탈북민들, ‘북한이탈주민의 날’ 환영∙∙∙“북한 주민에도 희망의 메시지” > 사회

한국 정부가 ‘북한이탈주민의 날’을 제정하기로 한 데 대해 탈북민들이 일제히 환영의 의사를 밝혔습니다. 한국 내 탈북민들의 처우와 인식 개선뿐 아니라 북한 주민들에게도 자유와 통일에 대한 희망의 메시지를 줄 것으로 기대했습니다. 안준호 기자가 보도합니다.
North Korean defectors welcomed the South Korean government's decision to enact "North Korean Defectors' Day." It was expected to give North Koreans a message of hope for freedom and unification as well as improve treatment and awareness of North Korean defectors in South Korea. Reporter Ahn Jun-ho reports.

일본 도쿄대에서 정치학 박사 학위를 받아 ‘탈북민 출신 해외 1호 박사’라 불리는 최경희 샌드연구소 소장은 22일 VOA와의 전화 통화에서 북한이탈주민의 날 제정과 관련해 “탈북민과 북한 주민이 우리 대한민국 국민이라는 인식을 심어줄 수 있다는 데 더 큰 의미가 있다”고 말했습니다.
Choi Kyung-hee, director of the Sand Research Institute, who received a doctorate in political science from Tokyo University in Japan and is called the "No. 1 overseas doctor from North Korean defectors," told VOA on the 22nd, "It is more meaningful that it can instill a perception that North Koreans and North Koreans are Korean people."

특히 북한 김정은 국무위원장이 남북 관계를 ‘동족 관계’가 아닌 ‘적대적 두 국가’ 관계로 규정하고 통일은 성사될 수 없다는 입장을 밝힌 상황에서 북한이탈주민의 날 제정은 탈북민뿐 아니라 북한 주민에게 자유와 통일에 대한 더 큰 희망의 메시지를 줄 것이라고 말했습니다.
In particular, North Korean leader Kim Jong-un defined inter-Korean relations as a "two hostile countries" relationship rather than a "sympathetic relationship" and said that unification cannot be achieved, the enactment of North Korean Defectors' Day will give North Koreans as well as North Koreans a message of greater hope for freedom and unification.

[Recording: Director Choi] "At a time when North Korea claims two countries and defines South Korea as a warring nation and its biggest enemy, inter-Korean relations are tough and there is no exchange. I think it would be meaningful that we can always think of North Koreans and realize that we need to make our North Korea policy and unification policy."

최 소장은 북한이탈주민의 날을 국가 기념일로 제정함으로써 북한 주민들에게 한국은 탈북민들을 포용하고 있을 뿐 아니라 북한 주민을 잊지 않고 있다는 메시지를 줄 수 있다고 말했습니다.
Choi said that by making North Korean Defectors' Day a national anniversary, we can send a message to North Koreans that South Korea is not only embracing North Korean defectors but not forgetting them.

또 북한에서는 김일성과 김정일, 김정은 등 김 씨 일가의 생일을 국가 기념일로 지정하지만 한국에서는 탈북민을 위한 기념일을 제정한다는 사실이 북한 주민에게는 큰 충격과 희망을 안겨줄 수 있을 것이라고 말했습니다.
He also said that while North Korea designates the birthday of Kim family members, including Kim Il-sung, Kim Jong-il and Kim Jong-un, the fact that South Korea establishes an anniversary for North Korean defectors could shock and give hope to North Koreans.

한국 통일부는 탈북민의 날을 지정하라는 윤석열 대통령의 지시에 따라 탈북민 단체와 유관 부처 등의 의견 수렴을 거쳐 7월 14일을 ‘북한이탈주민의 날’로 정했습니다.
In accordance with President Yoon Suk Yeol's instructions to designate North Korean defector day, the Ministry of Unification has decided July 14 as North Korean Defectors Day after collecting opinions from North Korean defector groups and related ministries.

