한국 국정원 “북한 대러 노동자 파견 추진 움직임”… 북한-연해주 “경협 높은 단계로” > 경제

한국 정보 당국은 북한이 유엔 안전보장이사회 대북 결의 위반에 해당하는 러시아로의 노동자 파견을 추진 중인 정황을 포착했습니다. 이런 가운데 북한을 방문한 러시아 연해주 대표단은 북한 당국과 경제협력 단계를 높이는 문제를 협의했습니다. 서울에서 김환용 기자가 보도합니다.
South Korean intelligence authorities have detected that North Korea is seeking to send workers to Russia, which is in violation of U.N. Security Council resolutions against North Korea. Meanwhile, a delegation from Russia's Maritime Province, which visited North Korea, discussed raising the level of economic cooperation with the North Korean authorities. 북한 대외 관영 ‘조선중앙통신’과 노동당 기관지 ‘노동신문’은 북한 당국자들이 평양을 방문한 러시아 극동 연해주 정부 대표단과 경제 협력 방안을 논의했다고 13일 보도했습니다.
North Korea's state-run North Korean Central News Agency and the Labor Party's official newspaper Rodong Sinmun reported on the 13th that North Korean officials discussed economic cooperation with a delegation from Russia's Far Eastern Primorsky Krai government during their visit to Pyongyang.

이들 매체에 따르면 북한의 윤정호 대외경제상과 올레그 코제먀코 연해주 주지사는 12일 만수대의사당에서 회담을 열었습니다.
According to these media, North Korea's Foreign Economic Minister Yoon Jeong-ho and Maritime Governor Oleg Kozemyako held a meeting at the Mansudae Capitol on the 12th.

회담에는 지경수 대외경제성 부상과 관계 부문 북한 측 간부들, 그리고 연해주 대표단과 블라디미르 토페하 러시아 임시대리대사가 참석했습니다.
The meeting was attended by the Vice Minister of External Economic Affairs Ji Kyung-soo, North Korean officials in the related sector, as well as a delegation from Primorsky Krai and Russian Ambassador Vladimir Topeka.

‘조선중앙통신’은 “회담에서는 두 나라 사이 지역 간 경제 협조를 보다 높은 단계에 올려 세우기 위한 문제들이 토의됐다”고 전했습니다.
"The meeting discussed issues to raise economic cooperation between the two countries to a higher level," the Korean Central News Agency said.

이와 함께 북한 조선국제무역촉진위원회와 연해주 정부 간 ‘무역경제협조쌍무실무그룹 제13차 회의 의정서’가 조인됐다고 보도했습니다.
At the same time, it was reported that the "13th Working Group Protocol for Trade and Economic Cooperation" was signed between the North's Chosun International Trade Promotion Committee and the Primorsky Krai government.

러시아 관영 ‘타스’ 통신 등에 따르면 연해주 정부는 북한 대표단이 이번 주말 양측 간 협력 확대를 위한 구체적 대책을 마련하기 위해 연해주를 방문할 예정이라고 밝혔습니다.
According to the Russian state-run news agency Tass, the government of Primorsky Krai said a North Korean delegation will visit Primorsky Krai this weekend to come up with concrete measures to expand cooperation between the two sides.

북한 매체들은 이번 회의에서 구체적으로 어떤 문제가 토의됐고 합의됐는지 언급하지 않았지만 북한과 관광, 통상, 농업 분야 협력 방안을 논의했을 것이라는 관측입니다.
North Korean media did not specifically mention what issues were discussed and agreed upon at the meeting, but it is speculated that they may have discussed ways to cooperate with North Korea in tourism, trade, and agriculture.

이와 관련해 코제먀코 주지사는 자신의 텔레그램 채널에서 “대표단 프로그램은 연해주와 북한 간 인도주의적 관계 발전을 위한 많은 회의를 포함하고 있다”며 특히 문화와 관광, 스포츠 등 교류 방안을 우선해 논의 중이라고 밝혔습니다.
In this regard, Governor Kozemyako said on his Telegram channel, "The delegation program includes many meetings to develop humanitarian relations between Primorsky Krai and North Korea," adding that he is discussing ways to exchange culture, tourism and sports.

하지만 이번 회의에선 유엔 안전보장이사회 제재 결의 위반인 북한 노동자 파견 문제가 주요하게 논의됐을 수 있다는 관측이 나옵니다.
However, it is observed that the issue of dispatching North Korean workers, which violates the UN Security Council sanctions resolution, may have been mainly discussed at this meeting.

