김정은, ‘올해의 독재자’ 후보에 올라…영국 인권단체 온라인 투표 중 > 정치

영국의 인권단체가 ‘올해의 독재자’를 선정하는 온라인 투표에 김정은 북한 국무위원장을 후보로 올렸습니다. 이 단체는 자유에 관한 한 북한처럼 암울한 곳은 없다고 지적했습니다. 김영권 기자가 보도합니다.
A British human rights group has nominated North Korean leader Kim Jong-un for an online vote to select "dictator of the year." The group pointed out that there is no place as gloomy as North Korea when it comes to freedom. Reporter Kim Young-kwon reports.

전 세계 표현의 자유를 주창하는 영국의 인권단체 ‘인덱스 온 센서십’이 1일 ‘2022년 올해의 독재자는 누구인가’라는 온라인 설문조사를 시작했습니다.
The British human rights organization "Index on Sensation," which advocates freedom of expression around the world, launched an online survey on the 1st, "Who is the dictator of the year in 2022?"

후보에는 김정은 북한 국무위원장과 시진핑 중국 국가주석, 블라디미르 푸틴 러시아 대통령 등 12명이 올랐습니다.
Twelve candidates, including North Korean State Councilor Kim Jong-un, Chinese President Xi Jinping, and Russian President Vladimir Putin, were nominated.

이 단체는 홈페이지에서 이들을 후보로 선정한 이유를 설명하며 올해 ‘표현의 자유’를 가장 탄압한 독재자를 뽑아달라고 요청했습니다.
The group explained why it chose them as candidates on its website and asked them to pick the dictator who most oppressed "freedom of expression" this year.

김정은 위원장에 대해선 3대 세습 왕조를 언급하며 “아마도 단순히 올해의 독재자를 넘어 평생 공로상 후보에 올라야 할 것”이라고 지적했습니다.
Regarding Chairman Kim Jong-un, he mentioned the three hereditary dynasties and pointed out, "Maybe he should be nominated for a lifetime achievement award beyond just this year's dictator."

이 단체의 케이티 댄시-다운스 부편집장은 김 위원장에 대해 이런 촌평을 하면서 “자유에 관한 한 북한만큼 암울한 곳은 없다”고 말했습니다.
Katie Dansy-Downs, the organization's deputy editor-in-chief, commented on Kim, "There is no place as grim as North Korea when it comes to freedom."

[인덱스 온 센서십] “As far as freedoms go, there is no landscape so bleak as North Korea. Under Kim Jong-un’s totalitarian regime, citizens are fed propaganda in lieu of actual food. And as for elections? The ballot paper has only one option.”
[Index on Sensitivity] 자유에 관한 한 북한만큼 황량한 풍경은 없습니다. 김정은의 전체주의 체제에서 시민들은 실제 음식 대신 선전용 음식을 먹고 있습니다. 그리고 선거에 관해서는요? 투표용지는 선택지가 하나뿐입니다."

이어 김정은의 전체주의 정권 아래서 주민들은 음식 대신 선전(propaganda)을 먹고, 투표용지에는 하나의 선택지밖에 없다고 지적했습니다.
He then pointed out that under Kim Jong-un's totalitarian regime, residents eat propaganda instead of food, and there is only one option on the ballot.

이 단체는 또 “김정은은 김씨 왕조의 잔혹한 유산을 이어가면서 북한의 최고지도자로 계속 통치하고 있다”고 평가했습니다.
The group also evaluated, "Kim Jong-un continues to rule as the supreme leader of North Korea while continuing the brutal legacy of the Kim Dynasty."

그러면서 “북한의 많은 지역 주민들은 극심한 가난과 철저한 감시 속에 살고 있지만 김정은은 국제무대에서 핵무기를 과시한다”고 비판했습니다.
He criticized, "Many people in North Korea live in extreme poverty and thorough surveillance, but Kim Jong-un shows off his nuclear weapons on the international stage."

[인덱스 온 센서십] “He makes a grand show of nuclear weapons on the global stage (including recently firing more than 20 missiles across the sea border with South Korea) while much of the country lives in extreme poverty and under close surveillance.”
[Index on Sensitivity] "그는 한국의 많은 지역이 극도의 빈곤과 면밀한 감시 속에 살고 있는 동안 세계 무대에서 (최근에 한국과의 해상 경계선을 넘어 20개 이상의 미사일을 발사하는 것을 포함하여) 핵무기를 과시합니다."

아울러 “정권에 대한 비판은 용인되지 않으며 반체제 인사는 엄벌에 처해진다”면서 처형과 강제수용소는 이 전체주의 정권에서 공포를 불러일으키고 지도자는 과도한 애정 표현을 주민들에게 요구한다고 설명했습니다
"Criticism against the regime is not tolerated, and dissidents are severely punished," he said, explaining that executions and concentration camps provoke fear in this totalitarian regime and that leaders demand excessive expression of affection from residents

그러면서 북한을 탈출해 영국에서 인권운동가로 활동하는 박지현 씨의 말을 인용해 “북한인들은 표현과 이동의 자유를 박탈당한 현대판 노예와 다름없다”고 지적했습니다.
He quoted Park Ji-hyun, who escaped from North Korea and works as a human rights activist in the UK, as pointing out that "North Koreans are no different from modern slaves who have been deprived of freedom of expression and movement."

또 국제 언론감시기구인 ‘국경없는기자회’의 올해 언론자유지수에서 북한이 조사 대상 180개국 중 최하위를 기록한 사실을 거론하며 외부 정보를 철저히 통제하는 문제에 대해서도 비판했습니다.
He also criticized the issue of thorough control of external information, citing North Korea's lowest among 180 countries surveyed in this year's Press Freedom Index by the international media watchdog Reporters Without Borders.

이 단체는 다른 독재자 후보로 이란 최고 지도자 아야톨라 알리 하메네이, 미얀마 군부를 이끄는 민 아웅 흘라잉 총사령관, 2022 FIFA 월드컵을 개최 중인 카타르의 타밈 빈 하마드 알사니 국왕 등을 올렸습니다.
The group has also nominated Iran's supreme leader Ayatollah Ali Khamenei, Myanmar's military commander Min Aung Hlaing and Qatar's King Tamim bin Hamad Al-Shani, who is hosting the 2022 FIFA World Cup.

또 지난해 투표에서 ‘올해의 독재자’로 선정된 터키의 레제프 타이이프 에르도안 대통령도 다시 후보로 지목됐습니다.
Turkish President Recep Tayyip Erdogan, who was voted "dictator of the year" last year, was also nominated again.

이 단체는 내년 1월 6일에 온라인 투표를 마감한 뒤 결과를 발표할 예정입니다.
The group will announce the results after closing online voting on January 6 next year.
