FAO, 북한 ‘외부 식량지원 필요국’ 재지정…17년 연속 > 경제

유엔이 또다시 북한을 외부 식량 지원이 필요한 국가로 꼽았습니다. 17년 연속 북한의 식량 안보 상황이 불안하다는 평가입니다. 안소영 기자가 보도합니다.
The United Nations once again cited North Korea as a country in need of external food aid. Analysts say that the food security situation in North Korea has been unstable for 17 consecutive years. Reporter Ahn So-young reports.

유엔 식량농업기구(FAO)가 북한을 외부 식량 지원이 필요한 46개국에 포함했습니다.
The United Nations Food and Agriculture Organization (FAO) has included North Korea in the 46 countries that need outside food aid.

FAO는 3일 발표한 ‘작황 전망과 식량 상황 분기 보고서’(Crop Prospects and Food Situation Quarterly Global Report)에서 북한을 전반적으로 식량에 대한 접근이 부족한 국가로 분류하고 이같이 밝혔습니다.
In the "Crop Prospects and Food Situations Quarterly Global Report" released on the 3rd, North Korea is classified as a country with insufficient access to food.

북한이 이처럼 외부 식량 지원을 받아야 하는 나라로 꼽힌 건 FAO가 해당 조사를 시작한 지난 2007년 이래 17년째입니다.

보고서는 북한 내 대다수 인구가 적은 수준의 식량 섭취로 고통 받고 있으며 다양한 식품군을 섭취하지 못하고 있다고 지적했습니다.
The report pointed out that the majority of the population in North Korea suffers from low levels of food consumption and is unable to consume various food groups.

또한 지속적인 경제 성장의 약세 속에 식량 안보 상황이 여전히 취약할 것으로 예상한다고 관측했습니다.

FAO는 그동안 북한이 외국에서 필수적으로 수입해야 하는 곡물량을 추산해 왔지만 신종 코로나바이러스 감염증에 따른 북한의 국경 봉쇄 조치로 내부 상황을 파악할 수 없게 되자 2021년 4분기 보고서를 마지막으로 이를 명시하지 않고 있습니다.

또한 알렉산드르 마체고라 주북 러시아대사도 최근 러시아 언론과의 인터뷰에서 올해 북한이 상당히 괜찮은 수준의 수확량을 달성했다며 러시아의 식량 지원 제안도 사양했다고 말했었습니다.

그러나 한국의 김영호 통일부장관은 지난달27일 국회 외교통일위원회 국정감사에서 북한의 식량난은 최근 목선을 타고 동해상으로 귀순한 북한 일가족 네 명의 발언으로도 확인할 수 있다고 말했습니다.
However, South Korean Unification Minister Kim Young-ho said in a parliamentary audit of the National Assembly's Foreign Affairs and Unification Committee on the 27th that North Korea's food shortage can be confirmed by the remarks of four North Korean families who recently defected to the East Sea on a wooden boat.

한편 VOA는 FAO에 북한이 올해 농사가 풍작이라고 밝힌 데 대한 논평을 문의하고 답변을 기다리고 있습니다.