7월 14일은1997년 ‘북한이탈주민의 보호 및 정착지원에 관한 법률’이 시행된 날입니다.
July 14 is the day when the Act on the Protection and Settlement Support of North Korean Refugees took effect in 1997.

김성민 자유북한방송 대표는 22일 VOA와의 전화 통화에서 “날짜 지정과 관련해선 ‘고 황장엽 선생이 한국에 오신 날로 하자’, ‘최초의 탈북민이 한국에 온 날로 하자’ 등 다양한 의견이 있었지만 결국 북한이탈주민 정착지원법이 시행된 날로 의견이 수렴됐다”면서 “북한이탈주민 정착지원법은 탈북민에 대한 포괄적 지원 정책이 담긴 법으로 탈북민이 대한민국 국민으로 살아갈 수 있는 환경을 법적으로 마련한 날”이라고 설명했습니다.
Kim Sung-min, CEO of Free North Korea Broadcasting Corporation, told VOA on the 22nd, "There were various opinions regarding the designation of the date, such as 'Let's do it on the day that the late Hwang Jang-yeop came to South Korea' and 'Let's do it on the day that the first North Korean defector came to South Korea,' but opinions were collected on the day the North Korean Defectors Settlement Support Act was implemented. "The North Korean Defectors Settlement Support Act is a law that contains comprehensive support policies for North Korean defectors, and it is a legal day to provide an environment for North Korean defectors to live as South Korean citizens."

[녹취: 김 대표] “탈북민들이 그 전에는 여러가지 관계법령, 소위 분야별 소극적인 법령에 따라서 탈북민들의 대한 국가적 대책 이런 것들이 주어지고 있었지만 포괄적으로, 대통령령에 의해서 북한이탈주민에 관한 법령이 정해지고 시행됐다는 거는, 사실 개개인들이 느끼는 거보다 더 큰 의미를 가지고 있다고 보고요. 탈북민들이 남한 사회에서 법적으로 보호와 국가 시책에 따라서 법적인 지원을 받으면서 당당하게 대한민국 국민으로 살아나갈 수 있는 환경이 법적으로 마련된 것이다라고 저는 생각합니다.”
[Record: Representative Kim] "Before that, the North Korean defectors were given national countermeasures under various related laws, so-called passive laws in each field, but comprehensively, the fact that laws on North Korean defectors were enacted and implemented by the Presidential Decree means more than individuals feel. I believe that an environment has been legally established in which North Korean defectors can live confidently as Korean citizens while receiving legal protection and legal support in accordance with national policies in South Korean society."

미국 컬럼비아대를 졸업하고 작가이자 인권운동가, 소셜 인플루언서로 활동 중인 박연미 씨는 이날 VOA와의 통화에서 “북한이탈주민의 날을 국가 기념일로 지정한 것은 한국 내 탈북민들을 사회의 성원으로 인정해 주는 것”이라며 “탈북민에 대한 차별이 줄고 탈북민에 대한 인식이 개선되는 계기가 될 것”이라고 말했습니다.
Park Yeon-mi, a writer, human rights activist, and social influencer who graduated from Columbia University in the U.S., said in a telephone interview with VOA, "The designation of North Korean Defectors Day as a national anniversary recognizes North Korean defectors in South Korea as members of society," adding, "It will serve as an opportunity to reduce discrimination against North Korean defectors and improve awareness of North Korean defectors."

또 “한국인들은 자유를 갖고 태어나지만 탈북민들은 목숨을 걸고 자유를 찾아 한국에 온 사람들”이라며 “이번 기념일 제정을 통해 한국인들도 자유에 대해 다시 한번 생각하고 탈북민에 대한 차별과 편견을 고치는 계기가 되기를 바란다”고 말했습니다.
"Koreans are born with freedom, but North Korean defectors risk their lives to come to South Korea," he said. "I hope that this anniversary will serve as an opportunity for Koreans to think about freedom once again and correct discrimination and prejudice against North Korean defectors."

