator Hugo Swire, a former Foreign Office secretary of state.

이 모임의 티머시 조 사무국장은 1일 VOA에 영국 의회가 올해 3월부터 초당파 의원 모임 구성에 관한 규정을 바꿔 최소 정족수를 기존 6명에서 20명으로 높였다고 설명했습니다.
Timothy Joe, the group's secretary general, told VOA on the 1st that the British parliament changed the rules on the formation of a bipartisan group of lawmakers from March this year, raising the minimum quorum from six to 20.

그러면서 지난 연말부터 회원 확보에 나서 상원의원 10명, 하원의원 10명 등 초당파 의원 20명을 확보해 기구를 계속 유지할 수 있게 됐다고 전했습니다.
Since the end of last year, he has secured 20 bipartisan members, including 10 senators and 10 House members, so that the organization can be maintained.

이런 가운데 이 모임은 1일 연례 총회를 열고 새 임원들을 선출했습니다.
In the midst of this, the meeting held an annual general meeting on the 1st and elected new executives.

이 모임의 공동의장인 데이비드 알톤 상원의원은 인터넷 사회관계망서비스 엑스를 통해 자신과 크립턴 브라운 하원의원이 공동의장에 재선됐고, 서니 레옹 상원의원과 캐서린 웨스트 하원의원이 부의장에 새롭게 선출됐다고 밝혔습니다.
Senator David Alton, co-chair of the group, said on Internet Social Network Service X that he and Representative Krypton Brown were reelected co-chairmen, while Senator Sunny Leon and Representative Catherine West were newly elected vice chairmen.

알톤 상원의원은 1일 VOA에 “북한 문제에 관한 초당파 의원 모임 연례 총회는 북한 주민들에 대한 영국 의회의 단합되고 지속적인 약속과 그들의 인권에 대한 우리의 깊은 믿음을 보여주는 신호”라고 강조했습니다.
Senator Alton told VOA on the 1st, "The annual general meeting of nonpartisan lawmakers on North Korean issues is a sign of the British Parliament's united and continuous commitment to the people of North Korea and our deep faith in their human rights."

[Rep. Alton] "북한에 대한 전당파 의원 모임의 연례 총회는 북한 주민들에 대한 영국 의회의 단결되고 지속적인 헌신과 그들의 인권에 대한 우리의 깊은 믿음의 표시입니다. 전당파 모임의 회원 자격이 좌파, 우파, 중도, 그리고 모든 정당과 아무도 아닌 양원 의원들을 끌어들이는 것은 놀라운 일입니다."

그러면서 “초당파 의원 모임에 좌우와 중도, 모든 정당과 무소속, 상하 양원 의원들이 모두 참여하는 것이 주목되는 점”이라고 강조했습니다.
He emphasized, "It is noteworthy that all parties, independents, and members of the House and Senate participate in the ultra-partisan assembly."

알톤 의원은 이어 “APPG는 유엔 북한인권조사위원회(COI) 보고서에서 확인된 반인도적 범죄인 중대한 인권 침해를 최우선 관심사로 유지해야 한다는 한국 정부의 결의를 강력히 지지한다”고 밝혔습니다.
"The APPG strongly supports the South Korean government's resolution to keep gross human rights violations, crimes against humanity identified in the UN Commission of Inquiry (COI) report, as a top concern," Alton continued.

[알톤 의원] “The APPG strongly supports Seoul’s determination that gross human rights violation – the crimes against humanity identified in the United Nations’ Commission of Inquiry report - should be kept at the forefront of our concerns.”

영국 의회 내 초당파 모임(APPG)은 비공식 기구이지만 담당 문제에 관해 청문회를 개최하고 문제 해결을 위해 정부와 국제기구를 압박하는 등 활발한 활동을 하고 있습니다.
Bipartisan gatherings (APPGs) in Britain's parliament are informal but active, holding hearings on the issues they are responsible for and pressing governments and international organizations to resolve them.
