북한 당국이 신종 코로나바이러스 유입 원인으로 한국 민간단체들이 북한으로 날려보낸 대북 전단과 물품 등을 지목했습니다. 신종 코로나 사태에 따른 민생 악화의 책임을 한국에 돌리는 한편 향후 대남 도발의 명분을 확보하려는 의도라는 분석이 나옵니다. 서울에서 김환용 기자가 보도합니다.
North Korean authorities have pointed to flyers and goods sent to North Korea by South Korean private organizations as the cause of the influx of the new coronavirus. Analysts say that it intends to place the responsibility for the deterioration of people's livelihoods due to the COVID-19 crisis in Korea, while securing the cause for future provocations against South Korea. Reporter Kim Hwan-yong reports from Seoul.

노동당 기관지 ‘노동신문’과 대외 관영 ‘조선중앙통신’ 등 북한 주요 관영매체들은 1일 국가비상방역사령부의 조사 결과라면서 한국과의 접경지역인 강원도 금강군 이포리가 북한 내 신종 코로나바이러스 최초 발생지역이라고 보도했습니다.
North Korea's major state media, including the Labor Party's newspaper "Labor Newspaper" and the external state-run "Korean Central News Agency," reported on the 1st that Ipori, Geumgang-gun, Gangwon-do, near the border with South Korea, is the first outbreak of COVID-19 in North Korea.

매체들은 “4월 중순경 이 지역에서 수도로 올라오던 여러 명의 인원들 중에서 발열 증상이 나타나기 시작했다”며 “이들과 접촉한 사람들 속에서 유열자들이 급증했고 이포리 지역에서 처음으로 유열자들이 집단적으로 발생했다”고 전했습니다.
"In mid-April, fever symptoms began to appear among several people who came to the capital from the region," the media said. "There was a surge in the number of people who came into contact with them, and the first group of people in Ipori."

매체들은 “4월 초 이포리에서 군인과 유치원생이 병영과 주민지 주변 야산에서 색다른 물건과 접촉한 사실이 밝혀졌다”며 “이들에게서 악성 바이러스 감염증의 초기 증상이 나타나고 신형 코로나 항체검사에서도 양성으로 판정됐다”고 밝혔습니다.
"In early April, soldiers and kindergarteners were found to have contacted different objects in the barracks and hills around the residential area in Ipori," the media said. "They showed early symptoms of malignant virus infections and were also tested positive in the new COVID-19 antibody test."

그러면서 “조사위원회는 금강군 이포리 지역에 처음으로 악성 바이러스가 유입됐고 그 원인을 과학적이고 최종적으로 확증했다”고 주장했습니다.
"The investigation committee claimed that for the first time, a malicious virus was introduced into Ipo-ri, Geumgang-gun, and the cause was scientifically and finally confirmed."

주민들이 접촉한 ‘색다른 물건’이 구체적으로 무엇인지 적시하지 않았지만, 분계연선 즉 접경지역 등에서 “풍선에 매달려 날아든 색다른 물건들을 각성 있게 대할 것” 등의 내용을 담은 ‘비상지시’를 국가비상방역사령부 차원에서 발령했다고 밝혀 사실상 한국의 탈북민 단체들이 풍선에 매달아 날려 보낸 대북 전단과 물품을 신종 코로나 유입의 원인으로 간주했습니다.
Although it did not specify what "unique objects" were contacted by residents, the National Emergency Management Command issued an "emergency order" containing "unique objects hanging from balloons" along the demarcation line, or the border area, effectively considered the North Korean leaflets and goods to be the cause of COVID-19.

차덕철 통일부 부대변인은 1일 정례브리핑에서 “한국 측 민간단체가 대북 전단을 살포했다고 주장하는 시기는 북한 측이 최초 접촉 시기로 언급한 4월 초보다 늦은 4월 25일과 4월 26일”이라고 설명했습니다.
Cha Deok-cheol, deputy spokesman for the Ministry of Unification, said in a regular press briefing on the 1st, "The timing of the South Korean civilian group's claim to have distributed leaflets to the North is April 25 and April 26, later than the first time the North has mentioned."

