탈북민들 “터너 특사 지명자 탈북민들과 각별한 인연…임무 잘 수행할 것” > 사회

줄리 터너 국무부 북한인권특사 지명자는 오랜 기간 탈북민들과 끈끈한 유대관계를 맺어 왔습니다. 탈북민들은 터너 지명자와의 각별한 인연을 소개하며 그를 미국 정부에서 북한 주민을 가장 잘 아는 친구이자 진정성을 가진 전문가로 평가했습니다. 김영권 기자가 보도합니다.
Julie Turner, the State Department's special envoy for North Korean human rights, has long had strong ties with North Korean defectors. North Korean defectors introduced their special relationship with Turner and evaluated him as the best friend and sincere expert in the U.S. government. Reporter Kim Young-kwon reports.

미국 국무부가 과거 제작한 ‘인권 영웅들’ 동영상에는 다른 나라 사람과 비교해 이례적으로 많은 탈북민이 등장합니다.

국무부에서 용기 있는 국제 여성상을 받았던 이애란 박사, 지성호 국회의원, 지현아 작가, 대북 정보 유입 활동을 하는 박상학 박정호 형제, 이현서 씨, 미국에 난민으로 입국해 사는 찰스 류 씨도 보입니다.

All of these are videos of Julie Turner, the new special envoy for North Korean human rights, who was in charge of the East Asia-Pacific region at the State Department's Democratic, Human Rights, and Labor Bureau, taking the lead and participating in the production.

터너 지명자는 탈북민들이 워싱턴을 찾을 때마다 자주 국무부 방문을 주선했고, 트럼프 행정부 시기 백악관 국가안보회의(NSC) 동남아 국장으로 근무할 때는 탈북민들의 백악관 방문도 적극 주도했습니다.
Turner often arranged visits to the State Department whenever North Korean defectors visited Washington, and actively led North Korean defectors to the White House when he served as the director of the National Security Council (NSC) Southeast Asia during the Trump administration.

지난 2019년 한 해에만 적어도 7차례 수십 명에 달하는 탈북민들이 이례적으로 백악관을 방문할 수 있었던 것도 터너 지명자가 백악관에 있었기 때문이라고 미 정부 관계자들과 탈북민들은 말합니다.
U.S. government officials and North Korean defectors say that dozens of North Korean defectors were able to visit the White House at least seven times in 2019 alone because Turner was at the White House.

탈북민들은 당시 VOA에 한국 청와대 문턱도 가 보지 못한 자신들을 백악관으로 초청해 준 터너 지명자와 동료들에게 사의를 전하기도 했었습니다.
At that time, North Korean defectors thanked VOA for inviting them to the White House, who had never been to the South Korean Blue House.

탈북민 출신 한국 국회 국민의힘 소속 지성호 의원은 25일 VOA와의 전화 통화에서 “바이든 대통령이 미국 정부에서 북한 주민들을 제일 잘 아는 탈북민들의 친구를 북한인권특사로 지명했다”며 최고의 인사라고 말했습니다.
Ji Sung-ho, a former North Korean defector-turned-member of the Korean National Assembly, said in a telephone interview with VOA on the 25th, "President Biden has nominated a friend of North Korean defectors who know the North Korean people best."

[녹취: 지성호 의원] “실질적으로 일할 사람을 정말 잘 지명했다고 생각합니다. 북한인권에서 가장 중요한 것은 피해자들의 목소리에 대해 얼마만큼 알고 있냐는 것이 중요합니다. 터너 지명자처럼 이 분야에서 많은 탈북민을 아는 분을 저는 국무부에서 보지 못했습니다. 그 누구보다 북한의 현실, 북한 피해자들의 눈물에 대해서 잘 아는 분입니다. 정말 바이든 정부가 큰일을 했다고 생각합니다.”
[Recording: Rep. Ji Sung-ho] "I think I've nominated a really good person to actually work." The most important thing in North Korean human rights is how much you know about the voices of the victims. I haven't seen anyone in the State Department who knows many North Korean defectors in this field like Turner. He knows more about the reality of North Korea and the tears of North Korean victims than anyone else. I really think the Biden administration did a great job."

