중국항구 정박 북한 선박, 안전검사 탈락해 ‘출항정지’ > 경제

북한 선박이 중국 항구에서 방수 상태와 구호 장비 미비 등 결함이 발견돼 정선 조치됐습니다. 북한 선박에 대한 중국 항만 당국의 안전 검사가 2년 만에 재개되자마자 문제 선박으로 분류됐습니다. 함지하 기자가 보도합니다.
The North Korean ship was selected after defects such as waterproof conditions and insufficient relief equipment were found at the Chinese port. 북한 선적의 ‘리나’호가 10일 중국 난징 항에서 실시된 안전 검사를 통과하지 못하고 정선, 즉 출항 정지 명령을 받았습니다.
The North Korean-registered "Lina" failed to pass a safety inspection conducted at Nanjing Port, China, on the 10th and was ordered to stop sailing.

선박의 안전 검사를 실시하는 아태지역 항만국 통제위원회(도쿄 MOU) 자료에 따르면 리나 호는 중국 항만 당국으로부터 방수 상태와 긴급 구호 장치, 인명 구호 장비 미비 등 총 4건의 결함을 지적받고 13일까지 난징 항에 머물렀습니다.
According to data from the Asia-Pacific Port Authority (Tokyo MOU), which conducts safety inspections of ships, the Lina stayed at Nanjing Port until the 13th after being pointed out by Chinese port authorities for a total of four defects, including waterproofing, emergency relief and lack of life-saving equipment.

앞서 VOA는 위원회 자료를 분석해 북한 선박이 지난 2021년 3월부터 2023년 초까지 단 한 척도 안전 검사를 받지 않았다고 보도한 바 있습니다.
VOA previously analyzed committee data and reported that North Korean ships did not undergo a single measure of safety inspection from March 2021 to early 2023.

특히 신종 코로나바이러스 사태 직후 해외 운항을 중단했던 북한 선박이 2021년부터 운항을 재개하고 지난해에는 하루 수십 척이 중국 항구에서 발견됐지만 유독 북한 선박에만 안전 검사가 이뤄지지 않아 주목됐습니다.
In particular, North Korean ships, which suspended overseas operations immediately after the COVID-19 outbreak, resumed operations in 2021, and dozens of them were found a day at Chinese ports last year, but only North Korean ships were not tested for safety.

중국을 포함한 항만국 통제위원회 회원국 항구는 무작위로 검사 대상 선박을 고르지만 다른 나라 선박들에 대한 검사는 활발히 이뤄지는 반면, 북한 선박만 검사를 받지 않아 중국의 ‘고의 회피’ 의혹까지 제기됐었습니다.
Ports of countries that are members of the Port State Control Committee, including China, randomly select ships to be inspected, but while ships from other countries are actively inspected, only North Korean ships have not been inspected, raising suspicions of China's "intentional avoidance."

실제로 북한 선박은 국제사회의 대북제재가 강화되기 이전인 2016년 총 275척이 안전 검사를 받았고, 제재 이후 시점인 2019년에는 51척이 검사 대상이었습니다. 또 신종 코로나바이러스 사태가 한창이던 2020년에도 13척의 북한 선박에 대해 검사가 이뤄졌습니다.
In fact, a total of 275 North Korean ships were tested for safety in 2016, before the international sanctions were strengthened, and 51 were subject to inspection in 2019. In addition, 13 North Korean ships were inspected in 2020 during the COVID-19 crisis.

이런 상황에서 약 2년 만인 10일 북한 선박이 검사 대상 목록에 이름을 올린 것입니다.
In this situation, a North Korean ship was listed on the inspection list on the 10th, about two years later.

2년 만에 리나호가 안전 검사를 받으면서 올해 다른 북한 선박들에 대해서도 검사가 실시될지 주목됩니다.
Attention is focusing on whether other North Korean ships will be inspected this year as the Rina is undergoing a safety inspection for the first time in two years.

북한 선박은 대부분 건조된 지 30년이 넘는 경우가 많아 다른 나라 선박보다 검사를 더 자주 받아왔으며, 상대적으로 훨씬 높은 결함 발견율과 정선 비율을 보여왔습니다.
Most North Korean ships have been inspected more often than other countries' ships because they have been built for more than 30 years, and have shown relatively much higher defect detection rates and selection rates.
