The State Department urged the Senate to approve the appointment of Julie Turner, the special envoy for North Korean human rights, saying it reflects the priorities the Biden administration places on North Korean human rights issues. He also stressed that he will continue to hold the North Korean government accountable for its terrible human rights record. Reporter Cho Eun-jung reports.

State Department spokesman Ned Price said at a regular briefing on the 24th that Julie Turner, the nominee for special envoy for North Korean human rights, is a person familiar with North Korean human rights issues.

The White House said on the previous day that President Joe Biden nominated Julie Turner, East Asia-Pacific, the State Department's Department of Democracy, Human Rights and Labor, as ambassador-level special envoy for North Korean human rights.

프라이스 대변인은 터너 지명자가 국무부와 백악관 국가안보회의에서 20년 가까이 북한 인권과 역내 문제를 다뤘다고 밝혔습니다.
Mr. Price says Mr. Turner has dealt with North Korean human rights and regional issues for nearly two decades at the State Department and White House national security meetings.

터너 지명자만큼 북한 인권 문제와 관련해 깊이 있는 지식과 경험을 쌓고 관계를 구축한 사람이 많지 않다는 것입니다.
There are not as many people who have gained in-depth knowledge and experience in relation to North Korean human rights issues as Turner.

At the same time, he reiterated the importance of the Biden administration on human rights issues.

He said the position had been vacant for six years, including four years in the last administration, but the Secretary of State and other State Department levels actively dealt with North Korean human rights issues.

다자기구에서 결의안을 발의하고 인권 유린을 담은 연례 보고서를 발표하며 대북정보 유입과 내부 정보 유출을 지원했다는 것입니다.
Multilateral organizations have proposed resolutions, issued annual reports on human rights abuses, and supported the inflow of information into North Korea and the leakage of internal information.

프라이스 대변인은 “북한인권특사 부재에도 우리는 이 문제에 집중했었다”라며 “줄리 터너를 북한인권특사로 지명한 것은 북한의 비참한 인권 상황을 해결하는 데 우리가 우선순위를 두고 있다는 점을 반영한다”고 말했습니다.
"Despite the absence of a special envoy for human rights in North Korea, we focused on the issue," Price said. "The appointment of Julie Turner as special envoy for human rights in North Korea reflects our priority in resolving the dire human rights situation in North Korea."

국무부에서 인턴으로 공직 생활을 시작한 터너 지명자는 미국 서부 페퍼다인대학을 나왔고 동부 메릴랜드대학 칼리지 파크 캠퍼스에서 석사 학위를 취득했습니다.
Turner, who began his public career as an intern at the State Department, graduated from Pepperdine University in the western United States and earned a master's degree at the University of Maryland College Park campus in the eastern part of the country.

The White House sent a confirmation request to the Senate for Turner.

국무부 북한인권특사는 2004년 제정된 ‘북한인권법’에 따라 신설된 직책입니다.
The State Department's special envoy for North Korean human rights was established in accordance with the North Korean Human Rights Act enacted in 2004.

이 자리에는 2005년 8월 선임된 제이 레프코위츠 초대 북한인권특사에 이어 로버트 킹 전 특사가 2009년부터 2017년 까지 7년여 간 재임했습니다.
Former special envoy Robert King served for seven years from 2009 to 2017, following the first special envoy for North Korean human rights Jay Lefkowitz, who was appointed in August 2005.

하지만 트럼프 행정부 출범 이후 약 6년 간 공석이 이어졌고, 미 정치권과 인권 관련 단체 등은 미 행정부에 북한인권특사를 조속히 임명할 것을 촉구해왔습니다.
However, the vacancy has continued for about six years since the Trump administration took office, and U.S. politicians and human rights groups have urged the U.S. administration to appoint a special envoy for North Korean human rights as soon as possible.

한편 프라이스 대변인은 성 김 국무부 대북특별대표가 인도네시아 대사를 겸임하고 있는데 대한 논평 요청에 북한과 실질적인 외교가 진행돼야 이 문제를 전담하는 특별대표를 둘 것이라고 설명했습니다.
In response to a request for comment on the State Department's special representative for North Korea Sung Kim concurrently serves as Indonesia's ambassador, Price explained that he will have a special representative in charge of the issue only when practical diplomacy with North Korea proceeds.

[녹취: 프라이스 대변인] “So it may be a different story where their active diplomacy ongoing with the DPRK, where their active dialogue ongoing. In the absence of that, Sung Kim has been very focused on working with our Japanese allies, on our South Korean allies other allies in the Indo-Pacific other allies and partners around the world that is a significant amount of work. And if we are to arrive at a position where it does make sense to have an individual singularly focused as special envoy for the DPRK, we can cross that bridge.”