한국 국가정보원은 연해주 대표단이 북한을 방문한 다음날인 12일 “북한이 최근 러시아로의 노동자 파견을 추진하는 움직임이 있어 관련 동향을 주시 중”이라고 밝혔습니다.
South Korea's National Intelligence Service said on the 12th, a day after a delegation from Primorsky Krai visited North Korea, "North Korea has recently moved to send workers to Russia, so we are keeping an eye on related trends."

한국의 경남대 극동문제연구소 임을출 교수는 전쟁을 치르는 러시아와 외화벌이가 절실한 북한 양측 모두에게 시급하면서도 이해가 부합하는 협력 사안이 노동력 파견 문제라며, 이번 회의에서 이 문제가 구체적으로 논의됐을 가능성이 크다고 말했습니다.
Lim Eul-chul, a professor at Kyungnam University's Institute for Far East Studies in South Korea, said the issue of labor dispatch was an urgent and understandable cooperation for both Russia and North Korea, which are in desperate need of foreign currency.

[녹취: 임을출 교수] “우크라이나 전쟁 장기화가 러시아의 젊은 근로자 인력의 부족 현상을 심화시키고 있고 이런 부분에서 러시아 입장에선 어떤 식으로든 북한 젊은 청년 인력들을 많이 공급받아서 건설, 농업, 제조 이런 분야에 집중 투입할 필요가 있는 거죠.”
[Record: Professor Lim Eul-chul] "The prolonged war in Ukraine is intensifying the shortage of young workers in Russia, and in this regard, Russia needs to supply a lot of young North Korean workers in some way and focus on construction, agriculture and manufacturing."

한국 정부 산하 국책연구기관인 통일연구원 조한범 선임연구위원은 러시아에서 유일하게 북한과 국경을 접하고 있는 연해주로의 북한 농업 노동력 파견에 주목해야 한다고 말했습니다.
Cho Han-beom, a senior researcher at the Korea Institute for National Unification, a state-run think tank under the South Korean government, said the dispatch of North Korean agricultural labor to Russia's only coastal state bordering North Korea should be noted.

코제먀코 주지사는 앞서 지난달 자국 언론과의 인터뷰에서 “올해 북한을 방문할 것”이라며 “우리는 관광 분야 문제에 관심이 있으며 북한 농민들에게 농지를 제공하는 방안도 논의할 것”이라고 밝힌 바 있습니다.
Governor Kozemyako said in an interview with his country's media last month, "We will visit North Korea this year," adding, "We are interested in tourism issues and will also discuss ways to provide farmland to North Korean farmers."

전문가들은 북러 간 관광 협력은 교통 등 인프라 부족, 러시아인들에 대한 북한 관광의 낮은 매력도, 그리고 러시아가 전쟁 중인 점 등을 고려할 때 중장기 과제라고 말합니다.
Experts say tourism cooperation between North Korea and Russia is a mid- to long-term challenge given the lack of infrastructure, such as transportation, the low attractiveness of tourism to Russians, and Russia's war.

조 선임연구위원은 북러가 관광 협력을 명분으로 내세웠지만 당면 현안은 노동력 파견 문제일 것이라고 진단했습니다.
Senior researcher Cho diagnosed that although North Korea and Russia used tourism cooperation as an excuse, the current issue would be the issue of dispatching labor.

[녹취: 조한범 선임연구위원] “연해주 같은 경우 땅이 넓고 비옥한데 농사 인력이 없거든요. 그래서 항상 연해주는 토지를 제공하고 북한이 노동력을 제공하고 남한이 기술과 자본을 제공하는 이 모델에 관심을 가져 왔거든요. 북한 입장에선 식량이 필요하고 연해주는 토지가 있기 때문에 결국 북한 농업 노동력 파견 가능성이 상당히 높고요.”
[Record: Senior researcher Cho Han-beom] "In the case of Yeonhaeju, the land is large and fertile, but there is no farming manpower. That's why I've always been interested in this model, where the Primorsky Krai provides land, North Korea provides labor, and South Korea provides technology and capital. From North Korea's point of view, food is needed and the Primorsky Krai has land, so the possibility of sending agricultural labor from North Korea is quite high."

유엔 안보리는 지난 2017년 12월 채택한 대북 결의 2397호를 통해 유엔 회원국 내 소득이 있는 북한 노동자들을 24개월 내 모두 돌려보내도록 규정했지만 중국과 러시아는 송환 의무를 회피해왔습니다.
The UN Security Council adopted Resolution 2397 on North Korea in December 2017, requiring all North Korean workers with income in UN member states to be returned within 24 months, but China and Russia have avoided repatriation obligations.

