방한 중인 웬디 셔먼 미국 국무부 부장관은 대화 제의에 대한 북한의 답변을 기다리고 있다며 북한과 건설적인 방향으로 나아가기를 기대한다고 밝혔습니다. 셔먼 부장관은 또 한반도 비핵화 문제는 중국과 협력이 필요한 분야라고 말했습니다. 서울에서 김환용 기자가 보도합니다.
U.S. Deputy Secretary of State Wendy Sherman, who is in Seoul, says she is waiting for North Korea to respond to the proposal and hopes to move forward in a constructive way with the North. Sherman also said the denuclearization of the Korean Peninsula is an area that needs cooperation with China. Reporter Kim Hwan-yong reports from Seoul.

방한 중인 웬디 셔먼 미국 국무부 부장관은 23일 서울 외교부 청사에서 최종건 한국 외교부 1차관과 제9차 외교차관 전략대화를 갖고 북 핵 문제 등 공통 현안에 대한 협력 방안을 논의했습니다.
U.S. Deputy Secretary of State Wendy Sherman met with South Korean Vice Foreign Minister Choi Jong-gun at the Foreign Ministry building in Seoul on Sunday to discuss ways to cooperate on common issues such as North Korea's nuclear program.

양측은 북 핵 문제와 관련해 북한과의 대화와 관여 노력이 중요하다는 점을 재확인하고, 북한의 대화 복귀를 위해 조율된 외교적 노력을 지속하기로 했습니다.
The two sides reaffirmed the importance of dialogue and engagement efforts with North Korea on the North Korean nuclear issue, and decided to continue coordinated diplomatic efforts to return to dialogue.

셔먼 부장관은 전략대화를 마친 뒤 약식 기자회견에서 “우리는 북한과 신뢰할 수 있고 예측 가능하며 건설적인 방향으로 나아가기를 기대하고 있다”며 “우리는 북한에 대화를 제안했으며 답변을 기다리고 있다”고 말했습니다.
"We look forward to moving forward in a reliable, predictable and constructive direction with North Korea," Sherman told a news conference after the strategic talks.

셔먼 부장관은 대북 인도적 지원과 관련한 질문에 “신종 코로나 바이러스 감염증 사태와 식량안보 문제로 가장 어려운 상황에 처한 북한 주민들에 대해 안타깝다”며 “우리는 북한 주민들을 위한 더 나은 결과만을 바란다”고 말했습니다.
When asked about humanitarian aid to North Korea, Sherman said, "I feel sorry for North Koreans who are in the most difficult situation due to new coronavirus infections and food security issues.

최종건 차관은 “한반도의 완전한 비핵화와 항구적 평화 정착이라는 목표의 실질적 진전을 위해서는 북한과 조기 대화 재개를 위한 양국 간 협력이 필요하다는 데 공감했다”고 밝혔습니다.
Vice Minister Choi Jong-gun said, "We agreed that cooperation between the two countries is needed to resume early dialogue with North Korea in order to make substantial progress in the goal of complete denuclearization and permanent peace on the Korean Peninsula."

최 차관은 북한과의 대화 재개 노력과 관련해 “신종 코로나 시기인 만큼 북한 측 화답을 끈기 있게 기다리려고 한다”며 “기다리는 동안 미-한이 여러 채널을 통해 공조할 부분들을 만들어 가고 있으니 북한의 조속한 답이 있길 기대한다”고 말했습니다.
Regarding efforts to resume dialogue with North Korea, Vice Minister Choi said, "We are waiting patiently for North Korea's response since it is the time of the new coronavirus," adding, "We look forward to the North's prompt response as the U.S. and South Korea are working together through various channels."

두 사람은 북 핵 문제 해결을 위한 중국 역할의 중요성을 우회적으로 피력했습니다.
The two indirectly expressed the importance of China's role in resolving the North Korean nuclear issue.

[녹취: 셔먼 부장관] "Thinking together about bringing the complete denuclearization of the Korean Peninsula is certainly an area for cooperation and so we look forward to having that discussion as part of the meetings that we will have."

셔먼 부장관은 “중국은 대북 문제에 대한 이해와 생각이 있다”며 “한반도의 완전한 비핵화는 확실히 미-중 간 협력 분야로, 중국 측과 만남에서 그 문제를 논의하기를 기대하고 있다”고 말했습니다.
"China has an understanding and idea of the North Korean issue," Sherman said. "The complete denuclearization of the Korean Peninsula is definitely a U.S.-China area of cooperation, and we look forward to discussing it in a meeting with China."

동북아를 순방 중인 셔먼 부장관은 오는 25일 1박2일 일정으로 중국 톈진을 방문해 왕이 중국 외교담당 국무위원 겸 외교부장 등과 만날 예정입니다.
Deputy Minister Sherman, who is on a two-day tour of Northeast Asia, will visit Tianjin, China, on the 25th for a one-night visit to meet with Chinese Foreign Minister Wang Yi.

셔먼 부장관은 “톈진에서 가질 대화에서 미-중이 북한에 대해 논의할 것이라는 데 의심의 여지가 없다”며 “논의 내용을 한국과 일본에 공유할 것”이라고 덧붙였습니다.
"There is no doubt that the U.S. and China will discuss North Korea in a dialogue in Tianjin," Sherman said. "We will share the discussion with South Korea and Japan.

최 차관도 “북한을 대화로 이끌어내는데 있어 중국의 역할이 매우 중요함을 늘 강조하고 있다”며 “중국 역시 그 부분을 잘 알고 있다고 본다”고 말했습니다.
Vice Minister Choi also said, "We always emphasize the importance of China's role in bringing North Korea to dialogue." "I think China is well aware of that as well."

