미한일 외교차관 북 핵 대응 삼각공조 재확인…셔먼 부장관, 북한에 대화 호응 촉구 > 정치

미국과 한국, 일본 외교차관들이 북한 핵 문제 대응을 위한 삼각 공조의 중요성을 재확인하고 외교차관 협의를 정례화하기로 했습니다. 웬디 셔먼 미 국무부 부장관은 북한과의 대화에 대한 미국의 의지를 거듭 강조하면서 북한의 호응을 촉구했습니다. 서울에서 김환용 기자가 보도합니다.
Vice foreign ministers from the U.S., South Korea and Japan reaffirmed the importance of triangular cooperation to respond to the North Korean nuclear issue and decided to regularize diplomatic talks. U.S. Deputy Secretary of State Wendy Sherman reiterated Washington's commitment to dialogue with North Korea, urging Pyongyang to respond. Reporter Kim Hwan-yong reports from Seoul.

웬디 셔먼 미국 국무부 부장관은 21일 도쿄에서 최종건 한국 외교부 1차관과 모리 다케오 일본 외무성 사무차관과 가진 제8차 미-한-일 외교차관 협의회가 끝난 뒤 공동 기자회견에서 이번 협의를 통해 이뤄진 3국 공조가 북한에 분명한 메시지를 줬다고 평가했습니다.
U.S. Deputy Secretary of State Wendy Sherman said at a joint press conference after the 8th U.S.-Japan meeting with South Korean Vice Foreign Minister Choi Jong-gun and Japanese Vice Foreign Minister Takeo Mori, the three-nation cooperation gave a clear message to North Korea.

셔먼 부장관은 “세 나라의 긴밀한 협력은 북한에 미-한-일이 함께하고 있고 대북정책에 있어 연대하고 있다는 매우 중요한 메시지를 보낸 것”이라고 말했습니다.
"The three countries' close cooperation has sent a very important message to North Korea that the U.S., South Korea, and Japan are working together and solidarity in North Korea policy," Sherman said.

셔먼 부장관은 또 북한에 미국의 조건없는 대화 제안에 응할 것을 거듭 촉구했습니다.
Sherman has also repeatedly urged North Korea to accept the U.S. proposal for unconditional dialogue.

그는 “미국은 북한과 관여할 준비가 돼 있고 그들도 그것을 알고 있다”며 “그들이 긍정적으로 반응하길 바라지만, 내 동료들에 따르자면 우리는 어느 정도 인내심을 발휘해야 한다”고 밝혔습니다.
"The U.S. is ready to engage with North Korea and they know that," he said. "I hope they will react positively, but according to my colleagues, we need to be patient to some extent."

셔먼 부장관은 북한의 반응을 인내심을 갖고 기다리겠지만, 너무 오래 걸리지 않기를 바란다는 취지로 2000년 10월 북한 조명록 국방위원회 제1부위원장의 방미 사례를 언급했습니다.
Sherman mentioned the case of North Korea's First Vice Chairman of the Defense Commission, Cho Myoung-rok, in October 2000, to the effect that he would patiently wait for North Korea's response, but hope it won't take too long.

1999년 5월 셔먼 부장관은 당시 국무부 자문관 자격으로 윌리엄 페리 대북정책 조정관과 함께 방북했고, 그로부터 1년 5개월 뒤 조 제1부위원장의 방미가 이뤄졌습니다.
In May 1999, Deputy Minister Sherman visited North Korea with William Perry, the coordinator of North Korea policy, as an advisor to the State Department, and a year and five months later, Cho's visit to the U.S. was made.

셔먼 부장관은 “이번에는 그렇게 오래 걸리지 않기를 희망한다”고 말했습니다.

한국의 민간 연구기관인 한국국가전략연구원 신범철 외교안보센터장은 북한이 미국의 대화 제안에 냉담한 반응을 보이고 있는 가운데 미국이 거듭 원칙적인 입장을 확인했다고 평가했습니다.
Shin Beom-chul, head of the Korea Institute for National Strategy, a private research institute in South Korea, said the U.S. has repeatedly confirmed its principled stance amid North Korea's cold response to the U.S. proposal for dialogue.

