국제앰네스티 “북한, 코로나 백신 즉시 확보해 투명하게 배포해야” > 경제

북한이 코로나 확진자 발생을 처음으로 인정한 가운데 세계 최대의 인권단체 가운데 하나인 국제 앰네스티가 북한 정부에 백신 접근 보장을 촉구했습니다. 국제사회의 백신 지원을 거부하지 말고 적극 수용해 주민들의 건강권 보호에 속히 나서야 한다는 겁니다. 김영권 기자가 보도합니다.
With North Korea acknowledging the outbreak of COVID-19 for the first time, Amnesty International, one of the world's largest human rights organizations, has called on the North Korean government to guarantee access to vaccines. Instead of refusing to support vaccines from the international community, they should actively accept them and quickly protect the health rights of residents. Reporter Kim Young-kwon reports.

국제 앰네스티는 12일 발표한 성명에서 북한 정부가 신종 코로나바이러스 확진자 발생을 처음으로 인정하고 최대비상방역체계를 이행하겠다고 선언한 데 대해 백신 접근의 보장을 촉구했습니다.
In a statement released on the 12th, Amnesty International urged the North Korean government to guarantee access to vaccines for the first time in recognition of the outbreak of COVID-19 and to implement the maximum emergency quarantine system.

이 단체 장보람 동아시아 연구원은 성명에서 “북한이 코로나로부터 자국민을 보호하기 위해 충분한 백신에 접근할 수 있음을 보여줄 증거가 없다”고 말했습니다.
Jang Bo-ram, an East Asian researcher at the group, said in a statement, "There is no evidence to show that North Korea has sufficient access to vaccines to protect its citizens from COVID-19."

그러면서 북한 정부가 투명한 분배와 모니터링이 필요한 국제 코로나 백신 공급 매커니즘, 즉 세계보건기구(WHO)가 주도하는 코백스 프로그램이 제공한 수백만 회분의 아스트라제네카와 시노박 백신을 거부한 점을 지적했습니다.
He pointed out that the North Korean government rejected millions of doses of AstraZeneca and Sinobac vaccines provided by the World Health Organization (WHO)-led Kovax program, which requires transparent distribution and monitoring.

이 단체는 북한이 공식적으로 첫 코로나 발병 소식을 확인한 상황에서 “이 (백신 수용 거부) 노선을 지속하는 것은 많은 생명을 앗아갈 수 있고 (주민들의) 건강권 유지에 대한 비양심적 유기 행위가 될 것”이라고 경고했습니다.
The group warned that "continuing this (refusal to accept the vaccine) route could cost many lives and would be an unconscionable abandonment of the right to health (of residents) at a time when North Korea officially confirmed the first COVID-19 outbreak."

이어 북한이 세계에서 백신 접근성이 가장 낮고, 보건 체계가 가장 취약한 나라 중 하나란 점을 지적하면서 “북한 주민의 건강권 보호를 위해 북한 정부가 지금 행동에 나서야 한다”고 촉구했습니다.
He also pointed out that North Korea has one of the least access to vaccines and one of the most vulnerable countries in the world, urging the North Korean government to take action now to protect the health rights of North Koreans.

이런 행동은 모든 주민에게 “차별없는 백신 접근을 제공하고 대중의 감시를 받는 투명한 백신 분배 계획을 보장하는 것을 의미한다”는 겁니다.
This action means "providing non-discriminatory vaccine access and ensuring a transparent vaccine distribution plan that is monitored by the public."

아울러 “북한 정부는 국제사회와 협력해 주민들을 위한 코로나 백신 확보 계획을 즉각 세워야 한다”고 밝혔습니다.
He also said, "The North Korean government should immediately establish a plan to secure a COVID-19 vaccine for residents in cooperation with the international community."

국제 앰네스티는 또 봉쇄와 같은 코로나 방역 관련 모든 비상조치는 합리적이고 비례적이어야 하며 이를 남용해서는 안 된다며, 이런 조치가 공공 보건 보호를 위해 더 이상 필요하지 않게 되는 즉시 해제해야 한다고 강조했습니다.
Amnesty International also stressed that all emergency measures related to COVID-19 prevention, such as the blockade, should be reasonable and proportionate and should not be abused, and that these measures should be lifted as soon as they are no longer needed to protect public health.

앞서 토마스 오헤아 퀸타나 유엔 북한인권특별보고관과 유엔 인권이사회가 채택한 북한인권결의는 북한 정부에 백신 지원 수용 등 국제 협력을 통해 자국민 보호에 나서야 한다고 촉구했지만, 북한 지도부는 일절 호응하지 않고 있습니다.
Earlier, the U.N. Special Rapporteur on North Korean Human Rights Thomas Ohea Quintana and the U.N. Human Rights Council urged the North Korean government to protect its citizens through international cooperation, including acceptance of vaccines, but the North Korean leadership is not responding.
