폴란드 “북한 당국과 기술 검검 임무 수행 적기 논의 중” > 정치

유럽 각국이4년 만에 북한 주재 대사관을 재가동할 움직임을 보이고 있는 가운데 폴란드도 북한 당국과 방북 일정을 조율 중이라고 밝혔습니다. 체코는 대사관 재개방을 위한 조건과 방법을 모색하고 있다고 밝혔습니다. 안소영 기자가 보도합니다.
While European countries are moving to restart their embassies in North Korea for the first time in four years, Poland also said it is coordinating the schedule with the North Korean authorities. The Czech Republic said it is looking for conditions and ways to reopen the embassy. Reporter Ahn So-young reports.

북한의 국경 봉쇄 조치로 북한 주재 대사관을 임시 폐쇄한 동유럽의 폴란드가 방북을 준비하고 있다는 입장을 밝혔습니다.
Poland in Eastern Europe, which temporarily closed its embassies in North Korea due to North Korea's border blockade, has said it is preparing to visit North Korea.

[폴란드 외무부 대변인] “At the moment we are discussing with the DPRK authorities a suitable time for both sides to conduct a technical mission in Pyongyang. According to the information of MFA Asia Pacific Department please be kindly advised that Poland, as a country diplomatic present in the DPRK before 2020, is interested in maintaining this presence.”

폴란드 외무부 대변인은 1일 ‘4년째 비워둔 주북 대사관 점검 계획이 있느냐’는 VOA의 서면 질의에 “현재 우리는 북한 당국과 평양에서 기술적 임무를 수행하기에 양측 모두에 적합한 시기에 대해 논의하고 있다”고 밝혔습니다.
"We are currently discussing with the North Korean authorities about the right time for both sides to carry out technical missions in Pyongyang," a spokesperson for Poland's foreign ministry said on the 1st when asked by VOA whether there are plans to inspect the embassy in North Korea that have been vacant for four years.

그러면서 “폴란드는 2020년 이전 북한에 외교적으로 주재한 국가로서 이 같은 주재국 상태를 유지하는 데 관심이 있다”고 덧붙였습니다.
"Poland is a country that diplomatically presided over North Korea before 2020 and is interested in maintaining such a host state," he added.

1948년 외교관계를 수립한 폴란드와 북한은 1950년 양국에 각각 대사관을 개설했습니다.
Poland and North Korea, which established diplomatic relations in 1948, opened embassies in both countries in 1950.

하지만 폴란드는 북한이 지난 2020년 1월 말부터 신종 코로나 방역을 이유로 국경을 봉쇄하자 평양 주재 공관의 문을 일시적으로 닫고 외교관과 직원들을 철수한 바 있습니다.
However, Poland temporarily closed its diplomatic missions in Pyongyang and withdrew diplomats and staff after North Korea blocked its borders in late January 2020 due to the novel coronavirus quarantine.

한편 주북 대사관 운영을 중단한 체코는 1일 “현재 상황을 계속 모니터링하고 있고 대사관 재개방을 위한 조건과 방법을 모색하고 있다”고 밝혔습니다.
Meanwhile, the Czech Republic, which suspended the operation of the embassy in North Korea, said on the 1st that it was "continuing to monitor the current situation and seeking conditions and methods for reopening the embassy."

체코 외무부 대변인은 자국 외교관의 평양 복귀와 관련한 VOA 질의에 이같이 답하면서 “다른 파트너들과 협력하고 있다”고 덧붙였습니다.
"We are working with other partners," a spokesperson for the Czech Foreign Ministry said in response to VOA inquiries regarding the return of its diplomats to Pyongyang.

[체코 외무부 대변인] “Czechia has closed-as other countries- its Embassy in Pyongyang in 2020. The closure has always been considered as a temporary one due to COVID pandemic and conditions on the ground. At the moment, Czechia keeps monitoring the developments and is exploring conditions and ways of re-opening the Embassy. We are coordinating with other partners.”

체코 외무부 대변인은 “체코는 다른 국가들과 마찬가지로 2020년 평양 주재 대사관을 폐쇄했다”며 “이는 신종 코로나 팬데믹과 현지 상황에 따른 일시적인 조치로 여겨져 왔다”고 설명했습니다.
"The Czech Republic, like other countries, closed its embassy in Pyongyang in 2020," a spokesperson for the Czech Foreign Ministry said. "This has been considered a temporary measure due to the novel coronavirus pandemic and local conditions."

앞서 지난달 26일 북한의 국경 봉쇄 이후 서방 국가 외교관으로는 처음으로 독일 외무부 대표단이 북한에 들어갔습니다.
Earlier on the 26th of last month, a delegation from the German foreign ministry entered North Korea for the first time as a Western diplomat since North Korea blocked its borders.

독일 외무부는 지난달 27일 VOA에 “대표단은 신종 코로나(COVID-19) 팬데믹으로 2020년 3월 임시 폐쇄된 독일 대사관 건물을 며칠간 점검할 예정”이라고 밝혔습니다.
"The delegation will inspect the German embassy building, which was temporarily closed in March 2020 due to the novel coronavirus (COVID-19) pandemic, for several days," Germany's foreign ministry told VOA on the 27th of last month.

지난달 28일에는 스위스 외무부가 현재 북한 당국과 기술적 점검을 위한 평양 방문에 대해 논의하고 있다고 VOA에 밝혔습니다.
On the 28th of last month, the Swiss Foreign Ministry told VOA that it is currently discussing a visit to Pyongyang for technical checks with North Korean authorities.

1997년부터 평양에 개발협력청 상주사무소를 두고 식량 지원과 자연재해 방지 등 대북 지원 사업을 벌여 온 스위스는 북한의 국경 봉쇄로 지난 2020년 3월부터 북한 내 활동을 잠정 중단했었습니다.
Switzerland, which has established a resident office of the Development Cooperation Agency in Pyongyang since 1997 to support North Korea, has temporarily suspended its activities in North Korea since March 2020 due to the North's border blockade.

영국 외무부도 같은 날 VOA에 “북한과 자국 대표단의 방북 일정을 조율 중”이라고 밝히고 “일부 외교관들의 평양 복귀를 기쁘게 생각하고 국경을 다시 열려는 북한의 움직임을 환영한다”는 입장을 내놨었습니다.
On the same day, the British Foreign Ministry also told VOA that it was "coordinating the schedule of North Korea and its delegation to visit North Korea" and said, "We are happy to see some diplomats return to Pyongyang and welcome North Korea's move to reopen its borders."

이런 가운데 주북 중국대사관은 지난달29일 양야쥔 대사가 안드레아 벵트손 주북 스웨덴대사 내정자와 회담했다고 밝혔습니다.
In the midst of this, the Chinese Embassy in North Korea said Ambassador Yang Ya-jun met with Swedish Ambassador-designate Andrea Bengtsson on the 29th of last month.

중국대사관은 홈페이지에 이 같은 소식을 전하고 벵트손 대사는 왕 대사 접견에 감사를 표하고 스웨덴과 북한의 관계, 이번 방북 관련 상황, 한반도 문제 해결을 위한 스웨덴의 오랜 노력에 관해 설명했다고 전했습니다.
The Chinese Embassy said on its website that Ambassador Bengtsson thanked Wang for meeting and explained Sweden's relationship with North Korea, the situation related to the visit, and Sweden's long-standing efforts to resolve the Korean Peninsula issue.

VOA는 현재 스웨덴 외무부에 이번 벵트손 대사의 방북 결정 과정과 목적 등을 질의하고 답변을 기다리고 있습니다.
