북한 선박 움직임 활발해져…중국 등 포착 선박 수 늘어 > 경제

최근 북-중 교역이 크게 증가한 가운데 북한 선박들의 움직임도 예전보다 활발해진 것으로 나타났습니다. 북-중 국경지역에선 코로나 감염증 사태 이후 처음으로 열차가 통행한 것으로 알려져 주목됩니다. 함지하 기자가 전해 드립니다.
Amid the recent significant increase in trade between North Korea and China, North Korean ships have also become more active than before. It is noteworthy that trains passed through the North Korea-China border for the first time since the COVID-19 outbreak. Reporter Ham Ji-ha delivers this.

해외 항구나 북한 영해 밖을 운항 중인 북한 선박들이 최근 크게 늘어났습니다.
The number of North Korean ships operating overseas ports or outside North Korean territorial waters has increased significantly recently.

선박의 실시간 위치정보를 보여주는 ‘마린트래픽(MarineTraffic)’ 자료에 따르면 지난 1일부터 8일 사이 해외 항구 등에서 발견된 북한 선적 선박은 모두 12척으로, 이 중 3척을 제외한 9척이 중국 항구와 인근 해역을 항해하고 있었습니다.
According to Marine Traffic data, which shows the real-time location of the ship, a total of 12 North Korean ships were found in overseas ports between the 1st and the 8th, of which 9 were sailing in Chinese ports and nearby waters.

특히 ‘포평’ 호와 ‘자성 2’ 호, ‘은하’ 호 등 4척이 룽커우 항 혹은 인근에 있었으며, 나머지는 다롄과 잉커우, 타이저우 등 중국의 항구에 머물렀거나 현재도 정박 중인 것으로 확인됐습니다.
In particular, four ships, including the "Popyeong," the "Magnetic 2," and the "Galaxy," were found to have stayed at or near Longkou Port, including Dalian, Yingkou, and Taizhou, or are still anchored.

중국 항구를 항해하지 않는 3척의 선박들은 모두 지난 2일 한국과 일본 사이의 대한해협 인근을 항해하는 모습이 잠깐 포착됐습니다.
All three ships that do not sail in Chinese ports were briefly seen sailing near the Korean Strait between Korea and Japan on the 2nd.

북한 선박들이 한꺼번에 이처럼 많은 운항 흔적을 보인 건 신종 코로나 사태 이후 이례적입니다.
It is unusual for North Korean ships to show so many signs of operation at once after the COVID-19 crisis.

이들 선박들은 모두 선박자동식별장치(AIS)를 켜두면서 외부로 위치가 드러났습니다.
All of these ships were located outside by leaving the automatic ship identification system (AIS) on.

선박 간 환적 등 불법 행위를 위해 이를 끄고 운항하는 선박들의 숫자까지 합치면 북한 해역을 벗어난 선박이 더 많을 수 있다는 의미입니다.
This means that there may be more ships out of North Korean waters, including the number of ships operating after turning them off for illegal activities such as transshipment between ships.

해외를 운항하는 북한 선박의 숫자는 지난해 1월 말 북한 당국이 국경 봉쇄 조치를 단행하고, 이후 지난해 7월 이 조치를 한 차례 더 강화한 이후 급격히 줄어들었습니다.
The number of North Korean ships operating abroad has decreased sharply since the North Korean authorities imposed a border blockade at the end of January last year and strengthened the measure once more in July last year.

그러나 최근 북한 남포의 유류 하역장을 드나드는 선박들이 포착되고, 한동안 운영이 중단된 것으로 보였던 석탄 항구들에도 대형 화물선들이 정박하는 등 선박 운항 재개로 해석될 수 있는 조짐들이 나타나기 시작했습니다.
However, signs of resumption of ship operations have begun to appear in coal ports, where ships entering and exiting the oil loading station in Nampo, North Korea, and large cargo ships have also been anchored, which seemed to have been suspended for a while.

위성사진을 통해서도 북한 선박들의 운항이 활발해진 것을 볼 수 있습니다.
Satellite images also show that North Korean ships have become more active.

일일 단위 위성사진 서비스인 ‘플래닛랩스(Planet Labs)’의 위성자료에 따르면 올해 10월 한 달 간 남포 항 주변에 대기하던 선박의 숫자가 지난해 같은 달에 비해 눈에 띄게 줄었습니다.
According to satellite data from Planet Labs, a daily satellite photography service, the number of ships waiting around Nampo Port in October this year decreased significantly compared to the same month last year.

해외를 운항 중인 선박이 많을 수 있다는 것으로 해석될 수 있는 대목입니다.
It can be interpreted that there may be many ships operating overseas.

이에 맞춰 북한은 최대 무역국인 중국과의 무역 거래도 최근 많이 늘린 상태입니다.
In line with this, North Korea has also recently increased trade transactions with China, the largest trading country.

중국 해관총서에 따르면 지난 9월 북한의 대중 무역액은 지난해 7월 이후 최고치를 기록하며 회복 조짐을 보이고 있습니다.
According to China's Maritime Affairs General, North Korea's trade with China in September was the highest since July last year, showing signs of recovery.

한편 북한의 최대 무역통로인 북-중 국경지대에서도 국경 봉쇄 해제로 해석될 만한 움직임이 있을지에 관심이 쏠리고 있습니다.
Meanwhile, attention is being paid to whether there will be any moves that can be interpreted as lifting the border blockade at the North Korea-China border, North Korea's largest trade channel.

앞서 한국 국가정보원은 지난달 국회 국정감사에서 신종 코로나 사태 이후 끊겼던 북한 신의주와 중국 단둥 간 열차 운행이 이달 중 재개될 수 있다고 밝힌 바 있습니다.
Earlier, the South Korean National Intelligence Service said in a parliamentary audit last month that trains between North Korea's Sinuiju and China's Dandong, which had been cut off since the COVID-19 crisis, could resume this month.

이런 가운데 실제로 한국 ‘KBS’ 방송은 8일 북한 기관차 2량이 북-중을 연결하는 압록강 철교를 건너는 장면이 포착됐다고 보도했습니다.
South Korea's KBS broadcast reported on the 8th that two North Korean locomotives were actually seen crossing the Yalu River Railway Bridge connecting North Korea and China.

열차의 숫자가 적어 본격적인 무역 재개로 보기엔 이르지만, 열차가 압록강 철교를 넘은 것은 신종 코로나 사태 이후 처음이어서 주목됩니다.
Although it is seen as a full-fledged resumption of trade due to the small number of trains, it is noteworthy that the train has crossed the Yalu River Railway Bridge for the first time since the COVID-19 incident.
