유엔, 신임 ‘주북 상주조정관’ 임명…“북한 국경봉쇄로 태국서 근무” > 경제

유엔이 신임 북한주재 상주조정관을 임명했습니다. 북한 당국의 국경봉쇄 조치로 태국에서 임기를 시작할 예정인 가운데 원할한 임무 수행에 차질이 있을 것이라는 지적이 나옵니다. 조상진 기자가 보도합니다.
The United Nations has appointed a new resident coordinator in North Korea. Critics point out that the North Korean authorities' border blockade will disrupt the smooth performance of their duties as they are scheduled to begin their term in Thailand. Reporter Cho Sang-jin reports.

안토니우 구테흐스 유엔 사무총장이 1일 북한주재 유엔 상주조정관에 이탈리아 출신의 조 콜롬바노 씨를 임명했습니다.
U.N. Secretary-General Antonio Guterres appointed Italian Joe Colombano as the U.N. resident coordinator in North Korea on the 1st.

[유엔 보도자료] “The United Nations Secretary-General Antonio António Guterres appointed Mr. Joe Colombano of Italy as the United Nations Resident Coordinator in the Democratic People’s Republic of Korea. He assumes his role on 1 March 2024 with the host Government’s approval.”

유엔 사무총장실은 이날 보도자료를 통해 이같이 밝히고, “콜롬바노 신임 조정관이 북한 정부의 승인을 받아 3월 1일 자로 임무를 수행하게 된다”고 전했습니다.
The UN Secretary-General's office said in a press release that "Colombano, the new coordinator, will carry out his duties on March 1 with the approval of the North Korean government."

유엔에 따르면, 콜롬바노 조정관은 25년 이상 유엔 본부와 현장에서 국제 관계 및 협상 분야에서 경력을 쌓아온 베테랑 외교관으로, 최근까지 중국 베이징 주재 유엔 상주조정관으로 근무했습니다.
Colombano is a veteran diplomat with more than 25 years of experience in international relations and negotiations at U.N. headquarters and on the ground, and until recently served as U.N. resident coordinator in Beijing, China, according to the U.N.

이보다 앞서 뉴욕 유엔 사무총장실에서 지속가능개발 담당 국장을 10년 가까이 역임했고, 세계보건기구(WHO)에서 신종 코로나바이러스 특사의 수석 고문으로도 활동했습니다.
Earlier in the day, he served nearly a decade as director of sustainable development at the UN Secretary-General's office in New York, and also served as a senior adviser to the new coronavirus envoy at the World Health Organization.

또한 경제학자 출신으로서 세계은행과 유럽부흥개발은행에서 개발 금융 분야 업무를 수행했고, 미국 하버드대와 영국 워릭대, 중국 홍콩대에서 수학하면서 동서양 문화를 두루 경험한 인재라고 유엔 사무총장실은 설명했습니다.
He also worked in development finance at the World Bank and the European Bank for Reconstruction and Development, and studied at Harvard University in the U.S., Warwick University in the U.K., and Hong Kong University in China, according to the U.N. Secretary-General's office.

콜롬바노 조정관의 이번 임명은 지난해 12월 전임 프로디 모링 조정관의 임기 만료에 따른 것으로, 모링 전 조정관은 신종 코로나바이러스 대유행에 따른 북한 당국의 국경 봉쇄 조치로 북한 내 상주하지 못하고 태국에서 임무를 수행했었습니다.
Colombano's appointment follows the expiration of his predecessor Prodi Moring's term in December last year, when Moring was unable to reside in North Korea due to the North Korean authorities' border blockade following the novel coronavirus pandemic.

북한주재 유엔상주조정관은 유엔개발계획(UNDP)과 세계보건기구(WHO), 유엔아동기금(UNICEF), 세계식량계획(WFP), 유엔 인도주의업무조정국(UNOCHA) 등 평양에 있는 5개 유엔 기구의 활동을 총괄하고 있습니다.
The UN Resident Coordinator in North Korea oversees the activities of five UN agencies in Pyongyang, including the United Nations Development Program (UNDP), the World Health Organization (WHO), the United Nations Children's Fund (UNICEF), the World Food Program (WFP), and the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA).