[녹취: 신범철 센터장] “지금 북한과 대화를 갖고 있는 상황이라면 협상 방식이나 그 내용과 관련해서 보다 구체적인 메시지가 나올 가능성이 존재하지만 지금은 북한이 전혀 움직이지 않는 상황이기 때문에 미국이 먼저 구체적인 협상 방안이나 보상 방안을 꺼내는 것 자체가 북한에게 악용될 수 있다, 그런 우려를 하고 있을 것이기 때문에 발표 내용도 공개적으로 많은 내용을 담기가 어려운 거죠.”

이번 세 나라 외교차관 협의회는 2017년 10월 이후 4년만에 열린 것으로, 셔먼 부장관의 순방을 계기로 이뤄졌습니다.
It was the first time in four years since October 2017 that the vice foreign ministers' council of the three countries was held on the occasion of Minister Sherman's visit.

협의회에서 세 나라는 ‘미국 우선주의’를 내세웠던 도널드 트럼프 미 행정부 당시 거의 열리지 않던 협의회를 정례화하기로 합의했습니다.
At the council, the three countries agreed to regularize the council, which was rarely held during the Donald Trump administration, which advocated "America First."

한국 외교부에 따르면 세 나라 차관들은 미-한-일 협력의 유용성을 재확인하고 향후 정기적으로 만나 긴밀한 소통을 이어나가기로 했습니다.

최종건 차관은 공동 기자회견에서 “4년간 중단됐던 미-한-일 차관 협의의 재복원이라고 보면 된다”며 “앞으로 차관 협의가 세 나라 공조의 중요한 플랫폼이 될 것”이라고 설명했습니다.
"We can see it as a restoration of the four-year-old U.S.-Korea-Japan negotiations," Vice Minister Choi Jong-gun said in a joint press conference. "In the future, the talks will be an important platform for cooperation between the three countries."

최 차관은 “협의회에서 북한 문제와 한반도 평화프로세스에 관해 대화를 나눴다”며 “문제 인식과 나아갈 방향에 대해서는 일치했다고 보면 된다”고 밝혔습니다.
Vice Minister Choi said, "We talked about North Korea and the peace process on the Korean Peninsula at the council. We can say that we have agreed on the recognition of the problem and the direction to proceed."

이어 “한반도 비핵화는 긴 게임이고 이를 위해선 미-한-일 전략적 공조가 중요하다고 본다”며 “바이든 정부가 외교에 방점을 두고 있는 만큼 북한이 반응이 매우 중요하다”고 강조했습니다.
"Nuclearization of the Korean Peninsula is a long game, and I think strategic cooperation between the U.S. and Japan is important for this. North Korea's response is very important as the Biden administration focuses on diplomacy."

모리 차관은 “북한의 완전한 비핵화를 위해 공조하기로 의견을 모았다”며 “유엔 안전보장이사회 대북 결의 이행의 중요성도 재확인했다”고 밝혔습니다.
"We agreed to work together to completely denuclearize North Korea," Mori said. "We also reaffirmed the importance of implementing the U.N. Security Council resolution on North Korea."

모리 차관은 북한에 의한 일본 납치 문제에 대한 이해와 협력을 요청했고, 두 차관의 지지 표명이 있었다고 전했습니다.
Mori said he asked for understanding and cooperation on the abduction of Japan by North Korea, and that there was an expression of support from the two vice ministers.

박원곤 이화여대 북한학과 교수는 세 나라 외교차관 협의회가 다음달 미-한 연합훈련을 앞둔 시점에 열려 북한의 도발 여부 등 상황 관리 차원에서도 의미 있는 협의라고 평가했습니다.
Park Won-gon, a professor of North Korean studies at Ewha Womans University, said the three countries' vice foreign ministers' council will hold a joint U.S.-South Korea drill next month, which is meaningful in terms of managing the situation, including whether North Korea provoked.

북한은 지난 3월 전반기 미-한 연합훈련 당시엔 김정은 국무위원장의 동생인 김여정 당 부부장 명의의 경고담화를 낸 바 있습니다.

In a joint press conference, Sherman did not mention the recent Korea-Japan conflict, but stressed that the United States does not have better friends than the two countries in the region.

전날 양자 협의를 가지면서 냉랭한 분위기를 연출했던 한-일 두 나라 차관들은 관계 개선 의지를 내비치는 발언을 했습니다.
Vice-ministers from Korea and Japan, who had held bilateral talks the day before, expressed their willingness to improve relations.

한편 셔먼 부장관은 21일 한국을 찾아 23일 미-한 외교차관 전략대화를 갖습니다.
