미 국무부 “대북 인도지원 노력 지지…북한 국경 개방해야” > 경제

지난해 북한에 대한 국제사회의 인도적 지원이 크게 줄어든 가운데 미 국무부가 관련 노력을 지지한다고 밝혔습니다. 북한의 과도한 봉쇄 조치가 대북 인도주의 지원에 걸림돌이라는 점도 지적했습니다. 조은정 기자가 보도합니다.
The U.S. State Department says it supports related efforts amid a significant drop in international humanitarian aid to North Korea last year. He also pointed out that North Korea's excessive blockade measures are an obstacle to humanitarian aid to North Korea. Reporter Cho Eun-jung reports.

미 국무부는 북한이 조속히 국제사회의 지원에 국경을 열 것을 촉구했습니다.
The U.S. State Department urged North Korea to open its borders to international assistance as soon as possible.

[국무부 대변인] “We continue to support international efforts aimed at the provision of critical humanitarian aid to the DPRK and hope that it will open its borders to both aid and aid workers.”
[Ministry of State spokesman] "우리는 북한에 중요한 인도적 지원을 제공하기 위한 국제적인 노력을 계속 지지하며 북한이 원조와 구호 요원들 모두에게 국경을 개방하기를 희망합니다."

국무부 대변인은 24일 지난 한 해 북한에 스위스, 스웨덴, 노르웨이만 지원금을 보내고 대북 인도적 지원금이 233만 달러에 그친데 대한 VOA의 논평 요청에 “우리는 북한에 대한 중요한 인도주의 지원 제공 목적의 국제사회 노력을 계속 지지하고 있다”고 말했습니다.
"We continue to support international efforts to provide important humanitarian aid to North Korea," a State Department spokesman said on Monday, in response to VOA's request for comment on last year's humanitarian aid to North Korea.

이어 “북한이 구호 물품과 구호 요원들에게 국경을 개방하길 희망한다”고 밝혔습니다.
"North Korea hopes to open its borders to relief supplies and aid workers," he said.

그러면서 현 시점에서 대북 인도주의 지원이 어려운 이유는 북한의 과도한 방역 조치 때문이라는 점을 지적했습니다.
He also pointed out that the reason why humanitarian aid to North Korea is difficult at this point is because of North Korea's excessive quarantine measures.

[국무부 대변인] “The DPRK has implemented an extremely stringent COVID-19 response, including by closing its borders to international flights and shipments. These severe measures have significantly hindered the efforts of humanitarian organizations, UN agencies, and other countries to deliver aid to those most in need.”
[Ministry of State spokesman] "북한은 국제선 항공편과 화물 수송에 대한 국경을 폐쇄하는 등 극도로 엄격한 코로나19 대응을 시행하고 있습니다. 이러한 엄격한 조치들은 인도주의 단체, 유엔 기구, 그리고 가장 도움이 필요한 사람들에게 원조를 전달하려는 다른 나라들의 노력을 크게 방해했습니다."

국무부 대변인은 북한이 국제 항공과 선박들에 대해 국경을 폐쇄하는 등 극단적으로 엄격한 코로나 대응책을 시행했다면서, 이런 조치들은 가장 필요한 이들에게 구호품을 전달하려는 인도주의 단체, 유엔 기관, 그리고 다른 나라들의 노력을 심각하게 저해했다고 밝혔습니다.
A State Department spokesman says North Korea has implemented extremely stringent COVID-19 measures, including closing borders on international aviation and ships, which have severely hampered humanitarian groups, U.N. agencies and other countries' efforts to deliver aid to those most in need.

이어 미국 정부는 가장 도움이 필요한 북한 사람들에게 인도적 지원이 제공되도록 촉진하는 것을 돕고 있다고 말했습니다.
The U.S. government then said it was helping to promote humanitarian aid to North Koreans in the most need.

[국무부 대변인] “The U.S. government helps facilitate the provision of humanitarian aid to the neediest North Koreans. This is most evident in our ongoing work to quickly review applications in the UN’s 1718 Committee for organizations from around the world to deliver life-saving aid to the DPRK, including expedited approvals for COVID-19-related aid within 48 hours.”
[Ministry of State spokesman] "미국 정부는 가장 어려운 북한 주민들에게 인도적 지원을 제공하는 것을 돕습니다. 이는 COVID-19 관련 원조를 48시간 이내에 신속하게 승인하는 것을 포함하여 북한에 생명을 구하는 원조를 제공하기 위한 유엔 1718 위원회의 신청서를 신속하게 검토하려는 우리의 진행 중인 작업에서 가장 분명합니다."

그러면서 “이는 전 세계의 단체들이 북한에 생명을 살리는 지원을 전달할 수 있도록 1718위원회에서 신청서를 신속하게 검토하는 우리의 작업에서 가장 잘 드러난다”며 “코로나 관련 신청은 48시간 내에 승인이 난다”고 설명했습니다.
"This is best illustrated in our work to quickly review applications at the 1718 Committee so that organizations around the world can deliver life-saving support to North Korea," he said. "Corona-related applications are approved within 48 hours."

국무부 대변인은 북한에 대한 코로나 백신과 관련 구호 제공, 인도주의적 지원을 계속 지지한다며 북한이 이를 수용하길 희망한다고 말했습니다.
A State Department spokesman said he continued to support the provision of COVID-19 vaccines, related relief and humanitarian aid to North Korea, and hoped North Korea would accept it.

북한이 2020년 초 코로나 대유행에 따라 국경을 닫으면서 모든 국제기구와 인도주의 단체들의 대북 지원은 사실상 중단된 상태입니다.
As North Korea closed its borders in early 2020, all international organizations and humanitarian organizations have virtually stopped providing aid to North Korea.

유엔 인도주의업무조정국에 따르면 지난해 북한이 국제사회에서 받은 인도적 지원금은 총 223만 8천 232달러로 집계됐습니다.
According to the U.N. Humanitarian Affairs Coordination Agency, North Korea received a total of $2.238,232 in humanitarian aid from the international community last year.

이는 2012년 1억 1천 779만 달러의 1.9%에 불과합니다. 또 북한의 핵과 미사일 도발이 이뤄진 2016년과 2017년 이후로도 유지된 3천만에서 4천만 달러 선에도 크게 못 미치는 액수입니다.
That's only 1.9% of the $117.79 million in 2012. It is also far below the $30 million to $40 million level, which has been maintained since 2016 and 2017 when North Korea's nuclear and missile provocations took place.

지난해 북한에 대북 지원을 제공한 나라는 스위스, 스웨덴, 노르웨이 등 3개국이었습니다.
Last year, three countries provided aid to North Korea: Switzerland, Sweden, and Norway.
