블링컨 “러시아 우크라이나 침공시 나토 강화” > 세계

토니 블링컨 미국 국무장관이 우크라이나 사태와 관련 러시아가 평화로운 해결을 선택하길 기대한다고 밝혔습니다. 그러면서 러시아가 대결을 선택할 경우 미국 뿐 아니라 유럽동맹의 심각한 대응에 직면하게 될 것이라고 다시 한번 강하게 경고했습니다. 오택성 기자입니다.
U.S. Secretary of State Tony Blinkon says he expects Russia to choose a peaceful solution to the Ukraine crisis. He strongly warned once again that if Russia chooses to face off, it will face serious responses from the European Union as well as the United States. I'm reporter Oh Taek-sung.

토니 블링컨 국무장관은 우크라이나를 둘러싼 긴장 상황에 대한 평화적 해결 방법의 중요성을 강조했습니다.
Secretary of State Tony Blinkon stressed the importance of peaceful solutions to tensions surrounding Ukraine.

블링컨 장관은 19일 VOA와의 인터뷰에서 미국은 러시아에 메시지를 분명하게 전달했다며 이같이 밝혔습니다.
Minister Blinkon said in an interview with VOA on the 19th that the United States clearly delivered a message to Russia.

블링컨 장관은 러시아 앞에 두 가지의 선택지가 있으며첫번째는 ‘대화와 외교’이고 두번째는 ‘대결’이라고 말했습니다.
Minister Blinkon said there are two options in front of Russia, the first is "conversation and diplomacy" and the second is "confrontation."

블링컨 장관은 이어 자신은 러시아가 대결이 아닌 외교적 길을 택할 것을 기대한다면서도, 대결을 선택할 경우 미국과 유럽 파트너들은 매우 강력하고 결연하게 대응할 것이라고 강조했습니다.
Minister Blinkon then said he expects Russia to take a diplomatic path rather than a confrontation, but stressed that if they choose a confrontation, the U.S. and European partners will respond very strongly and resolutely.

이날 블링컨 장관은 러시아에 대한 결연한 대응과 관련해세 가지 방안을 언급했습니다.
Minister Blinkon mentioned three measures regarding his determined response to Russia.

가장 먼저, 수출 제한 등을 포함한 강력한 경제 제재로 블링컨 장관은 미국이 이를 위해 유럽 동맹과 파트너들과 긴밀하게 논의하고 있다고 말했습니다.
First of all, with strong economic sanctions, including export restrictions, Minister Blinkon said the U.S. is closely discussing it with European alliances and partners.

다만, 이 같은 제재에 블라디미르 푸틴 대통령과 그의 가족을 겨냥한 제재가 포함되어 있는지를 묻는 VOA의 질문에 블링컨 장관은 즉답을 피했습니다.
However, Minister Blinkon avoided an immediate answer to VOA's question about whether such sanctions included sanctions aimed at President Vladimir Putin and his family.

또, 국제 은행 간 통화 결제망인 스위프트(SWIFT) 시스템에서 러시아를 제외하는 방법도 고려하고 있느냐는 질문에는 “아직 밝힐 수 없다”고 블링컨 장관은 답했습니다.
Minister Blinkon also replied to the question of whether he is considering excluding Russia from the SWIFT system, an international interbank currency settlement network, saying, "We can't reveal it yet."

두 번째는 우크라이나에 대한 추가 방어 지원입니다. 블링컨 장관의 이날 발언과 별도로 국무부 고위 관리는 이날 미국이 우크라이나에 대한 2억 달러 규모의 추가 군사 지원을 최근 승인했다고 밝혔습니다.
The second is additional defense support for Ukraine. Apart from Minister Blinkon's remarks, a senior State Department official said the U.S. recently approved $200 million worth of additional military aid to Ukraine.

마지막은 북대서양조약기구, 나토(NATO)의 동부 전선에 대한 방어 역량 강화라고 블링컨 장관은 설명했습니다.
The last is to strengthen the defense capabilities of the North Atlantic Treaty Organization (NATO) against the eastern front, Blinkon explained.

