한국 통일부 장관 “북한 개성공단 시설 무단 사용 책임 묻겠다” > 경제

김영호 한국 통일부 장관은 북한이 개성공단 내 한국 기업 시설들을 무단 사용하는 데 대해 책임을 묻겠다고 밝혔습니다. 김 장관은 또 북러 간 군사 분야 등 거래는 명백한 유엔 안보리 결의 위반이라며 북한의 러시아 노동자 파견 움직임 등을 예의주시하고 있다고 말했습니다. 서울에서 김환용 기자가 보도합니다.
South Korean Unification Minister Kim Young-ho said he will hold North Korea responsible for the unauthorized use of South Korean corporate facilities in the Kaesong Industrial Complex. Kim also said that the North's moves to send Russian workers are being closely monitored, saying that the military sector and other transactions between North Korea and Russia are a clear violation of U.N. Security Council resolutions. Reporter Kim Hwan-yong reports from Seoul.

김영호 한국 통일부 장관은 12일 서울에서 외신기자 간담회를 갖고 북한이 개성공단 내 한국 기업 시설을 무단 사용하고 있는 데 대해 정확한 실태를 파악한 뒤 책임을 묻겠다고 밝혔습니다.
South Korean Unification Minister Kim Young-ho held a foreign press conference in Seoul on the 12th and said he would hold North Korea accountable for its unauthorized use of South Korean corporate facilities in the Kaesong Industrial Complex.

김 장관은 북한이 지난 2020년 6월 개성공단 남북연락사무소를 일방적으로 폭파한 데 대해 한국 정부는 북한에 보상을 요구하는 법적 소송을 제기한 상태라며 이같이 말했습니다.
Regarding North Korea's unilateral bombing of the inter-Korean liaison office at the Kaesong Industrial Complex in June 2020, Minister Kim said, "The South Korean government has filed a legal lawsuit demanding compensation from North Korea."

[녹취: 김영호 장관] “정부가 그 실태를 정확하게 파악해서 남북 개성공단연락사무소와 마찬가지로 북한에 책임을 물어나갈 것이다 이 말씀을 드리고 싶습니다.”
[Record: Minister Kim Young-ho] "The government will accurately grasp the situation and hold North Korea accountable just like the inter-Korean Kaesong Industrial Complex liaison office."

통일부는 위성정보 등을 토대로 북한이 현재 무단 가동하는 개성공단 시설이 30여 곳에 이른 것으로 파악하고 있습니다.
Based on satellite information, the Ministry of Unification understands that there are currently about 30 facilities in the Kaesong Industrial Complex that North Korea operates without permission.

지난 5월만해도 10여 곳에 불과했는데 반 년 새 세 배로 증가한 겁니다.
In May alone, there were only about 10 places, but it has tripled in half a year.

김 장관은 북한이 9.19 남북 군사합의를 사실상 전면 파기하고 한반도 군사적 긴장을 고조시키는 행위에 대한 단호하면서도 절제된 대응을 하겠다고 밝혔습니다.
Kim said he would take a firm and understated response to North Korea's de facto complete reversal of the September 19 inter-Korean military agreement and escalating military tensions on the Korean Peninsula.

김 장관은 북한이 군사합의 파기에 이어 최전방 소초를 재건하고 공동경비구역 사병의 재무장, 서해 쪽에서 긴장 수위를 높이는 최근 행동을 열거하면서 북한이 한국의 대응태세를 시험해선 안 된다고 경고했습니다.
Kim warned that North Korea should not test South Korea's preparedness, listing its recent actions of rebuilding frontline outposts, rearmament of the Joint Security Area soldiers, and raising tensions in the West Sea following the breakup of the military agreement.

[녹취: 김영호 장관] “북한의 이런 긴장 고조에 단호하게 대응할 것입니다. 동시에 이런 군사적 긴장이 도발로 이어지지 않도록 한국 정부는 대단히 절제된 대응을 하면서 상황을 관리해 나갈 것이다 하는 점을 말씀 드리고 싶습니다.”
[Record: Minister Kim Young-ho] "We will respond firmly to the escalation of tensions in North Korea. At the same time, I would like to say that the South Korean government will take a very restrained response and manage the situation so that such military tensions do not lead to provocations."

김 장관은 앞서 11일 ‘투자 귀재’로 통하는 짐 로저스 로저스홀딩스 회장을 접견한 자리에서 한반도 긴장이 고조되고 있는 가운데 해외투자자들의 우려를 불식시키도록 노력하겠다고 밝힌 점을 언급했습니다.
In a meeting with Jim Rogers, chairman of Rogers Holdings, who is known as an "investment genius," on the 11th, Minister Kim mentioned that he would try to dispel concerns of foreign investors amid rising tensions on the Korean Peninsula.

