북한이 두 달여 만에 또다시 미사일 발사 도발을 재개했습니다. 미한 연합훈련에 대한 반발과 윤석열 한국 대통령의 ‘담대한 구상’ 제안에 대한 거부 메시지가 담겼다는 관측입니다. 서울에서 김환용 기자가 보도합니다.
North Korea has resumed missile provocations again in more than two months. It is observed that it contains a message of opposition to the U.S.-South Korea joint training and a rejection of South Korean President Yoon Seok-yeol's proposal for a "bold initiative." Reporter Kim Hwan-yong reports from Seoul.

한국 군 당국은 “북한이 17일 새벽 평안남도 온천에서 서해상으로 순항미사일 2발을 발사한 것을 탐지했다"고 밝혔습니다.
South Korean military authorities said they detected North Korea's launch of two cruise missiles into the West Sea from a hot spring in South Pyongan Province early on the 17th.

북한의 미사일 발사는 지난 6월 5일 탄도미사일을 발사한 이후 두 달여 만으로, 윤석열 한국 정부 출범 이후 미사일 발사로는 4번째입니다.
North Korea's missile launch is two months after it launched a ballistic missile on June 5 and the fourth since the inauguration of the South Korean government.

올해 들어 북한의 순항미사일 발사는 1월에 이어 두 번째입니다.
This is the second time this year that North Korea has launched a cruise missile since January.

미한 군 당국은 비행거리 등 상세한 제원을 분석하고 있습니다.
The U.S. military is analyzing detailed parameters such as flight distance.

이번 미사일 발사는 특히 미한 연합연습인 을지프리덤실드(UFS·을지자유의 방패) 사전연습이 시작된 지 하룻만이고 윤석열 대통령이 광복절 경축사에서 북한이 핵 개발을 중단하고 비핵화로 전환하면 과감하게 보상하겠다는 ‘담대한 구상’을 제안한 지 이틀만에 이뤄졌습니다.
The missile launch came a day after the preliminary exercise of the Ulchi Freedom Shield (UFS), a joint exercise between the U.S. and South Korea, began, and two days after President Yoon Seok-yeol proposed a bold plan to compensate North Korea if it stops its nuclear development and turns to denuclearization.

또 17일은 윤석열 대통령 취임 100일째 된 날이었습니다.

한국 대통령실은 북한의 순항미사일 발사에 대응해 국가안보실을 중심으로 회의를 열고 대비태세를 점검했습니다.
The South Korean presidential office held a meeting with the National Security Office to check readiness in response to the North's cruise missile launch.

대통령실 대변인실은 “김성한 국가안보실장이 오전 9시 국가안보실 간부들과 안보상황 점검회의를 개최해 합참으로부터 관련 상황을 보고 받고 군의 대비태세를 점검했다”고 설명했습니다.
The presidential office's spokesman said, "Kim Sung-han, the head of the National Security Office, held a security situation inspection meeting with the officials of the National Security Office at 9 a.m. to report the situation and check the military's readiness."

순항미사일은 탄도미사일과 달리 유엔 안전보장이사회 결의 위반은 아니지만 정밀타격 능력을 갖춰 큰 위협이 됩니다.
Unlike ballistic missiles, cruise missiles are not a violation of U.N. Security Council resolutions, but they pose a major threat with their precision strike capability.

북한은 2020년 이래 현재까지 10여 차례 순항미사일 시험발사를 한 것으로 추정됩니다.
It is estimated that North Korea has tested more than 10 cruise missiles since 2020.

한국 정부 산하 국책연구기관인 통일연구원 홍민 북한연구실장은 현재 북한 군 하계훈련이 막바지 단계라며, 이번 미사일 발사가 미한 연합연습을 겨냥한 무력시위의 성격이 있다고 말했습니다.
Hong Min, head of the North Korean research department at the Unification Research Institute, a state-run research institute under the South Korean government, said the North's summer training is now in its final stages and that the missile launch has the nature of a show of force aimed at joint U.S.-South Korea exercises.

[녹취: 홍민 실장] “최근 북한의 내부 군사 동향이 대체적으로 연료 부족 등으로 훈련이나 기동성 있는 것들을 대부분 안하고 있는 상황이었거든요. 그렇기 때문에 대규모 인력을 동원해서 훈련하기 보다는 이렇게 메시지화 할 수 있는 미사일 등을 쏘는 것을 통해서 자신의 의도를 보여주는 측면에 효과적으로 그걸 활용하려는 의도가 있어 보여요.”
[Recording: Hong Min] "The recent internal military trends in North Korea have generally not been training or doing mobile things due to lack of fuel." That's why rather than using large numbers of people to train, it seems that they intend to use it effectively in terms of showing their intentions by firing such messageable missiles."

전문가들은 이번에 발사된 순항미사일에 대해 서해안 반접근 훈련 차원에서 지대함 단거리 순항미사일일 가능성과 북한이 개발 중인 신형 순항 미사일일 가능성 등을 모두 열어 놓고 있습니다.
Experts are leaving open the possibility of a short-range surface-to-surface cruise missile and a new cruise missile under development by North Korea for anti-near training on the west coast.

북한은 지난해 1월 노동당 대회에서 ‘중장거리 순항미사일’을 개발하고 있다고 주장한 데 이어 10월 국방과학발전전람회와 열병식 등을 통해 2종을 공개했고, 시험발사 결과도 관영매체를 통해 발표한 바 있습니다.
North Korea claimed in January last year that it was developing a "medium- and long-range cruise missile" at the Workers' Party conference, unveiled two types through defense science development exhibitions and military parade in October, and announced the results of the test launch through state media.

한편 미한은 16일 을지프리덤실드 사전연습인 위기관리연습을 시작했고 다음주부터는 5년 만에 대규모 야외 실기동훈련이 포함된 본연습에 들어갑니다.
Meanwhile, Mi-han began crisis management practice, a preliminary practice for Eulji Freedom Shield, on the 16th, and will begin the main practice next week, which includes a large-scale outdoor practical training for the first time in five years.

북한은 미한연합훈련 이외에도 윤석열 대통령의 ‘담대한 구상’ 제안에 대한 거부 반응으로 도발행위를 이어갈 것이라는 관측이 나옵니다.
In addition to the U.S.-Korea joint exercise, it is observed that North Korea will continue its provocative acts in response to President Yoon Seok-yeol's "bold initiative" proposal.

[녹취: 박형중 선임연구위원] “북한 입장에선 당분간 평화를 계속 교란해야 되거든요. 그러니까 당장 국방력 강화 위한 여러 가지 실험을 해야되고 북한이 생각할 때 힘의 우위를 만들어야 되는 거죠. 그러니까 윤석열 대통령은 평화 정착이 가장 중요하다고 했는데 북한 입장에서 보면 상당 기간 동안 비핵화 프레임을 거부할 겁니다.”
[Recording: Senior Researcher Park Hyung-joong] "North Korea should continue to disturb peace for the time being." Therefore, we need to conduct various experiments to strengthen our defense capabilities right away and create an advantage in North Korea's opinion. Therefore, President Yoon Seok-yeol said that peace settlement is the most important thing, but from the North's point of view, he will reject the denuclearization frame for a considerable period of time."

한편 북한은 ‘담대한 구상’에 대해 아직 아무런 반응을 내놓지 않고 있습니다.
North Korea has yet to respond to the "bold plan."