블링컨 장관은 또, 러시아 측이 앞서 자신들이 제안한 안전 보장에 관해 문서로 답변을 줄 것을 요구한 데 대해, 이를 우회적으로 거부했습니다.
Minister Blinkon also indirectly rejected Russia's earlier request to give a documentary answer to their proposed security.

블링컨 장관은 문서 답변에 대한 언급없이 오는 21일 스위스 제네바에서 세르게이 라브로프 러시아 외무장관과 만날 예정이라며 이 만남 이후 어떤 일이 있을지 볼 것이라고 밝혔습니다.
Minister Blinkon said he will meet with Russian Foreign Minister Sergei Lavrov in Geneva, Switzerland, on the 21st without commenting on the document's answer, adding that he will see what will happen after the meeting.

블링컨 장관은 이어 러시아가 공세적 태도를 바꿀 것이라는 직접적인 증거를 보지 못했다고 말했습니다.
Minister Blinkon then said he did not see any direct evidence that Russia would change its offensive attitude.

다만, 러시아 측과 또다시 만나기로 했다는 사실은 여전히 외교적 해결 가능성이 열려 있다는 것을 보여준다고 블링컨 장관은 덧붙였습니다.
However, Minister Blinkon added that the fact that he decided to meet with Russia again shows that the possibility of a diplomatic solution is still open.

블링컨 장관은 또 민스크 협정을 강조하며 협정에 대한 재협상은 필요하지 않고 이를 성실하게 이행하는 것이 중요하다고 말했습니다.
Minister Blinkon also stressed the Minsk agreement and said that renegotiation of the agreement is not necessary and it is important to faithfully implement it.

민스크 협정이란 지난 2015년 벨라루스 민스크에서 체결한 협정으로, 2014년 러시아의 크림반도 병합 이후 돈바스 지역에서 벌어지고 있는 우크라이나 정부군과 돈바스 분리주의 반군 간의 휴전 내용을 담고 있습니다.
The Minsk Agreement was signed in Minsk, Belarus in 2015, which contains a truce between Ukrainian government forces and Donvas separatist rebels in the Donvas region after Russia's annexation of the Crimean Peninsula in 2014.

블링컨 장관은 민스크 협정을 통한 돈바스 지역의 문제 해결이 최선이라며, 다만 중요한 것은 러시아가 과연 협정 이행에 진지하게 나설지 여부라고 지적했습니다.
Minister Blinkon pointed out that it is best to solve the problem in the Donvas region through the Minsk agreement, but the important thing is whether Russia will be serious about implementing the agreement.

이어, 민스크 협정의 주요 당사국들의 회담, 즉 러시아와 독일, 프랑스, 우크라이나의 '노르망디 형식' 회담이 곧 예정되어 있다며, 이 회담을 통해 러시아가 진지하게 민스크 협정을 이행할 것인지 여부를 알 수 있게 될 것이라고 말했습니다.
He then said talks between major parties to the Minsk Agreement, namely, "Normandy Form" talks between Russia, Germany, France and Ukraine, are scheduled soon, and the talks will show whether Russia will implement the Minsk Agreement seriously.

블링컨 장관은 또 미국이 노르망디 형식의 회담에 참여할지 여부가 중요한 것이 아니라 참여함으로써 도움을 줄 수 있는지가 중요한 것이라며, 만일 그렇다고 할 경우 미국은 언제든지 이에 참여할 준비가 되어 있다고 덧붙였습니다.
Minister Blinkon also added that it is not important whether the U.S. will participate in Normandy-style talks, but whether it can help by participating, and if so, the U.S. is ready to participate at any time.

블링컨 장관은 우크라이나를 방문해 볼로디미르 젤렌스키 우크라이나 대통령과 만난 데 이어, 20일에는 베를린으로 이동해 독일, 영국, 프랑스 등과 우크라이나 사태를 논의할 예정입니다.
Minister Blinkon will visit Ukraine to meet with Ukrainian President Volodimir Zelensky, and then move to Berlin on the 20th to discuss the Ukraine situation with Germany, Britain, and France.
