독일 “북한, 미한일 대화 제안 수용해야 ”…ICRC “평양에 직원 파견 의향” > 경제

2020년 북한의 코로나 방역 조치에 따라 현지 공관을 잠정 폐쇄했던 독일이 북한에 의미 있는 외교에 나설 것을 촉구했습니다. 국제적십자위원회는 최근 북한에 의료 장비를 전달했다면서 직원들을 평양에 다시 파견할 의향이 있다고 밝혔습니다. 안소영 기자가 보도합니다.
Germany, which temporarily closed its local missions in 2020 following North Korea's COVID-19 quarantine measures, urged North Korea to engage in meaningful diplomacy. The International Committee of the Red Cross said it was willing to send its employees back to Pyongyang, saying it had recently delivered medical equipment to North Korea. Reporter Ahn So-young reports.

독일 정부가 평양 주재 자국 대사관 운영 재개 여부와 관련해 추가 진전 상황을 면밀히 주시하고 있다고 밝혔습니다.
The German government says it is closely monitoring further progress on whether to resume operations at its embassy in Pyongyang.

독일 외무부 대변인은 4일, 신년 대북 외교 목표에 대한 VOA의 질문에 “북한 주재 독일 대사관은 북한이 거의 완전히 고립돼 외교 공관 운영이 극도로 제한됨에 따라 2020년 3월부터 잠정 폐쇄됐다”며 “우리는 국경 전면 봉쇄를 포함한 북한의 팬데믹 제한 조치를 해제하기 위한 북한의 초기 조치에 주목하고 있다”고 설명했습니다.
"The German Embassy in North Korea has been temporarily closed since March 2020 as North Korea is almost completely isolated and its diplomatic missions are severely restricted," a spokesman for the German Foreign Ministry said on the 4th. "We are paying attention to North Korea's initial measures to lift its pandemic restrictions, including a complete border blockade."

그러면서 “현재 상황은 대사관 운영 재개를 허용하지 않고 있지만 추가 진전 상황을 예의주시하고 있다”고 덧붙였습니다.
"The current situation does not allow the reopening of the embassy, but we are closely monitoring further progress," he added.

[독일 외무부 대변인] “The German Embassy in the DPRK has been temporarily closed since March 2020 due to the almost complete isolation of the country which has drastically inhibited the operations of diplomatic missions. We have taken note of initial steps by DPRK to lift its pandemic restrictions including the complete closure of its borders. Current conditions do not allow a reopening of the embassy. However, we are keeping a close eye on further developments. We continue to call on North Korea to engage in meaningful diplomacy and accept the repeated offers of dialogue without preconditions put forward by Japan, the United States, and the Republic of Korea.”

이어 “우리는 북한이 의미 있는 외교에 관여하고 일본, 미국, 한국이 전제조건 없이 거듭 제안한 대화에 응할 것을 계속해서 촉구한다”고 했습니다.
"We continue to urge North Korea to engage in meaningful diplomacy and respond to the dialogue that Japan, the United States and South Korea have repeatedly proposed without preconditions," he said.

앞서 독일은 북한의 강력한 코로나 방역 조치에 항의해 지난 2020년 3월 평양에 있는 공관을 잠정 폐쇄했습니다.
Earlier, Germany temporarily closed its official mission in Pyongyang in March 2020 in protest of North Korea's strong COVID-19 quarantine measures.

독일 외무부는 당시 VOA에 코로나 확산을 막기 위해 북한 당국이 “외교 관계에 관한 빈 협약에 어긋나는 부적절한 조치”를 취한 것이 대사관 잠정 폐쇄의 이유라고 설명한 바 있습니다.
The German Foreign Ministry explained to VOA at the time that the reason for the temporary closure of the embassy was that the North Korean authorities took "inappropriate measures contrary to the Vienna Convention on Diplomatic Relations" to prevent the spread of COVID-19.

그러면서 출국 또는 입국을 금지하는 여행 제한을 일례로 들었습니다.

북한은 모든 공관원에 대해 접수국 영토 내에서의 이동과 여행의 자유를 보장해야 한다고 명시한 빈 협약에 1980년 가입했습니다.
North Korea joined the Vienna Convention in 1980 which stated that all diplomatic missions must be guaranteed freedom of movement and travel within the territory of the receiving country.

