미국 국제개발처 “북한 지도부, 대북 지원 상당한 장벽 조성…인권 상황 개탄스러워” > 경제

북한은 세계에서 가장 억압적인 권위주의 국가 중 하나로 인권 상황은 개탄스럽다고 미국 국제개발처(USAID)가 밝혔습니다. 특히 북한 지도부가 국제사회의 대북 지원에 상당한 장벽을 조성했다고 비판했습니다. 김영권 기자가 보도합니다.
North Korea is one of the most oppressive authoritarian countries in the world, and the human rights situation is deplorable, the United States Agency for International Development (USAID) said. 미국 국제개발처(USAID)가 “북한은 세상에서 가장 억압적인 권위주의 독재 국가 가운데 하나”라며 북한 주민들의 인권과 인도적 상황에 깊은 우려를 나타냈습니다.
The U.S. Agency for International Development (USAID) expressed deep concern over the human rights and humanitarian situation of North Koreans, saying, "North Korea is one of the most oppressive authoritarian dictatorships in the world."

미 국제개발처 대변인은 5일 북한 인권단체 ‘노체인’의 탈북민 출신 정광일 한국지부장(전 대표)이 최근 서맨사 파워 국제개발처장에게 북한 인권에 대한 지속적인 관심을 당부하는 서한을 보낸 데 대한 VOA의 논평 요청에 이같이 밝히고 “북한의 인권 상황은 개탄스럽다”고 말했습니다.
A spokesman for the U.S. Department of International Development said on the 5th that "North Korea's human rights situation is deplorable" in response to VOA's recent letter to North Korean defector Chung Kwang-il, head of the International Development Agency, calling for continued interest in North Korean human rights.

대변인은 그러면서 “우리는 계속 국제사회와 협력해 북한 인권 문제에 대한 인식을 높이고, (인권 관련) 학대와 침해를 부각시키며 독립적인 정보 접근성을 높이고 북한 내 인권에 대한 존중을 증진할 것”이라고 밝혔습니다.
The spokesman said, "We will continue to cooperate with the international community to raise awareness of North Korean human rights issues, highlight abuse and infringement (human rights-related), increase independent access to information, and increase respect for human rights in North Korea."

아울러 북한의 인도적 상황과 관련해서는 “북한이 국경을 봉쇄하고 국제 원조 제공을 거부해 신종 코로나바이러스 감염증을 포함한 지원 제공에 상당한 장벽을 조성했다”고 비판했습니다.
Regarding the humanitarian situation in North Korea, he also criticized, "North Korea has blocked its borders and refused to provide international aid, creating considerable barriers to providing support, including COVID-19."

미국 의회조사국(CRS)에 따르면 미국 정부는 국제개발처 등을 통해 지난 1995년부터 2011년 까지 북한에 13억 1천 3백75만 달러 상당의 직접적인 인도적 지원을 했었습니다.
According to the U.S. Congressional Research Service (CRS), the U.S. government provided direct humanitarian aid worth $1.313.75 billion to North Korea from 1995 to 2011.

미국 정부는 그러나 이후 북한 지도부의 지속적인 핵미사일 개발과 지원의 분배 감시 문제 등 투명성 부족 등을 이유로 직접 지원을 중단했으며, 국제개발처 대변인은 지난해 VOA에 “북한 내 인도주의 위기는 북한 정권이 자초한 것”이라고 지적한 바 있습니다.
The U.S. government, however, has since suspended direct support due to the lack of transparency, including the North Korean leadership's continued development of nuclear missiles and monitoring of the distribution of support, and a spokesman for the International Development Agency told VOA last year.

네드 프라이스 국무부 대변인도 지난달 전화 프리핑에서 “북한 정권 자체가 자국 내 인도주의 상황에 대한 책임이 있다”며 그러나 “미국은 북한의 가장 필요한 사람들에게 인도주의 지원을 제공하는 노력에 관여하고 있다”고 말했습니다.
State Department spokesman Ned Price also said in a telephone briefing last month, "The North Korean regime itself is responsible for the humanitarian situation in the country," but added, "The United States is involved in efforts to provide humanitarian aid to North Korea's most needed people."

한편 국제개발처 대변인은 서맨사 파워 처장이 정광일 지부장의 서한을 받고 답장을 보냈는지는 확인하지 않았습니다.
Meanwhile, a spokesman for the Ministry of International Development did not confirm whether Director of Power Sumansa received a letter from branch manager Jung Kwang-il and sent a reply.

파워 처장은 과거 유엔주재 미국대사 시절 대북 정보 유입의 중요성을 지속적으로 강조했으며, 2016년 방한 때 정광일 지부장의 집을 방문해 1시간 이상 환담하며 북한 주민들에게 외부 정보를 보내는 그의 활동을 격려했었습니다.
During his past U.S. ambassador to the United Nations, Power continued to emphasize the importance of introducing information to North Korea, and during his visit to Korea in 2016, he visited Jeong Kwang-il's house and encouraged North Koreans to send outside information.

파워 처장은 특히 당시 ‘트위터’에 “북한에 민주주의 정보를 유입하는 영웅적인 탈북민 정광일 대표의 집에 도착했다”면서 그의 활동 관련 사진을 올리기도 했습니다.
Power posted a photo of his activities, especially on Twitter at the time, saying, "I arrived at the home of Chung Kwang-il, a heroic North Korean defector who introduces democratic information to North Korea."

북한 15호 정치범수용소(요덕관리소) 수감자 출신인 정 지부장은 지난 4일 VOA에, 파워 처장과의 인연을 소개하며 서한을 통해 탈북민들과 북한 주민들에게 희망과 영감을 줬던 파워 처장이 계속 북한 인권 개선 활동을 지지해 주길 당부했다고 말했습니다.
Jeong, a former prisoner at North Korea's 15th Political Prison (Yodeok Management Center), introduced his relationship with Power to VOA on the 4th and said in a letter that Power, who gave hope and inspiration to North Koreans, continued to support North Korean human rights improvement activities.

정 지부장은 한국 정부의 대북전단금지법 시행으로 활동을 제대로 할 수 없어 최근 워싱턴으로 ‘노체인’ 본부를 옮기고 미국인 찰스 육 씨가 대표를 맡았다며, 자신은 한국지부장으로 활동한다고 말했습니다.
Chung said he was unable to properly work due to the South Korean government's enforcement of the anti-flying law against North Korea, so Charles Yuk, an American, recently moved his "No Chain" headquarters to Washington, and said he works as the head of the South Korean branch.
