EU “유엔 인권이사회에 북한인권결의안 제출할 것” > 사회

유럽연합이 올해도 유엔 인권이사회에 북한 인권 상황을 규탄하고 개선을 촉구하는 결의안을 제출합니다. 북한 인권에 대한 관심을 환기하고 책임규명 작업에 대한 지지를 재확인할 것이라고 강조했습니다. 이조은 기자입니다.

유럽연합(EU)이 26일 시작되는 제55차 유엔 인권이사회에 북한인권 결의안을 제출할 것이라고 밝혔습니다.
The European Union (EU) has announced that it will submit a resolution on North Korean human rights to the 55th UN Human Rights Council, which begins on the 26th.

제네바 주재 EU 대표부는 23일 인권이사회 개막을 앞두고 발표한 보도자료를 통해 “전 세계적으로 권위주의 정권과 민주주의 가치에 대한 경시가 우려할 만한 수준으로 증가하고 있는 지금 구체적인 행동을 통해 전 세계 인권을 위한 EU의 지속적인 의지를 보여주는 것이 절실하다”고 강조했습니다.
In a press release released ahead of the opening of the Human Rights Council on the 23rd, the EU's mission in Geneva emphasized, "It is imperative to demonstrate the EU's continued commitment to human rights around the world through concrete actions, as authoritarian regimes and democratic values are increasing to alarming levels worldwide."

구체적으론 벨라루스와 미얀마, 종교와 신앙의 자유에 관한 결의안과 함께 북한인권 결의안을 제출할 것이라고 설명했습니다.
Specifically, he explained that he will submit a resolution on North Korean human rights along with a resolution on freedom of religion and faith in Belarus and Myanmar.

그러면서 “북한 결의안은 악화하고 있는 북한 내 인권과 인도주의적 상황에 대한 관심을 환기하고 책임규명 작업에 대해 지속적인 지지를 표명하기 위한 것”이라고 밝혔습니다.
"The North Korean resolution is intended to call attention to the worsening human rights and humanitarian situation in North Korea and to express continuous support for the responsibility check," he said.

또 유엔 북한인권특별보고관의 임기를 1년 연장하는 내용이 결의안에 포함될 것이라고 덧붙였습니다.
He also added that the resolution would include extending the term of the UN Special Rapporteur on Human Rights in North Korea by one year.

유엔 인권이사회는 오는 26일부터 4월 5일까지 스위스 제네바에서 올해 첫 정기 이사회를 개최합니다.
The UN Human Rights Council will hold its first regular meeting of the year in Geneva, Switzerland, from the 26th to April 5th.

엘리자베스 살몬 유엔 북한인권특별보고관은 이번 인권이사회에 지난 1년 간의 북한 인권 상황을 담은 보고서를 제출할 예정입니다.
U.N. Special Rapporteur on Human Rights in North Korea, Elizabeth Salmon, will present a report on the North Korean human rights situation over the past year to the Human Rights Council.

또한 살몬 보고관은 3월 18일 ‘북한 인권 상호 대화’에 참여해 보고서 내용을 자세히 설명할 예정입니다.
In addition, rapporteur Salmon will participate in the "Interactive Dialogue on Human Rights in North Korea" on March 18 to explain the report in detail.

북한인권 결의안은 2003년 유엔 인권이사회의 전신인 유엔 인권위원회에서 처음 채택된 이후 21년 연속 채택됐습니다.
The North Korean human rights resolution has been adopted for 21 consecutive years since it was first adopted in 2003 by the UN Human Rights Commission, the predecessor of the UN Human Rights Council.

특히 2016년부터는 매해 연속 표결 없이 합의(컨센서스) 방식으로 결의안이 채택되고 있습니다.
In particular, since 2016, resolutions have been adopted in a consensus manner every year without consecutive votes.

결의안은 지난해에도 제52차 정기 이사회에서 표결 없이 합의로 채택한 바 있습니다.
Last year, the resolution was adopted by the 52nd regular board of directors as an agreement without a vote.

북한인권 결의안은 지난해에도 EU 주도로 작성됐고, 한국은 지난해 5년 만에 공동제안국 명단에 이름을 올렸습니다.
The EU-led resolution on North Korean human rights was also drafted last year, and South Korea was listed as a joint proposer for the first time in five years last year.

북한은 결의안에 대해 ‘인권 증진과는 무관한 정치적 음모를 담은 문건’이고 결의안에 명시된 인권 침해는 ‘북한 사회 시스템에 절대 존재하지 않는다’고 주장하며 결의안 채택에 반발해 오고 있습니다.
North Korea has opposed the resolution, arguing that it is a "document containing political conspiracies unrelated to human rights promotion" and that human rights violations specified in the resolution "never exist in the North Korean social system."