그러나 북한 당국의 제한 조치로 대사관 정상 운영이 어렵게 되자 독일 외무부는 대사관의 정상 운영이 다시 가능해질 때까지 잠정적으로 대사관을 잠정 폐쇄하고 인력을 철수하기로 결정했다고 설명했었습니다.
However, as restrictions by North Korean authorities made it difficult for the embassy to operate normally, the German Foreign Ministry explained that it had decided to temporarily close the embassy and withdraw its personnel until it was possible to operate normally again.

한편 국제적십자위원회(ICRC)는 4일 새해 대북 지원 목표에 관한 VOA의 질의에 최근 북한에 의료 물자를 반입했다면서 국제 직원을 다시 평양에 파견할 의향이 있다고 밝혔습니다.
Meanwhile, the International Committee of the Red Cross (ICRC) said on the 4th that it is willing to send international staff back to Pyongyang, saying it has recently brought medical supplies to North Korea.

나줌 이크발 ICRC아시아태평양 담당 대변인은 “2023년 12월 4일 북한 당국자들이 의료 장비를 받았고 이번 기부는 코로나 발병 및 관련 제한 조치 이전에 ICRC가 이미 지원했던 의료 시설의 서비스 연속성을 돕기 위한 것”이라고 말했습니다.
"North Korean officials received medical equipment on December 4, 2023, and the donation is aimed at helping service continuity at medical facilities already supported by the ICRC prior to the COVID-19 outbreak and related restrictions," ICRC Asia-Pacific spokesperson Najum Iqbal said.

그러면서 “ICRC는 인도주의적 상황을 재평가하고 도움이 필요한 사람들을 돕기 위한 인도주의적 대응을 조정·수정하기 위해 상황이 허락하는 한 언제든지 국제 직원을 북한에 다시 파견할 의향이 있다”며 “평양에 상주하는 ICRC 팀 및 조선적십자회와 계속 연락을 취하고 있다"고 말했습니다.
"The ICRC is willing to send international staff back to North Korea whenever the situation permits to reevaluate the humanitarian situation and to coordinate and correct humanitarian responses to help those in need," he said. "We are in contact with the ICRC team and the Korean Red Cross in Pyongyang."

[ICRC 대변인] “The medical equipment was received by the DPRK officials on 4th December 2023. The donation of the medical equipment was to help in the continuity of the services at the medical facilities that were already supported by the ICRC before the onset of COVID-19 and the related restrictions. The ICRC is willing to send its international staff back to DPRK whenever the circumstances allow to reassess the humanitarian situation and to adjust and revised its humanitarian response to help people in need. In the meanwhile, we remain in contact with the ICRC resident team in Pyongyang and the DPRK Red Cross Society. “
[ICRC 대변인] "2023년 12월 4일 북한 당국자들이 의료장비를 기증받았습니다. 의료장비 기증은 코로나19가 발생하기 전 이미 ICRC가 지원하고 있는 의료시설과 관련 제한 조치들의 지속적인 서비스 제공을 돕기 위한 것이었습니다. ICRC는 상황이 허락할 때마다 국제 직원들을 북한에 보내 인도적 상황을 재평가하고 어려운 사람들을 돕기 위한 인도적 대응을 조정하고 수정할 용의가 있습니다. 그 동안 우리는 평양에 있는 ICRC 상주팀과 조선적십자회와 연락을 유지하고 있습니다."

앞서 지난달 22일 ICRC는 보도자료를 내고 황해북도에 있는 송림재활센터와 평양 낙랑재활센터, 평양의과대학 응급실에 의료 장비를 전달했다고 밝혔습니다.
Earlier on the 22nd of last month, the ICRC issued a press release and said it had delivered medical equipment to the Songnim Rehabilitation Center in North Hwanghae Province, the Pyongyang Nakrang Rehabilitation Center, and the emergency room of Pyongyang Medical University.

ICRC는 지난 2020년 12월 평양에 있는 직원 전원을 철수시켰으며 이후 조선적십자와의 지원과 협력은 중국 베이징 주재 국제적십자위원회가 담당해 왔습니다.
The International Committee of the Red Cross in Beijing, China, has been in charge of support and cooperation with the Korean Red Cross since December 2020.
