미한일 고위 당국자 “개발∙인도지원 3국 협력 ‘중추적 순간’ 맞아” > 경제

캠프 데이비드 정상회의를 계기로 확대되고 있는 3국 개발협력이 매우 중요한 순간을 맞고 있다고 미국과 한국, 일본 고위 당국자들이 진단했습니다. 구체적으로 우크라이나와 가나에 대한 3국 지원을 예로 들었습니다. 조은정 기자가 보도합니다.
Senior U.S., Korean, and Japanese officials diagnosed that the expanding trilateral development cooperation is facing a very important moment in the wake of the Camp David summit. Specifically, they cited trilateral support for Ukraine and Ghana as examples. Reporter Cho Eun-jung reports.

미국, 한국, 일본이 개발과 인도지원과 관련한 글로벌 도전 과제에 협력하고 있다고 세 나라 고위 당국자들이 밝혔습니다.
The United States, South Korea and Japan are working together on global challenges related to development and humanitarian aid, senior officials from the three countries say.

미셸 수밀라스 미국 국제개발처(USAID) 정책기획학습국장과 원도연 한국 외교부 개발협력국장, 카즈야 엔도 일본 외무성 국제협력국장은 3국 협력에 대한 공동기고문을 1일 미 국제개발처 블로그에 공개하며 이같이 밝혔습니다.
Michelle Sumilas, director of policy planning and learning at the United States Agency for International Development (USAID), Won Do-yeon, director of the development cooperation bureau at the Ministry of Foreign Affairs of Korea, and Kazuya Endo, director of the international cooperation bureau at the Ministry of Foreign Affairs of Japan, released a joint statement on the U.S. agency's blog on the 1st.

[기고문] “Today, our nations work together on a wide range of issues around the world – with a particular focus on areas including agriculture, youth entrepreneurship, health care, gender (including the Women, Peace, and Security agenda), and clean energy.”
[Announcement] "오늘날 우리 나라들은 농업, 청소년 기업가 정신, 의료, 성별(여성, 평화, 안보 의제 포함), 청정 에너지 등 전 세계의 광범위한 문제에 대해 협력하고 있습니다."

이들은 “미한일 3국은 전 세계의 다양한 문제에 대해 협력하고 있다”며 “특히 농업, 청년 기업가 정신, 보건, 청정 에너지 등의 분야에 특히 중점을 두고 있다”고 밝혔습니다.
"The three countries are working together on a variety of issues around the world," they said, "especially in agriculture, youth entrepreneurship, health, and clean energy."

그러면서 구체적인 사례로 전쟁 중인 우크라이나 지원을 꼽았습니다.
He also cited Ukraine's aid at war as a specific example.

[기고문] “In another critical partnership, the three countries share a commitment to helping Ukraine emerge from Russia’s aggression as a strong, sovereign, democratic, and prosperous society that is free to choose its own future. The Republic of Korea was the first country to join USAID to support Ukrainian farmers and their role in maintaining global food security through USAID’s Agriculture Resilience Initiative-Ukraine (AGRI-Ukraine). Japan has also continued its assistance to the recovery of agricultural production in Ukraine, for example, by distributing seeds to micro-scale farmers, mainly women and youth, as well as providing research seeds to agricultural training centers.”
[Announcement] "3국은 또 다른 중요한 파트너십에서 우크라이나가 러시아의 침략에서 벗어나 자신의 미래를 자유롭게 선택할 수 있는 강력하고 주권적이며 민주적이며 번영하는 사회로 거듭날 수 있도록 돕겠다는 약속을 공유하고 있습니다. 대한민국은 USAID의 농업 회복력 이니셔티브를 통해 우크라이나 농부들과 세계 식량 안보 유지를 위한 그들의 역할을 지원하기 위해 USAID에 가입한 최초의 국가였습니다. 일본은 또한 예를 들어 농업 훈련 센터에 연구 종자를 제공할 뿐만 아니라 여성과 청년을 중심으로 한 소규모 농부들에게 종자를 배포하는 등 우크라이나의 농업 생산 회복을 위한 지원을 계속해 왔습니다."

"The three countries share a commitment to help Ukraine escape Russian aggression and be reborn as a strong, sovereign, democratic and prosperous society where it is free to choose its own future," they said.