탈북민 단체인 자유북한운동연합이 경기도 김포 지역에서 날렸다고 공개한 시점을 밝힌 겁니다.
It announced the time when the Free North Korean Movement Union, a group of North Korean defectors, announced that it flew in Gimpo, Gyeonggi Province.

차 부대변인은 감염 경로에 대해서도 전문가들의 견해를 빌어 반박하면서 한국으로부터의 유입 가능성은 없다고 밝혔습니다.
Deputy spokesman Cha refuted the infection route using experts' opinions, saying there is no possibility of an inflow from Korea.

[녹취: 차덕철 부대변인] “물체의 표면에 잔존한 바이러스를 통한 코로나 감염은 사실상 불가능하다는 것이 질병관리청 등 관계기관 및 전문가 그리고 WHO 등 국제기구들의 공통된 견해이며, 물자나 우편물 등을 통해 코로나바이러스에 감염되었다고 공식적으로 인정된 사례도 없는 것으로 알고 있습니다.”
[Vice spokesman Cha Deok-cheol] "It is a common view among the Korea Centers for Disease Control and Prevention and other international organizations that COVID-19 is virtually impossible to infect through the surface of an object, and there have been no official cases of COVID-19."

한국 내 북한 전문가들은 북한이 신종 코로나 확산에 따른 주민 피해와 봉쇄정책으로 인한 민생 악화의 책임을 한국에 돌리려는 의도라고 입을 모았습니다.
North Korean experts in South Korea say that North Korea intends to blame South Korea for the damage to its residents due to the spread of COVID-19 and the deterioration of people's livelihoods due to the blockade policy.

When the damage is starting to come out and the food crisis is getting worse, the North Korean authorities have a justification for turning the cause south, which can ease complaints to the people. That's why it's a political card for North Korean authorities."

한국에서 윤석열 새 정부가 출범한 이후 탈북민 단체들의 대북 전단 활동이 활발해지고 서해 공무원 피격 사건과 탈북 어민 강제 북송 사건 등 문재인 전임 정부 당시 일어난 사건들이 재조명되는 등 북한에 대한 강경한 흐름이 부각되면서 이에 대한 맞대응 차원이라는 관측도 나옵니다.
Since the inauguration of the new Yoon Seok-yeol administration, North Korean defector groups have been actively engaged in leaflet activities against North Korea, and Moon Jae In's previous administration has been reexamined.

한국 국가정보원 산하 국가안보전략연구원 김인태 박사는 북한 매체들의 이번 보도는 사실상 김정은 국무위원장의 재가를 받은 당국의 공식 발표나 마찬가지라며 북한은 한국 정부의 반응을 봐 가며 적대세력의 의도적 공격으로 몰고 갈 가능성이 있다고 예상했습니다.
Dr. Kim In-tae, a researcher at the National Security Strategy Institute under the National Intelligence Service of South Korea, said, "The report is actually an official announcement from the authorities approved by Chairman of the State Affairs Commission Kim Jong-un."

[녹취: 김인태 박사] “지금 발표한대로 본다면 외부 전단이라든가 여기에 묻어서 들어온 건데 이건 의도적으로 보낸 거라고 볼 수밖에 없는 거잖아요. 그래서 적들이 의도적으로 보냈다고 하는 거니까 이전에 8기 5차 전원회의에서 김정은이 대적투쟁이라고 발표하지 않았습니까. 그 연장선상에서 볼 수 밖에 없는 거거든요.”
[Recording: Dr. Kim In-tae] "If you look at it now, it's like an external flyer or something on it, but it's inevitable that it was sent intentionally." That's why the enemy sent it intentionally, so didn't Kim Jong-un announce that it was a struggle against the enemy at the 5th plenary session of the 8th term? It's an extension of that."

