바이든, 9·10일 '민주주의 정상회의' 개최…셔먼 부장관 "반민주적 지도자들, 코로나 명분으로 주민 자유 억압" > 정치

웬디 셔먼 국무부 부장관은 6일 신종 코로나바이러스 세계적 대유행 등으로 전 세계 민주주의가 후퇴하고 있다며, 지금이야말로 민주주의의 핵심 원리를 강화하기 위해 노력해야 할 시기라고 강조했습니다.
Deputy Secretary of State Wendy Sherman said on the 6th that democracy around the world is retreating due to the global pandemic of the novel coronavirus, stressing that now is the time to make efforts to strengthen the core principles of democracy.

미국의 비영리 단체인 민주주의연구소(NDI)가 이날 주최한 화상 세미나의 기조연설에 나선 셔먼 부장관은 백악관이 이번주 개최하는 ‘민주주의 정상회의’ 취지를 설명하며 이같이 밝혔습니다.
Sherman, who gave a keynote speech at a video seminar hosted by the National Institute for Democracy (NDI), a non-profit organization in the United States, made the remarks, explaining the purpose of the "Democratic Summit" held by the White House this week.

셔먼 부장관은 “전 세계 민주주의가 점점 많은 도전에 직면하고 있으며, 거의 모든 지역의 국가들이 어느 정도 민주주의 후퇴를 경험하고 있다”고 지적했습니다.
Deputy Minister Sherman pointed out, "Democracy around the world is facing more and more challenges, and countries in almost all regions are experiencing some democratic retreat."

Countries in virtually every region have experienced degrees of democratic backsliding…more than 350 reporters around the world are sitting in jail just for doing their jobs. The internet is being weaponized to spread misinformation and enable authoritarian leaders surveillance of their own people.”

About 350 journalists around the world have been imprisoned for performing their duties, and the Internet is becoming a weapon to spread false information and enable authoritarian leaders to monitor their citizens.

특히 신종 코로나바이러스 세계적 대유행 상황이 반민주적인 지도자에게 공중보건을 이유로 자국민의 자유를 제한하는 등 억압의 새로운 도구를 제공했다고 셔먼 부장관은 비판했습니다.
In particular, Sherman criticized that the global pandemic of the novel coronavirus provided anti-democratic leaders with new tools for oppression, such as restricting their citizens' freedom for public health reasons.

Sherman, however, said, "We should not give up democracy, but instead we should devote ourselves to the core principles of democracy through this moment."

그러면서 이것이 바이든 대통령이 ‘민주주의 정상회의’를 개최하는 이유라며, 이번 회의가 “민주주의의 회의가 아니라 민주주의를 위한 회의”라고 강조했습니다.
This is why President Biden holds the "Democratic Summit," stressing that the meeting is "not a meeting of democracy, but a meeting for democracy."

민주주의 핵심 원칙에 대해선 “우리의 생각을 말할 자유, 우리 스스로의 미래를 형성하고 결정하도록 선출된 지도자에게 요구할 자유, 정부와 사회의 투명성과 책임 증진, 인권 옹호, 평등과 포용 추구”라고 설명했습니다.
Regarding the core principles of democracy, he explained, "Freedom to speak our thoughts, freedom to demand elected leaders to shape and decide our own future, transparency and responsibility of the government and society, advocating human rights, pursuing equality and inclusion."

또 이번 회의가 “민주적 제도를 강화하고 (민주주의가) 후퇴하는 국가들에 맞서며 권위주의에 대항하고 부패를 퇴치하는 등 공동 의제를 구축하기 위한 기회”가 될 것이라고 덧붙였습니다.
He also added that the meeting will be an opportunity to build a joint agenda, such as strengthening democratic systems and countering authoritarianism and eradicating corruption.

셔먼 부장관은 미국을 포함해 “완벽한 민주주의는 없다”면서 미국도 현재 실질적인 도전에 직면해 있다는 점도 언급했습니다.
Sherman said, "There is no perfect democracy," including the United States, and also mentioned that the United States is currently facing practical challenges.

‘투표권, 여성의 권리, SNS 상의 잘못된 정보와 음모론, 인종주의, 법적 차별’ 등과 같은 문제가 있다는 것입니다.
There are problems such as voting rights, women's rights, misinformation on SNS, conspiracy theories, racism, and legal discrimination.

하지만 “건강한 민주주의에서는 어려운 질문이나 불편한 진실을 외면하지 않는다”며 “우리의 결점을 정직하게 직면하고 인정해야 한다”고 강조했습니다.
However, he emphasized, "In a healthy democracy, we don't turn a blind eye to difficult questions or uncomfortable truths," adding, "We must face and acknowledge our flaws honestly."

그러면서 이번 민주주의 정상회의가 “민주주의 수호자와 옹호자들에게 우리가 직면한 심각한 도전에 대해 이야기하는 것은 물론 이를 극복하기 위해 어떻게 협력할 수 있는지 모색하는 자리를 제공할 것”이라고 강조했습니다.
He stressed that the Democratic Summit will provide "a place to talk to democratic defenders and advocates about the serious challenges we face, as well as to seek ways to cooperate to overcome them."

