미셸 테일러 유엔 인권이사회 주재 미국 대사가 유엔 북한인권조사위원회(COI) 최종 보고서 발간 10주년을 맞아 북한 인권 문제에 대한 지속적인 관심을 촉구했습니다.
Michelle Taylor, the U.S. ambassador to the U.N. Human Rights Council, has called for continued interest in North Korean human rights issues on the 10th anniversary of the publication of the final report of the U.N. Commission of Inquiry on North Korean Human Rights.

테일러 대사는 20일 사회연결망 서비스 ‘X’ (구 트위터)에 올린 글에서 “유엔 COI가 북한의 인권 침해와 학대가 반인도적 범죄에 해당한다고 결론 내린 이후 지난 10년 동안 북한의 인권 상황은 개선되지 않았다”고 지적했습니다.
"The human rights situation in North Korea has not improved over the past decade since the U.N. COI concluded that human rights violations and abuse in North Korea are crimes against humanity," Taylor said in a post on the social network service "X" (formerly Twitter) on the 20th.

테일러 대사는 린다 토머스-그린필드 유엔 주재 미국대사가 17일 COI 보고서 발간 10주년을 맞아 ‘X’에 올린 글을 ‘리트윗’하며 이 같은 입장을 나타냈습니다.
Ambassador Taylor expressed this position by "retweeting" a post posted on "X" by U.S. Ambassador to the United Nations Linda Thomas-Greenfield on the 17th to mark the 10th anniversary of the publication of the COI report.

그러면서 “유엔 인권이사회가 계속 북한을 집중 조명하는 것이 여전히 필수적”이라고 강조했습니다.

앞서 토머스-그린필드 대사는 자신의 ‘ X ‘ 계정에서 “유엔 안보리는 북한의 불법적인 대량살상무기 및 탄도미사일 프로그램과 불가분의 관계에 있는 북한의 인권 침해와 학대 문제를 반드시 다뤄야 한다”고 말했습니다.
Earlier, Ambassador Thomas-Greenfield said in his "X" account that the UN Security Council must address human rights violations and abuses in North Korea, which are inextricably linked to the country's illegal weapons of mass destruction and ballistic missile programs.

이어 “올해도 미국은 이 국제 평화와 안보의 문제가 안보리 의제에 포함되도록 계속 노력할 것”이라고 밝혔습니다.
"This year, the United States will continue to work to ensure that this issue of international peace and security is included on the Security Council agenda," he continued.

미 국무부는 지난 17일 COI 보고서 발간 10주년을 기념해 발표한 언론 성명에서 “우리는 북한이 2014년 유엔 COI의 권고사항을 이행하고 인권을 존중하기 위한 개혁 절차에 착수할 것을 촉구한다”고 밝힌 바 있습니다.
"We urge North Korea to implement the recommendations of the 2014 UN COI and begin reform procedures to respect human rights," the U.S. State Department said in a media statement on the 17th to commemorate the 10th anniversary of the publication of the COI report.

2014년 2월 17일 발표된 COI 보고서는 북한에서 조직적이고 광범위하며 심각한 인권 침해가 자행돼 왔고 여전히 진행 중이라고 지적했습니다.
The COI report, released on February 17, 2014, pointed out that systematic, widespread and serious human rights violations have been committed in North Korea and are still ongoing.

특히 북한 내 ‘반인도범죄’ 책임자들에게 책임을 물어야 한다며, 이를 위해 안보리가 북한 상황을 국제형사재판소(ICC)에 회부하거나 특별재판소를 설립하는 방안을 검토할 것을 권고했습니다.
In particular, he said those responsible for "humanitarian crimes" in North Korea should be held accountable, and recommended that the Security Council consider referring the North Korean situation to the International Criminal Court (ICC) or establishing a special court.