지 의원은 또 과거 민간단체 나우(NAUH) 대표를 지낼 때 탈북민 구출과 관련해 터너 지명자로부터 많은 도움을 받았다고 회고했습니다.
Rep. Ji also recalled that he received a lot of help from Turner in the rescue of North Korean defectors when he was a representative of the private organization NAUH in the past.

특히 외교 문제 때문에 구체적으로 언급하기 힘들지만, 터너 지명자가 백악관에 근무할 때 중국 내 탈북민들이 대거 감옥에서 풀려날 수 있도록 조용하지만 적극적인 지원을 제공했다고 설명했습니다.
It's hard to elaborate, especially because of foreign affairs, but Turner explained that while working at the White House, he provided quiet but active support to help a large number of North Korean defectors in China be released from prison.

[녹취: 지성호 의원] “말씀을 다 드릴 수 없지만 저를 많이 도와주셨습니다. 공적인 것을 떠나서 정말 어떡하든 도우려고 하는 진심이 많은 분이어서 좋은 추억이 많습니다. 특히 중국 내 탈북민들이 북송 위기에 있을 때 200여 명이 풀려난 적이 있습니다. 그때 제가 백악관을 찾아 가서 도움 요청을 했고 그때 여러 관계자가 진심으로 도와줬지만 그곳에서 북한인권 문제, 또 탈북자가 북송되면 북한에서 어떤 처우를 받는지를 가장 잘 아는 줄리 터너 같은 분이 있어서…”
[Recording: Rep. Ji Sung-ho] "I can't tell you everything, but you helped me a lot." I have a lot of good memories because he's a sincere person who tries to help regardless of public things. In particular, more than 200 North Korean defectors in China were released when they were on the verge of being repatriated to the North. At that time, I went to the White House to ask for help, and many officials sincerely helped me, but there was someone like Julie Turner who knew best about North Korean human rights issues and how North Korean defectors were treated in North Korea if they were sent to the North.”

지난 10년 동안 해마다 1~2차례 이상 국무부를 방문해 터너 지명자를 만난 정광일 ‘노체인’ 한국 지부장은 “터너 지명자 없이 힘이 없는 탈북민들이 미국 정부와 대화하고 뭔가를 요청하는 것은 거의 불가능할 정도로 큰 힘을 주는 분”이라고 말했습니다.
"It is almost impossible for North Korean defectors without Turner to talk to the U.S. government and ask for something," said Chung Kwang-il, head of the Korean branch of No Chain, who visited the State Department more than once or twice a year over the past decade.

[녹취: 정광일 지부장] “줄리 지명자 만큼 국무부에서 북한 내부 사정에 대해 아는 사람이 없습니다. 정보 유입에 대해서도 줄리가 가장 잘 알고 있습니다. 특히 정치범수용소 문제에 대해서도 줄리 지명자가 가장 관심이 많아서 특사가 되면 아주 훌륭하게 일할 것 같습니다.”
[Recording: Jung Kwang-il, branch manager] "No one in the State Department knows as much about the internal situation in North Korea as Julie's nominee." Julie also knows best about the influx of information. In particular, Julie is most interested in the issue of political prison camps, so I think she will work very well if she becomes a special envoy."

정 지부장은 특히 지난 2016년 서맨사 파워 당시 유엔 주재 미국대사가 서울에 있는 자신의 집을 직접 방문한 것을 비롯해 북한인권 관련 파격 행보를 보인 것은 모두 터너 지명자가 기획한 것이라고 설명했습니다.
In particular, Jeong explained that Turner planned all the extraordinary moves related to human rights in North Korea, including the visit of Samantha Power, the then U.S. ambassador to the United Nations, to his home in Seoul in 2016.