우즈라 제야 국무부 안전·민주주의·인권담당 차관도 이날 미국평화연구소(USIP)가 주최한 화상 세미나 연설에서 민주주의 정상회의 개최 의의를 설명했습니다.
Uzrajayah, Vice Minister of Safety, Democracy, and Human Rights of the State Department, also explained the significance of holding the Democratic Summit in a video seminar speech hosted by the USIP.

President Biden said, "It is a challenge of our time to prove that a democratic state can improve people's lives in a visible way and solve the biggest challenges facing the world," and this meeting is a place to unite countries' cooperation.

제야 차관은 이번 회의에서 참가자들은 “권위주의에 맞서고 부정부패 문제를 해결하며 국내외 인권을 증진하고 존중”하는 민주주의 세 가지 기둥을 지지하기 위한 구체적인 약속을 할 것으로 기대한다고 설명했습니다.
Vice Minister Jeya explained at the meeting that participants expect to make specific promises to support the three pillars of democracy that "fight authoritarianism, solve corruption issues, and promote and respect human rights at home and abroad."

오는 9~10일 이틀간 화상으로 열리는 민주주의 정상회의에는 110개국에서 정부와 시민사회 지도자들이 참석합니다.
The democracy summit, which will be held on video for two days from the 9th to the 10th, will be attended by government and civil society leaders from 110 countries.

유럽연합(EU)을 포함해 한국과 일본, 영국, 호주 등 미국의 동맹국과 파트너 국가 대부분이 참석합니다. 중국이 국가로 인정하지 않는 타이완도 참석 명단에 포함됐습니다.
Most of the U.S. allies, including the European Union (EU), South Korea, Japan, the U.K., and Australia, and partners will attend. Taiwan, which China does not recognize as a country, was also included in the attendance list.

북한을 비롯해 중국과 러시아, 터키 등을 비롯해 싱가포르와 태국 등은 초대되지 않았습니다.
North Korea, China, Russia, Turkey, Singapore and Thailand were not invited.

백악관은 이번 정상회의 초대 여부가 특정 국가에 대한 민주주의 국가 혹은 비민주주의 국가의 ‘승인’을 의미하는 것은 아니라고 밝혔습니다.
The White House said the invitation to the summit does not mean the "approval" of a democratic or non-democratic state for a particular country.

젠 사키 백악관 대변인은 이날 정례브리핑에서 터키와 헝가리 등북대서양조약기구(NATO) 일부 회원국이 배제되고 필리핀과 파키스탄 등 ‘인권 후진국’이 포함된 것에 대한 질문에 이같이 말했습니다.
White House spokesman Gen. Saki made the remarks at a regular briefing on the day when some members of the North Atlantic Treaty Organization (NATO), including Turkey and Hungary, were excluded and included "underdeveloped countries in human rights" such as the Philippines and Pakistan.

그러면서 이번 회의는 “민주주의 강화, 권위주의 배격, 부패와의 싸움, 인권 증진과 존중에 대해 논의하는 데 있어 다양한 경험을 대표하는 정부와 시민사회 지도자 등이 참석한다”고 설명했습니다.
The meeting will be attended by governments and civil society leaders representing various experiences in discussing strengthening democracy, rejecting authoritarianism, fighting corruption, promoting human rights and respect, he explained.

앞서 국무부는 ‘권위주의 차단, 부정부패 척결, 인권 존중 증진’ 등이 이번 회의의 주요 의제라면서, 참가국들은 이런 목표를 증진하기 위한 “의미 있는 내부 개혁과 국제적인 구상에 관한 구체적인 행동과 약속을 발표할 것”으로 기대된다고 밝혔습니다.
The State Department said earlier that "blocking authoritarianism, eradicating corruption, and promoting respect for human rights" are the main agendas of the meeting, and participating countries are expected to announce "specific actions and promises on meaningful internal reform and international initiatives."

북한과 중국 등은 이번 회의를 비판하고 나섰습니다.
North Korea and China criticized the meeting.

북한 외무성은 6일 ‘세계의 비난을 받는 퇴보한 민주주의 국가’라는 글을 발표해 “미국은 민주주의에 대해 논의할 초보적인 자격조차 없는 나라”라고 주장했습니다.
North Korea's Foreign Ministry announced on the 6th that it is a "regressive democracy criticized by the world," claiming that "the United States is a country that does not even have a rudimentary qualification to discuss democracy."

중국 정부는 4일 ‘중국의 민주’라는 제목의 백서를 발간해 “민주에 하나의 길만 있는 것이 아니”라고 주장하고, 또 러시아 측과 공동으로 이번 회의가 ‘냉전 사고방식의 산물’이라는 입장을 발표하기도 했습니다.
The Chinese government published a white paper titled "China's Democracy" on the 4th, claiming that "there is not just one path to democracy," and jointly announced with the Russian side that the meeting is a product of the Cold War mindset.
