러 푸틴, 김정은에 러시아산 승용차 선물…한국 정부 “유엔 제재 위반” > 경제

블라디미르 푸틴 러시아 대통령이 김정은 북한 국무위원장에게 러시아산 승용차를 선물하며 양국 밀착관계를 과시했습니다. 한국 정부는 유엔 제재 위반 행위라고 비판했습니다. 서울에서 김환용 기자가 보도합니다.

북한 대외 관영 ‘조선중앙통신’은 블라디미르 푸틴 러시아 대통령이 김정은 북한 국무위원장에게 러시아산 승용차를 선물했다고 20일 보도했습니다.
North Korea's foreign state-run "North Korean Central News Agency" reported on the 20th that Russian President Vladimir Putin presented North Korean leader Kim Jong-un with a Russian car.

‘조선중앙통신’에 따르면 박정천 노동당 비서와 김여정 노동당 부부장이 지난 18일 선물을 전달받았고, 김 부부장은 “두 나라 수뇌분들 사이에 맺어진 각별한 친분관계의 뚜렷한 증시이고 가장 훌륭한 선물”이라고 밝혔습니다.

드미트리 페스코프 러시아 크렘린궁 대변인은 이와 관련해 20일 ‘리아노보스티’ 통신에 이 차가 아우루스 자동차라고 밝혔습니다.
Russian Kremlin spokesman Dmitry Peskov told "Ryanovosti" news agency on the 20th that the car was an Aurus car.

‘러시아판 롤스로이스’로 불리는 이 차는 러시아 최초 고급 자동차 브랜드로 외국 정상의 의전용 차량 등으로 쓰입니다.
Called the Russian version of Rolls-Royce, it is Russia's first luxury car brand and is used as a protocol vehicle for foreign leaders.

차의 설계와 제작에는 124억 루블, 미화로 약 1억2천700만 달러가량 투입된 것으로 알려졌습니다. 김 위원장에게 선물한 아우루스 세나트 모델은 옵션에 따라 러시아 현지에서 4천 8천만 루블(미화 43 86만 달러)에 판매되고 있습니다.
It is known that 12.4 billion rubles have been spent on the design and production of the car, and about $127 million in US dollars. The Aurus Senat model, which was presented to Chairman Kim, is being sold in Russia for 480 million rubles (US$43.86 million), depending on the options.

푸틴 대통령은 앞서 지난해 9월 극동 아무르주 보스토치니 우주기지에서 열린 북러 정상회담 때 김 위원장에게 자신의 전용차인 아우루스를 소개하면서 김 위원장과 함께 뒷자리에 앉기도 했습니다.
Putin also sat in the back seat with Kim during the North Korea-Russia summit held at the Bostocini Space Station in Amur province in September last year when he introduced his own car, Aurus.

한국 정부는 푸틴 대통령이 김 위원장에게 승용차를 선물한 데 대해 유엔 안전보장이사회 대북 제재 결의 위반임을 분명히 했습니다.
The South Korean government has made it clear that Putin's presentation of a car to Kim is a violation of the U.N. Security Council's sanctions resolution against North Korea.

통일부 당국자는 “안보리 결의는 고급 자동차 등 이동 수단을 사치품 범주에 포함하고 있으며 이같은 물품을 직, 간접적으로 북한에 공급, 판매, 이전하는 걸 금지하고 있기 때문에 대북 제재 위반으로 본다”고 밝혔습니다.
An official from the Ministry of Unification said, "The Security Council's resolution is considered a violation of sanctions against North Korea because it includes vehicles such as luxury cars in the luxury category and prohibits the direct, indirect supply, sale, and transfer of such goods to North Korea."

이 당국자는 “안보리 위반 사실을 공개적으로 밝히는 북한의 안하무인격 태도를 비판하며, 러시아는 유엔 상임이사국으로서 책임을 자각하고 국제규범 위반 행위를 중단해야 한다”고 말했습니다.
"We criticize North Korea's disrespectful attitude of publicly disclosing violations of the Security Council, and Russia should be aware of its responsibility as a permanent member of the United Nations and stop violating international norms," the official said.

또 “유엔 등 국제사회와 협력해 러시아와 북한 간 대북 제재 결의를 위반하는 모든 행위에 대해서 대응해 나가겠다”고 강조했습니다.
He also emphasized, "We will cooperate with the international community, including the United Nations, to respond to all acts that violate the resolution of sanctions against North Korea between Russia and North Korea."

임수석 외교부 대변인도 정례브리핑에서 “정부는 최근 다양한 분야에서 이뤄지고 있는 러북 간 교류와 협력 동향에 대해 예의주시하고 있다”면서 “러북 간 교류와 협력은 안보리 결의를 준수하는 가운데 한반도의 평화와 안정에 기여하는 방향으로 이뤄져야 할 것”이라고 말했습니다.
"The government is closely monitoring the recent exchanges and cooperation between Russia and North Korea in various fields," said Lim, a senior foreign ministry spokesman, in a regular briefing. "Exchanges and cooperation between Russia and North Korea should be conducted in a way that contributes to peace and stability on the Korean Peninsula while complying with Security Council resolutions."

