유니세프 '코로나 대응 물품' 대북지원 제재 면제 승인 > 경제

유엔 안보리 대북제재위원회가 신종 코로나 대응 등 유니세프의 대북 인도지원에 대한 제재 면제를 승인했습니다. 유니세프는 인공호흡기와 마스크, 코로나 백신 ‘콜드 체인 장비’ 등을 북한에 지원할 예정입니다. 박형주 기자가 보도합니다.

유엔 안보리 대북제재위원회가 유엔아동기금(UNICEF· 유니세프)의 신종 코로나바이러스 대응 등 대북 인도주의 지원 사업에 대한 제재 면제를 승인했습니다.
The UN Security Council's sanctions committee on North Korea has approved the exemption from sanctions on humanitarian aid projects to North Korea, including the UNICEF's response to the new coronavirus.

대북제제위원회는 지난달 30일 유니세프 측에 발송한 서한을 통해 신종 코로나 대응, 일반 예방접종, 말라리아 예방 등과 관련된 지원 프로그램에 필수적인 물품을 북한으로 보내기 위해유니세프가 신청한 제재 면제를 승인했다고 밝혔습니다.
In a letter to UNICEF on the 30th of last month, the North Korean Sanctions Commission said it has approved UNICEF's exemption from sanctions to send essential items to North Korea for support programs related to COVID-19 response, general vaccination and malaria prevention.

위원회에 따르면 이번에 제재 면제를 받은 품목은 약 148만 달러어치로,인공호흡기와 인공호흡기용 트롤리, 마스크·고글·가운 등 보호 용품, 코로나 백신 ‘콜드 체인 장비’ 등이 포함됐습니다. 대부분 원산지가 중국이며 영국, 인도, 덴마크산 물품도 일부 포함됐습니다.
According to the committee, the items that were exempted from the sanctions this time were about $1.48 million worth of artificial respirators and ventilator trolleys, protective supplies such as masks, goggles and gowns, and COVID-19 vaccine "cold chain equipment." Most of them are from China, and some items from the UK, India, and Denmark were also included.

유니세프는 신종 코로나바이러스 대유행 상황으로 인한 어려움을 감안해 제재 면제 기간을 12개월로 요청했고, 대북제재위원회를 이를 승인했습니다.
UNICEF requested a 12-month sanctions exemption period in consideration of the difficulties caused by the COVID-19 pandemic, and approved the sanctions committee against North Korea.

유니세프는 지난 11월 22일 제재 면제를 요청했고 1주일여만에 승인이 이뤄졌습니다.
UNICEF requested exemption from sanctions on November 22nd and was approved in about a week.

유니세프는 해당 물품을 중국 다롄항에서 북한 남포항으로 해상 운송할 계획이라고 밝혔습니다.
UNICEF said it plans to ship the goods from Dalian Port in China to Nampo Port in North Korea.

유엔 대북제재위원회는 유니세프가 제재 면제 승인 물품과 서비스의 구입 목적에 한해 금융 거래 등 필요한 업무에 관여하는 것을 추가로 지원하고 승인한다고 밝혔습니다.
The UN Sanctions Committee on North Korea said it will further support and approve UNICEF's involvement in necessary tasks such as financial transactions only for the purpose of purchasing goods and services approved for sanctions exemption.

또 북한에 인도주의 지원을 제공하는 관련 기관들이 위원회가 승인한 면제 시한을 준수하고, 관련 법률과 규칙, 금융과 상업 거래, 운송과 통관이 이뤄지는 해당 국가가 요구하는 면허와 제반 사항들을 준수할 것을 요청한다고 덧붙였습니다.
He also added that related agencies providing humanitarian aid to North Korea comply with the exemption deadline approved by the committee and comply with the licenses and all matters required by the country where relevant laws and rules, financial and commercial transactions, transportation and customs clearance take place.

대북제재위는 유엔 안보리 대북 결의에 따른 제재 조치가 북한 주민의 삶에 부정적은 영향을 주려는 의도가 없다는 점과 모든 회원국이 제재 등 안보리 조치를 완전히 이행함과 동시에 인도주의 활동이 과도하게 제한돼서는 안된다는 점을 상기시켰습니다.
The sanctions committee recalled that sanctions under the UN Security Council's resolution against North Korea have no intention of negatively affecting the lives of North Koreans, and that all member states should not be excessively restricted from humanitarian activities while fully implementing them.