그러면서 USAID의 '농업 회복력 이니셔티브-우크라이나(AGRI-Ukraine)'에 참여한 첫번째 국가가 한국이라면서, 우크라이나 농부들과 세계 식량 안보 유지를 위한 활동이라고 설명했습니다.
At the same time, he explained that Korea was the first country to participate in USAID's "Agricultural Resilience Initiative-Ukraine" and that it was an activity to maintain global food security with Ukrainian farmers.

아울러 일본도 우크라이나의 농업 생산력 회복을 위한 지원을 계속하고 있다며, 특히 여성과 청년을 중심으로 한 소규모 농업인들에게 종자를 배포하고 농업 훈련 센터에 연구용 종자를 제공하고 있다고 밝혔습니다.
Japan also said it is continuing to support Ukraine's agricultural productivity, distributing seeds to small farmers, especially women and young people, and providing research seeds to agricultural training centers.

세 나라는 아프리카 가나에 대한 의료 지원에도 나서고 있습니다.
The three countries are also providing medical aid to Ghana in Africa.

당국자들은 지난 7월 미국 국제개발처(USAID), 일본국제협력기구(JICA), 한국 국제협력단(KOICA)이 가나의 1차 보건의료 접근성을 높이기 위한 노력을 지원하기 위해 3자 협력 양해각서를 체결했다고 밝혔습니다.
Officials said in July that the U.S. Agency for International Development (USAID), the Japan International Cooperation Agency (JICA), and the Korea International Cooperation Agency (KOICA) signed a three-way memorandum of understanding to support Ghana's efforts to increase access to primary health care.

가나의 1차 의료 서비스를 강화하기 위해 세 나라의 역량, 전문성, 자원을 더 활용할 수 있게 됐다는 설명입니다.
It explains that the capabilities, expertise, and resources of the three countries can be used more to strengthen Ghana's primary healthcare service.

당국자들은 지난 10월 미국 하와이 호놀룰루에서 자신들이 직접 참여한 ‘고위급 개발∙인도지원 정책대화’를 통해 3국 협력의 새 장이 열렸다고 평가했습니다.
Officials evaluated that a new chapter of trilateral cooperation was opened in Honolulu, Hawaii, in October through the "High-Level Development and Humanitarian Policy Dialogue" in which they participated.

또 현재 미한일이 캠프 데이비드 정상회의의 성과를 바탕으로 이 시대의 가장 큰 도전에 맞서 진전을 이룰 ‘중추적 순간’을 맞고 있다고 밝혔습니다.
It also said that currently, based on the achievements of the Camp David summit, South Korea and Japan are facing a "central moment" in which progress will be made against the biggest challenges of this era.

당시 채택된 공동성명은 “개발 정책 공조를 심화하기 위한 구체적인 논의를 진전시키기 위해 10월로 예정된 3국간 개발정책 대화를 환영한다”고 밝혔습니다.
The joint statement adopted at the time said, "We welcome the trilateral development policy dialogue scheduled for October to advance concrete discussions to deepen development policy coordination."

실제로 USAID는 10월 29일부터 30일까지 이틀간 미국 하와이 호놀룰루에서 한국, 일본이 참석한 가운데 ‘고위급 개발∙인도지원 정책대화’를 개최한 바 있습니다.
In fact, USAID held the "High-Level Development and Humanitarian Policy Dialogue" in Honolulu, Hawaii, USA, for two days from October 29th to 30th with South Korea and Japan in attendance.

이와 관련해 USAID 대변인은 VOA에 “이틀 간의 회의 중에 3국간 개발 우선순위와 정책에 대한 조율과 인도태평양과 다른 지역에서의 지속적인 협력에 논의가 집중됐다”고 설명했습니다.
In this regard, a USAID spokesperson told VOA, "During the two-day meeting, discussions focused on coordinating development priorities and policies among the three countries and continuing cooperation in the Indo-Pacific and elsewhere."

미한일 3국은 당시 회의에서 개발·인도지원정책 대화를 2년에 한번씩 정례적으로 개최한다는 데 합의했고, 이에 따라 차기 정책대화는 오는 2025년 한국에서 개최될 예정입니다.
At the meeting, the three countries agreed to hold regular development and humanitarian policy dialogue every two years, and accordingly, the next policy dialogue will be held in Korea in 2025.