[녹취: 박 씨] “저도 이제 한국에서 살다가 미국으로 이민 왔잖아요. 그 이유 중 하나도 이제 한국에서 차별도 많이 받고 그러다가 이제 (기념일 제정을 통해) 이렇게 인정을 받는다는 거에 감사하고. (중략) 또 이날을 통해서 한국분들도 탈북자들에 대해서 좀 더 많이 관심을 가지고∙∙∙.”
[Recording: Park] "I immigrated to the U.S. after living in Korea. One of the reasons is that I was discriminated against a lot in Korea and now I am grateful that it is recognized this way (through the enactment of the anniversary). (Omitted) Through this day, Koreans will also be more interested in North Korean defectors."

박 씨는 또 기념일 제정이 탈북민뿐 아니라 북한 주민들에게도 자유에 대한 희망을 줄 것이라고 말했습니다.
Park also said the anniversary will give hope for freedom not only to North Korean defectors but also to North Koreans.

북한에서는 김 씨 일가나 조선노동당 관련 기념일만 있는 반면 한국에서는 탈북민을 기념하는 날도 있다는 사실이 북한 주민들에겐 한국 사회가 얼마나 좋은 사회인지를 보여주는 단적인 예가 될 수 있다는 겁니다.
The fact that there are only anniversaries related to the Kim family and the Workers' Party of Korea in North Korea, while there are also days to celebrate North Korean defectors in South Korea can be a good example of how good South Korean society is for North Koreans.

[녹취: 박 씨] “북한에서 탈북자들이 한국에 가면 진짜 차별도 많이 당하고 엄청 살기 힘들다고 세뇌를 많이 한다고 들었어요. (중략) 그런데 이제 정작 한국 사회에서는 탈북자들을 이렇게 받아주고, 그들을 인정해 주는 거잖아요.”
[Recording: Park] "I heard that North Korean defectors are discriminated against a lot in South Korea and brainwashed a lot, saying it's really hard to live there. (Omitted) But now, South Korean society is accepting North Korean defectors like this and recognizing them."

영국에서 북한 인권 활동을 벌이고 있는 ‘징검다리’의 박지현 공동대표는 이날 VOA와의 전화 통화에서 “북한이탈주민의 날이 홀로코스트 추모일처럼 북한 김 씨 정권 하에서 무고하게 죽어간 북한 주민을 기리는 날로 기억이 됐으면 좋겠다”고 말했습니다.
Park Ji-hyun, co-chairman of the 'Jinggeom Bridge', which is engaged in human rights activities in the UK, told VOA in a phone call that "I hope that North Korean Defectors' Day will be remembered as a day to honor North Koreans who died innocent under the Kim regime like the Holocaust Memorial Day."

홀로코스트 추모일은 1월 27일로 나치 독일이 2차 세계대전 중 행한 유대인 대학살을 추모하는 날입니다.
Holocaust Remembrance Day is Jan. 27 in memory of the Holocaust committed by Nazi Germany during World War II.

[녹취: 박 대표] “홀로코스트 기념일이 있잖아요. 1월 27일. 전 세계인들이 홀로코스트에서 죽어간 무고한 시민들을 기억하는 날이었는데. 7월 14일, 이날이 한국에 도착한 탈북민들만을 위해서가 아니라 훗날 북한에서 김정은 정권 하에 또 김씨 가족의 정권 하에 무고하게 죽어간 북한 주민들을 기리는 그런 날로도 앞으로 기억이 되었으면 좋겠다는 생각을 했기 때문에∙∙∙.”
"There is the anniversary of the Holocaust. January 27th was the day when people all over the world remembered the innocent civilians who died in the Holocaust. I hoped that July 14th will be remembered not only for the North Korean defectors who arrived in South Korea, but also for the future memory of the North Koreans who died innocent under the Kim Jong Un regime."

한국 통일부는 탈북 과정에서 희생된 북한이탈주민을 추모할 수 있는 기념비와 기념공원 등도 조성할 계획입니다.
The South Korean Ministry of Unification also plans to create a memorial and a memorial park to commemorate North Korean defectors who died during the defection process.

