미 국무부, 북한 수입차 행렬에 “모든 제재 위반 보도 심각하게 인식” > 정치

북한에서 또다시 고급 수입 차량들이 포착된 데 대해 미국 국무부가 운송 수단의 대북 반입을 금지한 유엔 결의를 상기시켰습니다. 북한의 지속적인 제재 위반을 지적하며 미국 정부의 억제 노력과 의지도 강조했습니다. 조상진 기자가 보도합니다.
The detection of luxury imported vehicles in North Korea again reminded the U.S. State Department of a U.N. resolution banning transportation to North Korea. Pointing out the North's continued violation of sanctions, it also stressed the U.S. government's efforts and will to curb them. Reporter Cho Sang-jin reports.

국무부는 북한 김정은 위원장의 지방 순찰에 다수의 고급 수입 차량이 동원된 데 대해 “유엔 안보리 결의는 모든 유엔 회원국이 북한에 운송 수단, 특히 고급 자동차를 공급하는 것을 금지하고 있다”고 지적했습니다.
Regarding the mobilization of a number of luxury imported vehicles for North Korean leader Kim Jong-un's patrol in the province, the State Department said, "The U.N. Security Council resolution prohibits all U.N. member states from supplying transportation, especially luxury cars, to North Korea."

국무부 대변인은 4일 VOA의 관련 질의에 유엔 대북제재의 ‘운송수단 반입 금지’ 조항을 거론하면서 “우리는 유엔 제재 위반에 대한 모든 보도를 심각하게 받아들인다”고 말했습니다.
"We take seriously all reports of violations of U.N. sanctions," a State Department spokesperson said in VOA's related inquiries on the 4th, citing the "no transportation" clause of U.N. sanctions against North Korea.

앞서 북한 대외 관영 ‘조선중앙TV’가 최근 보도한 영상에 따르면 김 위원장은 평안남도 성천군 지방공업공장 건설 착공식에 참석하는 길에 독일 메르세데스 벤츠의 마이바흐 전용 차량을 타고 이동했습니다.
According to a video recently reported by North Korea's foreign state-run "Chosun Central TV," Chairman Kim traveled in a Maybach car of a German Mercedes Benz on his way to a groundbreaking ceremony to build a local industrial plant in Seongcheon-gun, Pyongannam-do.

바로 앞에는 전용차를 호위하기 위해 일본 도요타사의 고급 브랜드 렉서스(Lexus)의 대형 SUV 차량인 LX 모델로 추정되는 차량이 경호 차로 등장했으며, 미국 ‘포드’ 사의 승합차 ‘트랜짓(Transit)으로 추정되는 차량이 뒤따랐습니다.

사치품에 해당하는 고가 차량은 물론 모든 운송 수단은 유엔 대북제재 결의 1718호와 2094호에 따라 북한으로의 수출이나 이전이 금지돼 있습니다.
All modes of transportation, as well as expensive vehicles, which are luxury goods, are prohibited from exporting or transferring to North Korea under UN Sanctions Resolutions 1718 and 2094.

국무부는 북한의 계속되는 제재 위반과 회피를 지적하면서 미국 정부의 억제 노력과 의지를 강조했습니다.
The State Department highlighted the U.S. government's efforts and commitment to deter North Korea, pointing to its continued violations and avoidance of sanctions.

[국무부 대변인] “The DPRK continues to fund its WMD and ballistic missile programs through sanctions evasion efforts in violation of UN Security Council resolutions. The DPRK’s unlawful WMD and ballistic missile programs constitute a threat to international peace and security and the global nonproliferation regime. The United States has a vital interest in deterring DPRK aggression and protecting the American people, our deployed forces, and our allies.”

“북한은 유엔 안보리 결의를 위반하면서 제재 회피 노력을 통해 대량살상무기와 탄도미사일 프로그램에 계속 자금을 조달하고 있다”는 겁니다.
"North Korea continues to finance weapons of mass destruction and ballistic missile programs through sanctions avoidance efforts in violation of UN Security Council resolutions."

국무부 대변인은 “북한의 불법 대량살상무기와 탄도미사일 프로그램은 국제 평화와 안보, 세계 비확산 체제에 대한 위협”이라며 “미국은 북한의 공격을 억제하고 미국 국민과 파병군, 동맹국을 보호하는 데 중대한 이해관계를 갖고 있다”고 말했습니다.
"North Korea's illegal weapons of mass destruction and ballistic missile programs are a threat to international peace, security and the world's nonproliferation regime," a State Department spokesman said. "The United States has a significant interest in deterring North Korea's attacks and protecting the American people, troops and allies."

국무부 대변인은 또 “북한이 무책임한 행동을 중단하고 유엔 안보리 결의에 따른 의무를 준수하며 진지하고 지속적인 외교에 관여해야 한다는 강력하고 통일된 메시지를 국제사회가 보내는 것이 중요하다”는 점도 강조했습니다.
The State Department spokesman also stressed that "it is important for the international community to send a strong and unified message that North Korea must stop its irresponsible actions, comply with its obligations under UN Security Council resolutions, and engage in serious and continuous diplomacy."

"UN sanctions against North Korea remain in effect, and we will continue to encourage all UN member states to implement them through UN diplomacy and diplomacy with North Korea's neighbors," he added.