한국 정부 산하 국책연구기관인 통일연구원 박형중 석좌연구위원은 푸틴 대통령의 선물에 김여정 부부장이 의미를 부여하며 화답하는 모습은 북러 관계를 실제 이상으로 포장하려는 의도가 깔려 있다고 분석했습니다.
Park Hyung-joong, a senior researcher at the Korea Institute for Unification, a state-run research institute under the South Korean government, said that the fact that Vice Minister Kim Yo-jung responded to Putin's gift with meaning is intended to wrap the North Korea-Russia relationship in more than it actually is.

박 석좌연구위원은 또 미국 등 서방의 제재를 함께 받고 있는 국가끼리 힘을 합쳐 맞선다는 메시지도 담고 있다고 말했습니다.
Park also said that it also contains a message that countries that are subject to Western sanctions, including the United States, will work together to confront each other.

박 석좌연구위원은 최근 ‘형제’ 사회주의국가인 쿠바가 한국과 전격적으로 수교를 맺으면서 북한이 외교적으로 고립되고 있다는 이미지를 불식시키기 위해 푸틴 대통령의 선물을 십분 활용하고 있다고 말했습니다.
Park said he is making full use of Putin's gifts to dispel the image of North Korea being diplomatically isolated as Cuba, a "brotherly" socialist country, recently established diplomatic ties with South Korea.

한국 국가정보원 산하 국가안보전략연구원 김인태 수석연구위원은 옛소련 시절에도 스탈린이 김일성에게 자동차를 선물했었다며 북한은 최근의 북러 관계의 공고함을 부각시키기 위해 냉전 시절의 동맹관계를 상기시키는 행보를 보이고 있다고 분석했습니다.
Kim In-tae, a senior researcher at the National Security Strategy Institute under South Korea's National Intelligence Service, said Stalin had given Kim Il Sung a car during the Soviet Union, adding that North Korea is taking steps to remind the alliance of the Cold War to highlight the solidity of the recent relationship between North Korea and Russia.

김 수석연구위원은 실례로 최근 김수길 평양시당위원회 책임비서가 이끈 노동당 대표단이 러시아 집권당 통합러시아 초청으로 러시아를 찾아 야당인 러시아연방 공산당의 겐나디 쥬가노프 당수와 가진 회담이 북한 매체에 보도된 사실을 꼽았습니다.
For example, Kim pointed out that a recent meeting led by Kim Soo-gil, the chief secretary of the Pyongyang City Committee, visited Russia at the invitation of Russia's ruling party, and held with Gennady Juganov, the leader of the opposition Communist Party of Russia, was reported in North Korean media.

통일연구원 조한범 선임연구위원은 푸틴의 이른바 ‘선물 외교’는 우크라이나와의 전쟁에 따른 러시아의 절박함에서 비롯됐다고 진단했습니다.
Cho Han-beom, a senior researcher at the Korea Institute for National Unification, diagnosed Putin's so-called "gift diplomacy" as a result of Russia's urgency following its war with Ukraine.

조 선임연구위원은 러시아는 당초 속전속결을 기대했던 전쟁이 만 2년이 지나도록 대규모 소모전 양상으로 전개되면서 미사일과 탄약 등 군수 지원을 하고 있는 북한의 환심을 사야 할 입장이라며, 푸틴 대통령의 이번 행동은 당분간 북한과의 협력을 매우 중시한다는 의미를 담고 있다고 해석했습니다.
"Russia is in a position to win the favor of North Korea, which is providing munitions such as missiles and ammunition as the war, which was initially expected to be fast-tracked, has developed into a large-scale war of attrition for two years," Cho, a senior researcher, said. "President Putin's actions mean that cooperation with North Korea is very important for the time being."

북한 당국은 푸틴 대통령의 선물을 주민들에게 알려 김 위원장의 국제적 위상을 선전하고 사기를 끌어 올리는 데 활용할 것이라는 관측도 나옵니다.
Some observers say the North Korean authorities will inform the people of Putin's gift and use it to promote Kim's international status and raise morale.

고유환 동국대 명예교수는 과거 김일성 김정일 시대에 외국 지도자나 기업인으로부터 선물로 받은 차량은 주민들이 볼 수 있도록 전시관에 비치했다고 말했습니다.
Dongguk University emeritus professor Ko Yu-hwan said in the past, vehicles received as gifts from foreign leaders or businessmen during the Kim Il-sung Kim Jong-il era were placed in the exhibition hall for residents to see.

고 명예교수는 김 위원장이 주체사상을 강조하고 자력갱생을 호소하는 입장에서 푸틴 대통령이 준 차량을 실제 사용할 가능성은 낮다고 내다봤습니다.
Honorary Professor Koh predicted that Chairman Kim is unlikely to actually use the vehicle given by President Putin from the standpoint of emphasizing the Juche ideology and appealing for self-reliance.

Experts believe Putin's vehicle gift is separate from handing over highly advanced weapons or related technologies to North Korea.

오히려 그런 높은 수준의 협력을 요구하는 북한의 불만을 무마하는 용도일 수 있다는 관측도 나옵니다.
On the contrary, some observers say that it could be used to soothe North Korea's complaints that demand such a high level of cooperation.
