유엔, 2024년 인도지원 계획서 북한 제외…4년 연속 > 경제

유엔이 4년 연속 북한을 인도지원 대상국에서 제외했습니다. 유엔은 국제 직원들의 조속한 북한 복귀 중요성을 강조하며 대북 지원 재개를 희망했습니다. 안소영 기자가 보도합니다.
The United Nations has excluded North Korea from humanitarian aid for the fourth consecutive year. The U.N. stressed the importance of international staff returning to the North as soon as possible and hoped to resume aid to the North. Reporter Ahn So-young reports.

북한이 2024년도 유엔의 인도지원 대상국에 포함되지 않은 것으로 나타났습니다.
North Korea has not been included in the UN's 2024 humanitarian aid list.

유엔 인도주의업무조정국(OCHA)이 11일 공개한 ‘국제 인도지원 개요 2024’ 보고서에 따르면 북한에 대한 지원 계획은 이번에도 담기지 않았습니다.
According to the "Overview of International Humanitarian Assistance 2024" report released by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) on the 11th, the plan for aid to North Korea was not included again this time.

이에 따라 북한은 신종 코로나바이러스 감염증 유입을 막겠다며 국경을 봉쇄한 이후 4년 째 유엔의 인도지원 대상국에서 제외됐습니다.
As a result, North Korea has been excluded from the UN's humanitarian aid list for four years since it blocked its borders to prevent the influx of new coronavirus infections.

에리 카네코 OCHA 대변인은 이날 4년 연속 북한이 유엔의 인도지원 대상국에서 제외된 데 대한 VOA의 논평 요청에 구체적인 설명 없이 “제한된 정보와 접근성 부족 등 현재의 도전에도 불구하고 유엔은 여전히 상황이 허락하는 대로 북한 내 도움이 필요한 사람을 돕기 위해 전념하고 있다”고 답했습니다.
"Despite current challenges, such as limited information and lack of access, the United Nations is still committed to helping those in need in North Korea as the situation allows," OCHA spokesman Eri Kaneko said, without elaborating on VOA's request for comment on North Korea's removal from the UN's humanitarian aid list for the fourth consecutive year.

The UN continues planning for humanitarian operations for the remainder of 2023 and in 2024.”
[Carneco spokesperson] "제한된 정보와 접근성 부족을 포함하여 우리의 프로젝트와 프로그램을 완전히 이행하기 위한 현재의 도전에도 불구하고, 유엔은 상황이 허락하는 대로 북한의 도움이 필요한 사람들에게 지원을 제공하기로 약속했습니다. 유엔은 2023년의 남은 기간과 2024년에 인도주의적인 활동을 계속 계획하고 있습니다."

이어 “유엔은 2023년 남은 기간과 2024년에도 인도주의 활동을 계속 계획하고 있다”고 밝히며 유엔 직원들의 북한 복귀가 중요하다는 점을 강조했습니다.
"The United Nations continues to plan humanitarian activities for the rest of 2023 and 2024," he said, stressing the importance of UN employees returning to North Korea.

[카네코 대변인] “We reiterate that it is vital that international staff can return to the DPRK as soon as possible, for supplies to enter, and for staff to access project implementation sites to initiate capacity building activities that have stalled since 2020.”
[Carneco spokesperson] "우리는 2020년 이후 교착 상태에 빠진 역량 강화 활동을 시작하기 위해서는 국제 직원들의 조속한 북한 복귀와 물자 반입, 그리고 직원들의 프로젝트 이행 현장 접근이 필수적이라는 점을 거듭 강조합니다."

카네코 대변인은 “우리는 국제 직원들이 가능한 한 빨리 북한에 복귀해 물자를 공급하고 2020년부터 중단된 역량 강화 활동 재개를 위해 사업 현장에 접근하는 것이 매우 중요하다는 점을 거듭 강조한다”고 말했습니다.
"We reiterate the critical importance of international staff returning to North Korea as soon as possible to supply supplies and access business sites to resume capacity-building activities that have been suspended since 2020," Kaneko said.

앞서 유엔은 지난 2021년과 2022년도 인도주의 지원 계획에서 북한을 제외하며 북한에 대한 접근이 어렵고 검증할 수 있는 새로운 정보가 부족함에 따라 활동 계획을 세울 수 없다고 설명했었습니다.
Previously, the United Nations explained that it could not make an action plan due to the difficulty in accessing North Korea and the lack of new information to verify, excluding North Korea from its humanitarian aid plans in 2021 and 2022.

한편 이날 OCHA 는 2024년에 72개국을 대상으로 한 인도적 지원을 위해 464억 달러의 예산이 필요하다고 밝히며 이를 통해 1억 8천 100만 명을 지원할 예정이라고 밝혔습니다.
Meanwhile, OCHA said it needed a $46.4 billion budget for humanitarian aid to 72 countries in 2024, and said it would support 181 million people through this.