그러면서 서울을 방문할 때마다 탈북민들을 만나 밤늦게까지 그들의 이야기를 듣는 터너 지명자를 볼 때마다 진정성이 느껴졌다고 말했습니다.
He said he felt sincerity whenever he visited Seoul and saw Turner, who met North Korean defectors and listened to them until late at night.

[녹취: 정광일 지부장] “사실 시차도 적응이 안 돼 힘들 텐데 심지어 밤 12시 까지 탈북자들을 만나 인터뷰한 적도 있어요. 허물없이 대하고 그런 사람들의 아픔을 진심으로 들어주고. 그럴 때 엄청 감동받았죠. 브뤼셀에서 행사할 때도 줄리 지명자가 EU에 함께 와서 16개 나라 대사들에게 정보 유입의 중요성에 대해 얘기하고 북한인권의 심각성에 대해서도 말할 때 줄리가 같이 이야기했었습니다.”
[Recording: Jung Kwang-il, head of the branch] "In fact, the time difference must be difficult, but I even met and interviewed North Korean defectors until midnight." You treat them without any hesitation and listen to their pain sincerely. I was really touched. When Julie came to the EU to talk to ambassadors from 16 countries about the importance of information inflow and the seriousness of human rights in North Korea, Julie also talked about it."

북한 주민들에게 전단을 통해 외부 정보를 보내는 활동을 하는 박상학 자유북한운동연합 대표는 자신이 탄압받을 때 터너 지명자로부터 많은 도움을 받았다며 그의 지명을 반겼습니다.
Park Sang-hak, head of the Free North Korean Movement Union, who sends outside information to North Koreans through leaflets, welcomed his nomination, saying he received a lot of help from Turner when he was oppressed.

[박상학 대표] “줄리 특사 지명자와 알고 지낸 지 15년 되고 십 수번 이나 만났습니다. 특히 2021년 제가 가장 어려울 때 만나 많은 도움을 받았습니다, 미 국무부에서 줄리 지명자 만큼 북한을 잘 알고 탈북자들을 많이 만나고 북한인권 문제의 심각성에 대해 아시는 분은 없을 것입니다.”
[CEO Park Sang-hak] "I've known special envoy nominee Julie for 15 years and met him dozens of times." In particular, in 2021, I met and received a lot of help when I was in the most difficult time, and no one at the U.S. State Department knows North Korea as well as Julie, meets many North Korean defectors, and knows the seriousness of the North Korean human rights issue."

박 대표는 특히 한국의 전임 문재인 정부 때 대북 전단 살포 문제로 자신이 감옥에 갈 위기에 처했을 때 터너 지명자가 서울의 미국대사관을 통해 구속이 온당하지 않다는 메시지를 지속적으로 보냈다는 얘기도 들었다고 말했습니다. 그러면서 북한 주민들은 물론 개인적으로도 터너 지명자에게 감사한 일이 많다며 그가 특사 임무를 잘 이행하도록 적극 응원할 것이라고 밝혔습니다.
Park said she also heard that Turner continued to send a message through the U.S. Embassy in Seoul that arrest was not fair, especially when she was on the verge of going to jail for sending leaflets to North Korea during South Korea's former Moon Jae Inn government. He also said he would actively support Turner to fulfill his mission as a special envoy, saying that he has many things to thank him personally as well as North Koreans.

지난 2017년 터너 지명자의 사회로 제작한 ‘인권 영웅들’에 출연했던 지현아 작가는 터너 지명자의 주선으로 국무부를 방문할 때마다 북한인권에 대한 그의 해결 의지에 감동한다고 말했습니다.
Ji Hyun-ah, who appeared in Turner's 2017 "Heroes of Human Rights," said she was moved by his willingness to resolve North Korean human rights whenever he visited the State Department under Turner's leadership.