유엔 사무총장실 대변인은 1일 ‘신임 조정관이 북한에 입국해서 임기를 시작하게 되느냐’는 VOA의 서면 질의에 “그의 근무지와 관련해서는, 신종 코로나바이러스로 인해 이동이 제한됐던 지난 2021년 초부터 북한에 유엔 국제 직원들이 상주하지 못했다”는 점을 지적하고 싶다”고 밝혔습니다.
When asked in writing by VOA whether a new coordinator will enter North Korea and begin his term, a spokesman for the UN Secretary-General's office said on the 1st, "As for his workplace, I would like to point out that UN international staff have not been able to reside in North Korea since early 2021, when movement was restricted due to the novel coronavirus."

[유엔 사무총장실 대변인] “Regarding his location, I would like to point out that there has been no international UN presence in the DPRK since early 2021, when COVID-19 restricted movements. Discussions are ongoing for UN international staff to return once conditions allow it. Meanwhile, the Resident Coordinator is temporarily based at the UN regional headquarters in Bangkok, Thailand, along with most of the UN Country Team.”

그러면서 “여건이 허락되면 유엔 국제 직원들이 복귀할 수 있도록 논의가 진행 중”이라며, “상주조정관은 대부분의 UN 국가 팀들과 함께 태국 방콕에 있는 UN 지역 본부에서 임시로 근무하고 있다”고 답했습니다.
"Discussions are underway to allow U.N. international staff to return if conditions permit," he said. "The resident coordinator works temporarily at the U.N. regional headquarters in Bangkok, Thailand, with most U.N. national teams."

이와 관련해 북한에 파견돼 업무를 수행했던 제롬 소바쥬 전 유엔 개발개획(UNDP) 평양사무소장은 1일 VOA와의 전화통화에서 유엔 사무총장이 공백 없이 신임 상주조정관을 임명한 것은 “매우 좋은 소식”이라면서도 “북한에 상주하지 못한다면 업무에 큰 차질이 생길 수밖에 없다”고 말했습니다.
Jerome Sobage, a former head of the UN Development and Development (UNDP) Pyongyang office who was dispatched to North Korea, told VOA in a phone call on the 1st that it was "very good news" that the UN secretary-general appointed a new resident coordinator without a gap, but that "if we fail to reside in North Korea, we will inevitably have a major disruption to our work."

It is possible, but it will limit a lot the extent of the program. Well, you see, the resident coordinator has many hats, many functions.

One of the principal tasks of the Resident Coordinator is to directly monitor the humanitarian situation there and coordinate the support and monitoring work of international organizations such as the World Food Program (WFP) and the United Nations Children's Fund (UNICEF).

그러면서 상주 조정관이 현지에 머물 수 없다는 것은 내부의 상황을 정확히 파악하기 매우 어렵다는 것을 의미하며, 국제 기관 간 업무 조율 및 프로그램 범위도 크게 제한된다는 것을 뜻한다고 지적했습니다.
He pointed out that the inability of resident coordinators to stay there means that it is very difficult to accurately grasp the internal situation, and that the scope of coordination and programs between international organizations is greatly limited.

[녹취: 소바쥬 전 소장] “Another role is to represent the agencies of the UN that are outside of North Korea you know, civil aviation, ET cetera. So that's a role of representation. And then there's another role which is to work on behalf of the Secretary General for whatever the secretary general may need or want to discuss with the North Korean government. And I expect that the SG is now having conversation I hope very close conversation with the North Korean government to ask when is the new RC able to come and there will be some pressure from the SG to say, I think now is time.”

소바쥬 전 소장은 현재 북한이 국경을 다시 개방하고 외국 외교관들의 복귀를 타진하는 것으로 보이는 만큼 북한이 국제 기구 직원들의 입국도 조만간 허용할 것으로 전망했습니다.
Sobazoo predicted that North Korea will soon allow employees of international organizations to enter the country, as the country now seems to be reopening its borders and seeking the return of foreign diplomats.

특히 상주 조정관은 유엔 사무총장을 대신해 북한 당국과 주요 논의를 담당하는 매우 중요한 직책인 만큼 유엔은 북한에 조속한 복귀를 압박해야 한다고 말했습니다.
In particular, the Resident Coordinator said that the UN should pressure North Korea to return as soon as possible, as it is a very important position in charge of major discussions with the North Korean authorities on behalf of the UN Secretary-General.