민간 연구기관인 한국국가전략연구원 신범철 외교안보센터장은 미-한 양측이 중국 역할론을 강조함으로써 도널드 트럼프 행정부 시절과는 달리 북 핵 문제를 미-북 양자 문제로 국한 짓지 않겠다는, 변화된 접근법이 읽힌다고 평가했습니다.
Shin Beom-chul, director of the Center for Foreign Affairs and Security at the Korea Institute for Strategic Studies, said, "The U.S.-South Korea approach to not limit the North Korean nuclear issue to the U.S.-North Korea bilateral issue, unlike the Donald Trump administration."

[녹취: 신범철 센터장] “한-미 차관이 중국 역할을 인정하고 있다는 것은 아직까지는 미-중 간 북한 문제와 관련해 공감대를 형성하고 있는 부분이 적겠지만 논의의 장을 구성함에 있어서 중국을 포함한 소다자 협력의 가능성을 열어뒀다 이렇게 평가할 수 있겠죠.”

미-중이 ‘대화를 통한 한반도 비핵화’라는 공통된 원칙을 갖고 있지만 구체적인 방법론에서 큰 차이를 보이고 있는데다 미-중 전략경쟁이 격화되는 상황에서 북 핵 문제를 놓고 협력이 쉽지 않을 것이라는 전망도 나옵니다.
Although the U.S. and China have a common principle of "denuclearization of the Korean Peninsula through dialogue," there are also predictions that cooperation on the North Korean nuclear issue will not be easy at a time when the U.S.-China strategic competition intensifies.

[녹취: 박원곤 교수] “전체적인 미-중 간 분위기가 워낙 갈등이 고조되고 강조되는 상황이기 때문에 어느 수준에서 미국이 중국으로 하여금 북한 비핵화 문제의 협력을 이끌어낼 수 있을까 그 부분은 쉽지 않아 보입니다. 더구나 최근의 북-중 밀착관계를 볼 때 중국이 상당 부분 북한의 입장을 대변하는 양상과 형국을 보이고 있거든요.”
[Recording: Professor Park Won-gon] "As the overall atmosphere between the U.S. and China is so heightened and emphasized, at what level can the U.S. lead to cooperation on the denuclearization of North Korea?" Moreover, the recent close relationship between North Korea and China shows that China represents North Korea's position in much of its own way."

한국 정부 산하 국책연구기관인 통일연구원 조한범 박사는 북 핵 문제를 다자 협의의 틀로 가져 가려는 움직임으로 보인다며, 하지만 중국의 대북 영향력이 제한적이고 북한이 자력갱생을 밀어 부치고 있는 점을 감안하면 강력한 채찍이나 파격적인 인센티브가 아니라면 교착 상황이 이어질 가능성이 크다고 진단했습니다.
Dr. Cho Han-beom of the Unification Research Institute, a South Korean government-affiliated research institute, said the move appears to be aimed at bringing North Korea to multilateral talks, but considering China's limited influence on Pyongyang and North Korea's push for self-rehabilitation, there is a high possibility of a deadlock.

한편 이번 외교차관 전략대화에선 미국의 대중 견제 분야에 대한 논의도 있었습니다.
Meanwhile, there was also a discussion on the U.S. field of keeping China in check during the foreign minister's strategic dialogue.

셔먼 부장관은 반도체와 5G 통신장비 등 핵심 기술의 공급망 강화에 대해 논의했다고 밝혔습니다.
Sherman said he discussed strengthening the supply chain of key technologies such as semiconductors and 5G telecommunication equipment.

셔먼 부장관은 회의 모두발언에서 “우리는 미국과 한국의 이해에 반하며 규범에 기반한 국제질서를 약화하려고 위협하는 행동을 포함해 역내 도전에 대해 계속 논의할 것”이라고 밝혔습니다
"We will continue to discuss regional challenges against the interests of the United States and South Korea, including threatening to undermine the norm-based international order," Sherman said in a statement at the meeting.

[녹취: 박원곤 교수] “중국이라는 표현이 나오진 않았지만 지난 한-미 정상회담에서 사실상 중국을 견제하는 여러 가지 원칙을 한국이 매우 전향적으로 합의한 것도 사실이거든요. 그런 입장을 한국 정부가 계속 견지하고 좀 더 구체화하는, 미국과 함께 그런 작업을 하자는 그런 메시지를 셔먼 부장관이 발신했다고 판단됩니다.”
[Recording: Professor Park Won-gon] "Although there was no expression of China, it is also true that Korea agreed very forwardly on various principles of keeping China in check at the Korea-U.S. summit. It is believed that Deputy Minister Sherman sent a message that the Korean government should continue to maintain that position and work with the U.S. to make it more concrete."

셔먼 부장관은 이와 함께 미-한-일 외교차관 협의를 분기별로 정례화하기로 했다고 밝혔습니다.
Sherman says he has decided to regularize U.S.-South Korea-Japan diplomatic talks on a quarterly basis.

세 나라 외교차관들은 앞서 지난 21일 일본에서 4년만에 차관 협의를 가진 바 있습니다.
Vice-Ministers of Foreign Affairs from the three countries held talks in Japan on Monday for the first time in four years.

셔먼 부장관은 “가을에 3자 협의를 다시 하기로 했고 아마 워싱턴에서 만나게 될 것”이라고 말했습니다.
Sherman said, "We're going to have a three-way talks again in the fall and we'll probably meet in Washington."

최 차관과의 협의를 마친 셔먼 부장관은 다음 순방국인 몽골로 떠났습니다.
After meeting with Vice Minister Choi, Sherman left for Mongolia, the next destination.