북러는 지난 9월 정상회담 이후 군사와 경제 분야에서 각종 협력사업을 확대하는 모습을 보이고 있습니다.
Since the summit in September, North Korea and Russia have been expanding various cooperation projects in the military and economic fields.

다만 안보리 결의 위반에 해당하는 무기 거래나 북한 노동자의 해외 파견 등에 대해선 세부 내용을 공개하지 않고 있다는 관측입니다.
However, it is observed that the details of the arms trade or the dispatch of North Korean workers abroad, which is in violation of the Security Council resolution, are not disclosed.

한국 국가정보원 산하 국가안보전략연구원 김광진 북한인권센터장은 안보리 상임이사국인 러시아는 자신이 동의한 대북 결의를 위반하는 행위를 공개하지 않고 관광비자나 교육비자 등을 통한 북한 노동력 확보 같은 편법을 쓸 것이라고 말했습니다.
Kim Kwang-jin, director of the Center for North Korean Human Rights under the National Intelligence Service of South Korea, said Russia, a permanent member of the Security Council, will not disclose violations of the resolution it agreed to, but will use expedient methods such as securing North Korean labor through tourist and educational visas.

[녹취: 김광진 센터장] “러시아 입장에선 공개되는 그런 문서에 유엔 안보리 결의를 노골적으로 파기하거나 위반한 그런 문구는 넣지 않았을 겁니다. 국가에서 만약 수용한다고 해도 편법을 활용하는 그런 우회로를 찾아서 할 것이다 그렇게 봅니다.”
[Record: Kim Kwang-jin, director of the center] "From the perspective of Russia, such documents would not have explicitly destroyed or violated U.N. Security Council resolutions. Even if the state accepts it, it will find such a detour that utilizes expediency. That's what I think."

박원곤 이화여대 북한학과 교수는 러시아의 경우 우크라이나 침공으로 서방으로부터 제재를 받고 있지만 북한처럼 포괄적 제재가 아니라고 말했습니다.
Park Won-gon, a professor of North Korean studies at Ewha Womans University, said that Russia is being sanctioned by the West for its invasion of Ukraine, but it is not a comprehensive sanction like North Korea.

러시아로선 북한과의 안보리 결의 위반 행동이 노출될 경우 추가 제재를 받을 가능성이 있기 때문에 이 문제에 더 민감할 수 있다는 겁니다.
Russia may be more sensitive to the issue because it is likely to face additional sanctions if it is exposed to violating Security Council resolutions with North Korea.

북러는 지난 9월 정상회담 이후 10월 러시아 외무장관의 방북, 11월 북러 경제공동위원회, 그리고 이번 연해주 대표단 방북 등을 이어가면서 다방면의 협력이 체계적으로 이뤄지는 듯한 모습을 보이고 있습니다.
Since the summit meeting in September, North Korea and Russia have continued their visit to North Korea by the Minister of Foreign Affairs in October, the Joint Economic Committee of North Korea and Russia in November, and the delegation to Primorsky Krai, showing signs of systematic cooperation.

박원곤 교수는 북한이 러시아와의 협력의 지속성과 제도화를 부각시키면서 내부적으로 이를 김정은 국무위원장의 치적으로 선전하고 있다고 말했습니다.
Professor Park Won-gon said that North Korea is promoting the continuity and institutionalization of cooperation with Russia internally as a political achievement of Chairman Kim Jong-un.

[녹취: 박원곤 교수] “올해 김정은 최대 업적 중 하나로 북러 간 정상회담, 북러 간 관계 강화를 들고 있더라고요. 그런 면에선 이게 계속해서 실질적으로 이행되는 모습을 보여줘야 하는 것이고 마지막 화룡점정은 푸틴 방북까지 연계되면 북한 입장에선 대내적 선전 효과를 충분히 볼 수 있다고 판단됩니다.”
[Record: Professor Park Won-gon] "One of the biggest achievements of Kim Jong-un this year is the summit between North Korea and Russia and strengthening relations between North Korea and Russia. In that respect, it is necessary to continue to show practical implementation, and the final conclusion of the Hwaryong is that if Putin is linked to North Korea, the internal propaganda effect can be fully seen from the perspective of North Korea."

박 교수는 또 북한이 미국에겐 러시아와의 협력을 통해 고립에서 벗어나고 있다는 점을, 중국에겐 러시아가 협력의 대체자라는 점을 부각시키려는 의도도 깔려 있다고 분석했습니다.
Professor Park also analyzed that North Korea's intention is to emphasize that the U.S. is escaping isolation through cooperation with Russia, and that China is a substitute for cooperation.