박원곤 이화여대 북한학과 교수는 북한 내 신종 코로나 상황이 단기간에 끝날 문제가 아니라는 점에서 북한의 이런 선전전이 북한 주민들의 대남 적개심을 크게 자극할 것이라고 말했습니다.
Park Won-gon, a professor of North Korean studies at Ewha Womans University, said the North's propaganda war will greatly stimulate North Koreans' hostility toward the South, given that the COVID-19 situation in North Korea is not a matter of ending in a short period of time.

박 교수는 전염병은 북한체제에 큰 도전이 될만한 민감한 사안이기 때문에 그만큼 책임을 다른 곳에 돌려 내부 불만을 해소시켜야 할 필요성도 크다고 진단했습니다.
Professor Park diagnosed that since the epidemic is a sensitive issue that can pose a big challenge to the North Korean system, there is a great need to shift the responsibility to other places to resolve internal complaints.

[녹취: 박원곤 교수] “이렇게 되면 북한 주민들의 대남 적대감이 굉장히 높아질 수밖에 없지 않습니까. 왜냐하면 자신들이 겪고 있는 고통이 결국 한국 때문에 됐다고 그렇게 선전해 버리는 것이기 때문에 그렇다면 앞으로 평양이 대남 강경책을 쓸 때 주민 동원과 여론이 훨씬 더 유리하게 작동하겠죠.”
[Recording: Professor Park Won-gon] "This will inevitably increase the hostility of North Koreans toward South Korea. Because they're propaganda that the pain they're experiencing is ultimately because of Korea, then the mobilization and public opinion will work much better in the future when Pyongyang takes a hard line against South Korea."

북한이 신종 코로나 유입의 원인을 공개적으로 공표함으로써 남북 간 갈등은 한층 깊어질 전망입니다.
Conflicts between the two Koreas are expected to deepen as North Korea publicly announces the cause of the influx of COVID-19.

특히 대북 전단 문제는 북한 최고위층에서 매우 민감하게 반응해 온 사안이어서 향후 북한의 대남 국지 도발의 빌미가 될 수 있다는 관측이 나옵니다.
In particular, the North Korean flyer issue has been very sensitive to the North's highest level, which is expected to serve as an excuse for North Korea's provocation to the South in the future.

김정은 위원장의 여동생인 김여정 당 부부장은 지난 2020년 한국의 탈북민 단체에서 날려 보낸 대북 전단에 반발하는 담화를 냈고 북한은 남북공동연락사무소 건물을 폭파하기까지 했습니다.
Kim Yo-jung, the younger sister of North Korean leader Kim Jong-un, made a statement against the leaflets sent by South Korean defectors' organizations in 2020, and North Korea even blew up the inter-Korean joint liaison office building.

북한 군 총참모부도 당시 ‘9·19 군사합의’ 이후 처음으로 비무장지대(DMZ)에 군이 진출하는 방법을 연구하겠다고 위협했고, 대북전단에 맞서 대남 전단을 살포하겠다고 으름장을 놓기도 했습니다.
The North Korean military also threatened to study how to enter the DMZ for the first time since the "September 19 Military Agreement" and threatened to distribute anti-South leaflets against the North.

"North Korea is expected to respond very strongly to the distribution of leaflets to North Korean defectors' groups in the future by effectively shifting the responsibility for the influx of COVID-19 to South Korea. As North Korea did in 2014, North Korean soldiers in front of them can fire with anti-aircraft guns at the balloons so that balloons containing leaflets do not fall into the North."

차덕철 통일부 부대변인은 “오늘 북한에서 보도한 내용을 보면 한국 측에 대한 직접적 언급이나 비난 등의 표현은 없다”며 “앞으로 북한의 추가적인 입장 표명 등 관련 동향을 보면서 종합적으로 판단해 나가겠다”고 말했습니다.
Cha Deok-cheol, deputy spokesman for the Unification Ministry, said, "There is no direct comment or criticism of the South in the report today. We will make a comprehensive judgment based on the North's additional stance."
