캐나다 “북-러 용병회사 무기 거래 규탄…엄중한 결과 직면하도록 할 것” > 정치

캐나다가 북한과 러시아 용병회사 간 무거 거래를 규탄하는 단호한 입장을 재확인했습니다. 북한과 러시아 정권이 인권과 국제법을 위반한 데 대해 엄중한 결과에 직면하도록 할 것이라고 경고했습니다. 박동정 기자가 보도합니다.
Canada reaffirmed its firm stance condemning heavy trade between North Korean and Russian mercenary companies. It warned that the North Korean and Russian regimes would face severe consequences for violations of human rights and international law. Reporter Park Dong-jung reports.

캐나다가 25일 자국의 독자제재 대상인 바그너 그룹과 북한 간의 무기 거래를 강력히 비난했습니다.
Canada on the 25th strongly condemned the arms trade between the Wagner Group and North Korea, which is subject to its own sanctions.

[졸리 장관 성명] “Canada unequivocally condemns North Korea’s complicity in Russian President Vladimir Putin’s war of choice against Ukraine and its delivery of arms to the Wagner Group, a brutal private military organization supporting Russia’s illegal invasion. The collaboration between North Korea’s dictatorship and the Wagner Group clearly violates international law and United Nations Security Council resolutions.”
[Jolly's statement] "캐나다는 블라디미르 푸틴 러시아 대통령의 우크라이나와의 선택 전쟁과 러시아의 불법 침략을 지지하는 잔인한 민간 군사 조직인 와그너 그룹에 무기를 전달하는 데 북한이 연루된 것을 분명히 비난합니다. 북한 독재정권과 바그너 그룹의 협력은 명백히 국제법과 유엔 안보리 결의를 위반한 것입니다."

캐나다 외무부는 백악관이 북러 간 무기 거래 정황이 담긴 위성사진을 공개한 데 대한 VOA의 논평 요청에 지난달 23일 멜라니 졸리 장관 명의로 발표한 성명 링크를 첨부하며 지금도 같은 입장이라고 밝혔습니다.
Canada's Foreign Ministry says it is still in the same position, attaching a link to a statement issued in the name of Minister Melanie Jolie on the 23rd of last month to VOA's request for comment on the White House's release of satellite images of weapons transactions between North Korea and Russia.

당시 졸리 장관은 “캐나다는 북한이 러시아 푸틴 대통령이 스스로 선택한 우크라이나에 대한 전쟁에 공모하고 러시아의 불법적 침략을 지원하는 잔인한 민간 군사조직 바그너 그룹에 무기를 인도한 것을 분명하게 규탄한다”고 말했습니다.
"Canada clearly condemns North Korea's complicity in the war against Ukraine of Russian President Putin's own choice and delivering weapons to the Wagner Group, a brutal civilian military organization that supports Russia's illegal invasion," Jolie said at the time.

그러면서 “북한 독재정권과 바그너 그룹의 협력은 명백히 국제법과 유엔 안보리 결의를 위반하는 것”이라고 지적했습니다.
He also pointed out that "the cooperation between the North Korean dictatorship and the Wagner Group is clearly a violation of international law and U.N. Security Council resolutions."

이어 “푸틴 대통령의 불법적 우크라이나 침공은 실패이며 러시아 정권은 전 세계적으로 따돌림을 받고 있다”면서 “잔혹한 북한 독재정권과 거래하는 것은 러시아가 세계 무대에서 점점 더 고립되고 있고 군수 물자 상황이 심각하다는 증거일 뿐”이라고 말했습니다.
"President Putin's illegal invasion of Ukraine is a failure, and the Russian regime is being ostracized around the world," he said. "Trading with a brutal North Korean dictatorship is just proof that Russia is becoming increasingly isolated on the world stage and the military supply situation is serious."

We will continue to work with international partners to address these developments and respond to further arms deliveries should they take place. Together, we will ensure that the North Korean and Russian regimes face severe consequences for their violations of human rights and international law.”
[Minister Jolie's statement] "푸틴의 우크라이나 불법 침공은 실패이며, 러시아 정권은 세계적인 패리아입니다. 잔인한 북한 독재 정권과 거래를 맺는 것은 러시아가 세계 무대에서 점점 더 고립되고 있고 전쟁 기계의 비참한 상태에 있다는 증거일 뿐입니다. 캐나다는 이미 바그너 그룹을 포함한 러시아 정권에 대한 강력한 제재와 북한 독재 정권에 대한 전면적이고 포괄적인 제재를 가했습니다. 우리는 이러한 발전을 해결하기 위해 국제 파트너들과 지속적으로 협력할 것이며, 무기가 추가로 제공될 경우 이에 대응할 것입니다. 우리는 함께 북한과 러시아 정권이 인권과 국제법을 위반한 것에 대해 심각한 결과에 직면하도록 할 것입니다."이라고 말했습니다

졸리 장관은 “캐나다 정부가 이미 북한 독재 정권에 대한 전면적이고 포괄적인 제재뿐 아니라 바그너 그룹을 포함한 러시아 정권에 대해서도 강력한 제재를 가했다”고 강조했습니다.
"The Canadian government has already imposed strong sanctions on the Russian regime, including the Wagner Group, as well as sweeping and comprehensive sanctions on the North Korean dictatorship," Jolie stressed.

또한 “우리는 계속 국제 파트너들과 협력해 이 같은 상황 전개에 대처하고 추가 무기 인도에 대응할 것”이라고 덧붙였습니다.
"We will continue to work with our international partners to deal with this development and to respond to further arms deliveries," he added.

아울러 “북한과 러시아 정권이 인권과 국제법을 위반한 데 대해 엄중한 결과에 직면하도록 할 것”이라고 경고했습니다.
He also warned that "the North Korean and Russian regimes will face severe consequences for violating human rights and international law."

앞서 백악관은 지난 20일 북한이 러시아 민간 용병회사 바그너 그룹에 무기를 전달하는 정황을 포착한 위성사진을 공개했습니다.
Earlier on the 20th, the White House released satellite images that captured North Korea's delivery of weapons to Russian private mercenary company Wagner Group.

존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 이날 브리핑에서 "최근 몇 주 동안 우리는 북한 관리들이 바그너에게 무기를 제공했다는 사실을 거짓으로 부인하는 것을 봤다"며 “그러나 우리가 공개적으로 말했듯이 북한은 작년 말 바그너가 사용할 보병 로켓과 미사일을 러시아에 전달했다"고 지적했습니다.
"In recent weeks, we have seen North Korean officials falsely deny that they provided Wagner with weapons," National Security Council Strategic Communication Coordinator John Kirby said in a briefing. "But as we said publicly, North Korea delivered infantry rockets and missiles to Russia for Wagner's use late last year."

백악관은 지난해 12월 22일 북한이 바그너 그룹이 사용할 1차 무기 인도를 완료했으며 바그너 그룹 측이 북한에 무기 대금을 지불했다고 밝혔지만, 북한과 바그너 측은 모두 사실이 아니라며 부인해 왔습니다.
The White House said on December 22 last year that North Korea completed the first arms delivery for use by the Wagner Group and that the Wagner Group paid for the weapons to North Korea, but both North Korea and Wagner have denied it.
