USAID “미한일 개발·인도지원 대화, 3국 협력 새 장 열어…제도화 희망” > 경제

미 국제개발처(USAID)가 개발과 인도지원 정책 관련 사상 첫 미한일 회의 결과를 긍정적으로 평가했습니다. 장기적인 관점에서 관련 협력의 제도화에 대한 기대도 피력했습니다. 조은정 기자가 보도합니다.
The U.S. Agency for International Development (USAID) positively evaluated the results of the first-ever U.S.-Japan meeting on development and humanitarian aid policies. He also expressed his expectations for institutionalization of related cooperation from a long-term perspective. Reporter Cho Eun-jung reports.

미국과 한국, 일본이 처음으로 개발협력에 대한 정책 공조를 논의하며 “3국간 깊은 협력의 새로운 장을 열었다”고 미 국제개발처 (USAID)가 밝혔습니다.
The U.S., South Korea and Japan have discussed policy coordination on development cooperation for the first time, "opening a new chapter of deep cooperation between the three countries," according to the U.S. Agency for International Development (USAID).

[USAID 대변인] “As the first deliverable to move forward from President Biden’s Trilateral Leaders’ Summit in August, the Trilateral Development and Humanitarian Assistance Policy Dialogue marks a new chapter in the deep partnership between the United States, Japan and the Republic of Korea.”
[USAID 대변인] "8월 바이든 대통령의 3국 정상회담에서 진전될 수 있는 첫 번째 성과물로서, 3국 개발 및 인도적 지원 정책 대화는 미국과 일본, 그리고 한국의 깊은 동반자 관계에 새로운 장을 열 것입니다."

미 국제개발처(USAID) 대변인은 31일 VOA의 논평 요청에 “이번 회의는 지난 8월 바이든 대통령이 주재한 3국 정상회의의 첫 번째 결과물"이라며 이같이 평가했습니다.
A spokesperson for the U.S. Agency for International Development (USAID) said in response to VOA's request for comment on the 31st, "This meeting is the first outcome of the trilateral summit presided over by President Biden in August."

USAID는 10월 29일부터 30일까지 이틀간 미국 하와이 호놀룰루에서 한국, 일본이 참석한 가운데 ‘고위급 개발∙인도지원 정책대화’를 개최했습니다.

Michelle Sumilas, director of policy planning and learning at the U.S. Agency for International Development (USAID), Won Do-yeon, director of development and cooperation at the Korean Ministry of Foreign Affairs, and Kazuya Endo, director of international cooperation at the Japanese Foreign Ministry, attended as chief delegates.

USAID 대변인은 VOA에 “이틀 간의 회의 중에 3국간 개발 우선순위와 정책에 대한 조율과 인도태평양과 다른 지역에서의 지속적인 협력에 논의가 집중됐다”고 설명했습니다.
"During the two-day meeting, discussions focused on coordinating development priorities and policies among the three countries and continuing cooperation in the Indo-Pacific and other regions," the spokesperson explained to VOA.

[USAID 대변인] “During the two-day conference, discussions focused on aligning development priorities and policies as well as our ongoing collaboration in the Indo-Pacific and other regions of the world. Our three nations also reiterated a collective vision to address global issues, promote shared values, and advance the Sustainable Development Goals and the freedom, peace, and prosperity of partner countries around the world. Discussions also focused on aligning development priorities and policies, our collaboration in the Indo-Pacific and beyond, as well as each country’s efforts to improve development finance and invest in critical infrastructure.”

이어 “3국은 국제적 문제를 해결하고 공동의 가치를 증진하며 ‘지속가능발전목표’와 전 세계 파트너 국가들의 자유, 평화, 번영을 진전시키기 위한 공동의 비전을 확인했다”고 설명했습니다.
"The three countries have identified a common vision for solving international problems, promoting common values, and advancing the 'Sustainable Development Goals' and the freedom, peace and prosperity of our partners around the world," he said.

이 밖에 개발 금융을 개선하고 주요 인프라에 투자하기 위한 각국의 노력을 논의했다고 덧붙였습니다.
In addition, he added, he discussed each country's efforts to improve development finance and invest in key infrastructure.

USAID 대변인은 앞으로 “3국간의 장기적인 대화와 개발 협력을 제도화하길 희망한다”고 밝혔습니다.
"We hope to institutionalize long-term dialogue and development cooperation between the three countries," the spokesperson said.

[USAID 대변인] “Our primary hope is to institutionalize dialogue and development cooperation for the long term among our three countries. And, to ensure that our countries can actually deliver for partners, we have identified a set of concrete projects that the three nations can advance together. We look forward to future trilateral dialogues to assess progress and to ensure that the United States, Japan, and the Republic of Korea are united in addressing the world’s most pressing development and humanitarian challenges.”

또 이번에 미한일이 다른 나라들에게 실질적인 도움을 줄 수 있는 구체적인 계획들을 확인했다고 설명했습니다.
He also explained that this time, the U.S. and Japan have identified specific plans that can provide practical help to other countries.

그러면서 “향후 3국 대화를 통해 진전을 평가하고 세계에서 가장 시급한 개발, 인도주의적 도전에 대처하기 위해 미한일이 단합된 모습을 보여주길 기대한다”고 말했습니다.
He said, "I hope that the U.S. and Japan will show unity to evaluate progress through future trilateral dialogue and to cope with the world's most urgent development and humanitarian challenges."

한편 28일 한국과 별도로 개발협력 정책협의회를 개최한데 대해서는 “최신 정보를 공유하고 잠재적 협력 분야를 모색할 수 있는 기회”라고 밝혔습니다.

또 미한 간 구체적인 협력 방안을 논의했으며 수밀라스 국장이 “한국과의 협력이 USAID와 미국 정부에 중요하다는 점을 강조했다”고 전했습니다.

미한 양국은 2022년 개발협력 정책협의회 연례 개최에 합의한 데 따라 28일 제2차 정책협의회를 개최했습니다.
The U.S. and South Korea held the second policy consultation meeting on the 28th as they agreed to hold the annual 2022 Development Cooperation Policy Council.

이번 미한일 ‘고위급 개발∙인도지원 정책대화’는 지난 8월 열린 캠프 데이비드 3국 정상회의 후속 조치로 열린 것입니다.
The U.S.-Japan "High-Level Development and Humanitarian Assistance Policy Dialogue" was held as a follow-up to the Camp David trilateral summit held in August.

당시 채택된 공동성명은 “개발 정책 공조를 심화하기 위한 구체적인 논의를 진전시키기 위해 10월로 예정된 3국간 개발정책 대화를 환영한다”고 밝혔습니다.
The joint statement adopted at the time said, "We welcome the trilateral development policy dialogue scheduled for October to advance concrete discussions to deepen development policy coordination."

미한일 3국은 이번 회의에서 개발·인도지원정책 대화를 2년에 한번씩 정례적으로 개최한다는 데 합의했습니다.
At this meeting, the three countries agreed to hold regular discussions on development and humanitarian support policies once every two years.

이에 따라 차기 정책대화는 오는 2025년 한국에서 개최될 예정입니다.
Accordingly, the next policy dialogue will be held in Korea in 2025.