일부 한국 내 민간단체들이 북한에 전단을 보내는 활동에 대한 통일부의 입장을 묻는 질문엔 김 장관은 헌법재판소가 대북전단금지법을 위헌 결정했다며, 통일부는 이 문제를 기본권인 표현의 자유 차원에서 이해한다고 밝혔습니다.
When asked about the Unification Ministry's position on sending leaflets to North Korea by some South Korean private organizations, Minister Kim said the Constitutional Court has ruled that the anti-Pyongyang leaflet law is unconstitutional, and the Unification Ministry understands the issue in terms of freedom of expression, which is a fundamental right.

한국 검찰은 해당법에 대한 헌법재판소의 위헌 결정에 따라 지난해 대북 전단 풍선을 날려 검거됐던 민간단체의 회원들에 대해 최근 불기소 처분을 내린 바 있습니다.
Following the Constitutional Court's unconstitutional decision on the law, South Korean prosecutors recently indicted members of a private organization that was arrested last year for flying balloons to North Korea.

북러 간 밀착과 관련해선 양국이 유엔 안전보장이사회 결의를 위반하는 정황이 있다며 이를 규탄했습니다.
Regarding the close ties between North Korea and Russia, both countries condemned the situation, saying that there was a situation in which they violated the UN Security Council resolutions.

[녹취: 김영호 장관] “북한과 러시아 사이에 무기 거래가 이뤄지고 있고 또 군사기술 협력이 이뤄지고 있는 정황이 있습니다. 이것은 명백하게 두 나라가 유엔 안보리 결의안을 위반한 것으로서 중단돼야 한다 이런 말씀을 드리고 싶습니다.”
[Record: Minister Kim Young-ho] "There is a situation where arms trade is taking place between North Korea and Russia, and military and technological cooperation is taking place. I would like to say that this is a clear violation of U.N. Security Council resolutions and must be stopped."

김 장관은 북러 간 거래가 러시아와 전쟁 중인 우크라이나에 대한 한국의 무기 지원 여부에 영향을 주느냐는 질문엔 한국 정부는 우크라이나에 대해 인도적 지원을 하고 있다며 살상무기 지원 계획은 없다고 말했습니다.
Asked if the deal between North Korea and Russia would affect South Korea's weapons support for Ukraine, which is at war with Russia, Kim said the South Korean government is providing humanitarian aid to Ukraine and that there is no plan to provide weapons of destruction.

김 장관은 또 북한의 러시아에 대한 노동자 파견 움직임과 관련해 이 또한 안보리 대북 결의 위반이라며 관련 상황을 파악하기 위해 주시하고 있다고 밝혔습니다.
Regarding North Korea's move to send workers to Russia, Kim also said that this is a violation of the Security Council's resolutions against North Korea and that he is keeping an eye on the situation.

12일 북한 대외 관영 ‘조선중앙통신’에 따르면 올레그 코제먀코 주지사를 비롯한 러시아 극동 연해주 정부 대표단이 경제 분야 협력 방안을 논의하기 위해 11일 평양을 방문했습니다.
According to North Korea's state-run Korean Central News Agency on the 12th, Governor Oleg Kozemyako and a delegation of the Russian Far Eastern Primorsky Krai government visited Pyongyang on the 11th to discuss ways to cooperate in the economic sector.

코제먀코 주지사는 지난달 러시아 매체와 인터뷰에서 올해 안으로 북한을 방문해 관광・통상・농업 분야 협력 방안을 논의할 예정이라고 밝힌 바 있습니다.
Governor Kozemyako said in an interview with Russian media last month that he will visit North Korea within this year to discuss ways to cooperate in tourism, commerce and agriculture.

하지만 안보리 결의 위반 사항인 북한 노동자 파견 문제가 주요 의제가 될 수 있다는 관측이 나옵니다.
However, it is observed that the issue of dispatching North Korean workers, which is a violation of the Security Council resolution, could be a major agenda item.

김 장관은 탈북민들의 한국 입국 숫자가 지난해 67명에서 올해 180여명으로 늘었다며 신종 코로나바이러스 감염증 사태 완화로 꾸준히 증가할 것이라고 전망했습니다.
Minister Kim said that the number of North Korean defectors entering South Korea increased from 67 last year to 180 this year, predicting that it will steadily increase due to the easing of the new coronavirus infection.

중국 내 탈북민 강제북송 문제와 관련해선 어떤 경우에도 해외 탈북민들의 자유의사에 반한 강제북송은 안 된다는 게 한국 정부의 분명한 입장이라고 강조하고 중국이 난민 강제송환 금지라는 국제 규범을 준수할 것을 촉구했습니다.
Regarding the issue of forced repatriation of North Korean defectors in China, he stressed that the South Korean government's clear position is that it should not force North Korean defectors abroad in any case against their free will and urged China to comply with international norms prohibiting forced repatriation of refugees.
