북한 "일본이 과거 얽매이지 않으면 만나지 못할 이유 없어" > 사회

북한은 최근 기시다 후미오 일본 총리가 정상회담을 위한 고위급 협의 의사를 밝힌 것에 관해 만나지 못할 이유가 없다면서도 납북자 문제 등에 대한 일본의 입장 변화가 선행돼야 한다고 29일 밝혔습니다.
North Korea said on the 29th that there is no reason not to meet Japanese Prime Minister Fumio Kishida's recent expression of high-level consultations for the summit, but that Japan's position on the abduction issue should be changed first.

박상길 북한 외무성 부상은 이날 담화에서 “일본이 과거에 얽매이지 않고 변화된 국제적 흐름과 시대에 걸맞게 서로를 있는 그대로 인정하는 대국적 자세에서 새로운 결단을 내리고 관계 개선의 출로를 모색하려 한다면 조일(북한·일본) 두 나라가 서로 만나지 못할 이유가 없다는 것이 공화국 정부의 입장"이라고 밝혔습니다.
North Korea's Vice Foreign Minister Park Sang-gil said in a statement, "If Japan tries to make a new decision and find a way to improve relations with Japan, there is no reason why the two countries cannot meet each other."

박 부상은 일본이 전제조건 없는 정상회담을 말하면서도 자국민 납치 문제와 북한의 자위권을 놓고 '문제 해결' 운운한다면서, "선행한 정권들의 방식을 가지고 실현 불가능한 욕망을 해결해보려고 시도해보는 것이라면 오산이고 괜한 시간 낭비"라고 주장했습니다.
While talking about a summit without preconditions, Vice Minister Park said that Japan is "resolving the problem" over the abduction of its citizens and North Korea's right to self-defense.

북한의 이런 주장은 납북자 문제에 대한 일본의 입장 변화와 자국의 자위권 문제 해결을 양국 관계 개선의 전제조건으로 제시한 것이라고 일본 NHK 방송은 분석했습니다.
Japan's NHK analyzed that North Korea's claim suggests Japan's change in its position on the issue of abductees and the resolution of its self-defense rights as prerequisites for improving bilateral relations.

이에 앞서 기시다 후미오 일본 총리는 지난 27일 일본인 납북자 송환을 위해 전제조건 없는 고위급 회담을 개시할 준비가 되어 있다며 정상회담 실현을 위한 협의를 북한 측에 제안했습니다.
Earlier on the 27th, Japanese Prime Minister Fumio Kishida proposed consultations to North Korea to realize the summit, saying he was ready to start high-level talks without preconditions to repatriate Japanese abductees.

일본 정부는 1970~80년대에 납북된 일본인 17명 중 2002년 돌아온 5명을 제외한 12명이 아직 북한에 있다는 입장이며, 북한은 이들 가운데 8명은 사망했고 나머지 4명은 북한에 아예 입국하지 않았다고 주장하고 있습니다.
The Japanese government says 12 of the 17 Japanese abductees in the 1970s and 1980s are still in North Korea, except for five who returned in 2002, and North Korea claims that eight of them died and the other four did not enter the country at all.