박 대표는 “기념일 제정 등을 통해 한국을 비롯한 해외 여러 곳에서 북한 주민을 잊지 않고 기억하기 위해 노력하고 있고, 특히 한국 정부가 많은 노력을 하고 있다는 메시지들이 북한 주민들에게 전달돼 희망이 됐으면 좋겠다”고 말했습니다.
Representative Park said, "Through the establishment of anniversaries, we are making efforts to remember North Koreans in various places, including South Korea, and I hope that messages will be delivered to North Koreans that the South Korean government is making great efforts."

박 대표는 7월 14일은 1789년 프랑스 시민들이 정치범 수용소인 바스티유 감옥을 습격하면서 프랑스 혁명이 시작한 날이라는 점도 상기시켰습니다.
Park also reminded us that July 14 was the day the French Revolution began in 1789, when French citizens stormed the Bastille prison, a prison camp for political prisoners.

박 대표는 “우리 탈북민들은 프랑스 혁명처럼 무장 혁명을 하지는 않았지만, 비폭력 투쟁으로 북한 정권을 탈출한 사람들”이라며 “앞서 북한을 탈출한 우리가 북한 주민들의 노예 해방을 돕는다는 의미도 있을 것”이라고 말했습니다.
"Our North Korean defectors did not have an armed revolution like the French Revolution, but they escaped the North Korean regime through non-violent struggles," CEO Park said. "It will also mean that we, who escaped North Korea earlier, help North Koreans liberate their slaves."

글로벌 피스 파운데이션의 이현승 연구원은 이날 VOA와의 전화 통화에서 “한국 정부가 북한 주민들을 위해 이런 기념일을 제정한다는 사실만으로도 큰 의미가 있다”면서 “보통 북한은 지도자와 당 관련해서만 기념일을 지정하는데 주민들을 위해 이런 날을 만들었다는 사실이 알려지면 감명을 받는 사람들이 많을 것”이라고 말했습니다.
Lee Hyun-seung, a researcher at the Global Peace Foundation, told VOA on the phone that "the fact that the South Korean government establishes such an anniversary for North Koreans means a lot," adding, "Usually, North Korea only designates an anniversary related to the leader and the party, and many people will be impressed when it is known that they created such a day for the people."

이 연구원은 다만 ‘북한이탈주민의 날’이란 명칭에 대한 아쉬움도 나타냈습니다.
Researcher Lee, however, expressed regret over the name 'North Korean Defectors' Day'.

[녹취: 이 연구원] “단순히 북한 이탈주민의 날이라고 하면 제가 볼 때는 좀 부적격하다고 판단이 되고. 오히려 ‘북한 인권 증진의 날’이라든지, 또 ‘북한 주민의 날’이라든지 굳이 ‘이탈’자를 붙이지 말고 북한에서 오신 분들, 또 북한에 아직까지 남아 계신 분들을 위한, 말하자면 (고향에 대한) 추억을 좀 가져볼 수도 있고, 또 남아있는 가족들에 대한 생각을 할 수도 있고, 이런 시간을 가지는 날로 정해주면 좋겠습니다.”
[Recording: Researcher Lee] "Simply speaking of North Korean defector day, I think it's a bit inappropriate. Rather, instead of adding a letter such as 'Day of Promotion of Human Rights' or 'Day of the North Korean People' or 'Day of the North Korean People' or 'Departure', for those who came from North Korea and those who are still in North Korea, I would like you to make some memories (about your hometown) or think about your remaining family members. I hope you can set it as a day to have this kind of time."

이 연구원은 “굳이 ‘이탈주민’이라고 한정할 것이 아니라 지금도 여전히 북한에서 김정은 정권의 인권 유린에 시달리는 북한 주민을 아우를 수 있도록 ‘북한인권증진의 날’ 같은 명칭이 더 적합하다”고 주장했습니다.
Researcher Lee claimed, "It is more appropriate to use a name such as 'North Korean Human Rights Promotion Day' so that it can cover North Koreans who are still suffering from human rights abuses by the Kim Jong-un regime in North Korea."