[녹취: 지현아 작가] “그때 줄리 터너의 북한인권에 대한 해결 의지가 굉장히 강했던 것 같습니다. 특히 2018년 미 국무부가 주최한 종교자유 관련 장관급 회의에 갔을 때 터너 지명자의 사무실에 걸린 한글 모음과 자음 표지판을 보고 놀랐었습니다. 북한인권을 위해서 한국어를 더 배우려고 하는 모습이 저에게는 큰 감동이었습니다.”
[Recording: Ji Hyun-ah, writer] "I think Julie Turner was very willing to solve North Korean human rights at that time. In particular, when I went to a ministerial meeting on religious freedom hosted by the U.S. State Department in 2018, I was surprised to see Korean vowels and consonants signs hung in Turner's office. It was very moving for me to learn more Korean for human rights in North Korea."

지 작가는 터너 지명자의 상원 인준이 완료되면 먼저 “많은 사람에게 잊힌 북한 인권문제가 다시 관심을 받도록 하고 대북 정보 유입의 중요성 훨씬 더 강조하는 것”, 그리고 중국 내 탈북 여성 보호에 적극 나서 줬으면 좋겠다고 말했습니다.
When Turner's Senate confirmation is completed, he said, "We hope that the North Korean human rights issue, which has been forgotten by many people, will be brought back to attention, and that the importance of information flow to North Korea is much more emphasized."

[녹취: 지현아 작가] “중국에 1천여 명의 탈북민이 억류돼 있는데 언제 북송될지 모릅니다. 코로나 시국에 체포돼 3년 가까이 억류된 상황인데요. 하루빨리 한국으로 올 수 있는 자유의 나라로 갈 수 있도록 문을 여는 것도 북한인권특사가 개입해야 할 일이 아닐까 생각합니다. 또 남한 국적 선교사 6명도 북한에 억류되어 있는데 이 부분도 특사로서 다뤄주시면 좋겠습니다.”
[Recording: Writer Ji Hyun-ah] "There are more than 1,000 North Korean defectors detained in China, and we don't know when they will be sent back to the North. He was arrested in the COVID-19 situation and detained for nearly three years. I think the special envoy for North Korean human rights should intervene to open the door to a free country that can come to South Korea as soon as possible. In addition, six South Korean missionaries are also detained in North Korea, so I would like you to deal with this as a special envoy."

지성호 의원은 터너 지명자가 무엇보다 피해자들의 목소리에 귀를 기울이며 그들에게 희망의 메시지를 지속적으로 보내길 바란다고 말했습니다.
Rep. Ji Sung-ho said he hoped Turner would listen to the victims' voices above all and continue to send them messages of hope.

[녹취: 지성호 의원] “북한 주민들이 바라는 것은 지금도 얼어 죽고 굶어 죽기도 하는데, 우리 이야기를 누군가가 좀 해줬으면, 대신해주는 사람이 있었으면 좋겠다는 바람이 있습니다. 과거 (북한에 있을 때) 저도 그랬습니다. 그래서 북한 정권에 주민들의 알 권리, 자유 탄압에 대해 목소리를 내주셔야 합니다. 피해자의 목소리에 항상 관심을 두고 피해자의 목소리에 대해 얘기해야 합니다. 우리가 결코 당신들의 고통에 대해 손을 놓고 있는 게 아니라 함께 하고 있다는 메시지를 끊임없이 보내 북한 주민들이 좀 더 희망을 품도록 해줬으면 좋겠습니다.”
[Recording: Rep. Ji Sung-ho] "What North Koreans want is that they still freeze to death and starve to death, and I hope that someone will tell us our story and someone will replace us." In the past (when I was in North Korea) I did the same. Therefore, you should speak out to the North Korean regime about the suppression of the people's right to know and freedom. Always pay attention to the victim's voice and talk about the victim's voice. I hope you will constantly send messages that we are together, not letting go of your pain, so that the North Koreans can have more hope."
