국무부 “IRA 관련 한국 우려 논의할 것…‘양방향 투자’ 견고해야” > 경제

국무부는 방한 중인 경제 차관이 미국의 인플레이션 감축법(IRA)에 대한 한국의 우려에 관해 논의할 것이라고 밝혔습니다. 양국 민간 기업의 투자가 원활히 이뤄져야 한다는 점도 강조했습니다. 함지하 기자가 보도합니다.

네드 프라이스 국무부 대변인은 한국산 전기자동차 배제 논란이 일고 있는 미국의 인플레이션 감축법(IRA)을 놓고 한국과 논의를 계속할 것이라고 확인했습니다.
State Department spokesman Ned Price confirmed that he will continue discussions with South Korea over the U.S. Inflation Reduction Act (IRA), which has sparked controversy over the exclusion of Korean electric vehicles.

프라이스 대변인은 9일 정례브리핑에서 ‘호세 페르난데스 국무부 경제성장∙에너지∙환경 담당차관의 한국 방문을 계기로 IRA로 인한 양국 간 문제가 해결될 것으로 낙관하느냐’는 질문에 즉답 대신 “우리가 유럽 동맹에 말한 것처럼 이것은 법안에 따른 결과”라고 답했습니다.
Asked at a regular briefing on the 9th, "Are you optimistic that the IRA-related issues will be resolved with the visit of Jose Fernandez, Undersecretary of State for Economic Growth, Energy, and Environment to South Korea?" Instead of an immediate answer, "As we said to the European alliance, this is the result of the bill."

It's a large piece of legislation, and so we are prepared to work with our allies and partners. In this case of course with the ROK to talk about implementation of this legislation in ways we can work to take into account those concerns.”

"This is a complex part and a big part of the bill," he said. "So we're ready to work with allies and partners."

그러면서 “물론 한국과도 그러한 우려를 고려하는 방식으로 이 법안의 이행 방안을 논의할 것”이라고 프라이스 대변인은 덧붙였습니다.
"Of course, we will discuss the implementation of the bill with South Korea in a way that considers such concerns," Price added.

앞서 국무부는 페르난데스 차관이 9일부터 11일까지 한국을 방문해 정부 고위 관리와 다른 관계자들과 만나 공급망 복원력과 청정 에너지 전환과 기후 변화, 핵심 첨단기술 보호와 증진 등 가장 시급한 글로벌 과제 중 일부에 대한 협력을 논의할 예정이라고 밝힌 바 있습니다.
The State Department said Fernandez will visit South Korea from Tuesday to Wednesday to meet with top government officials and other officials to discuss some of the most pressing global challenges, including supply chain resilience, clean energy transition, climate change, and key technologies protection and promotion.

일부 한국 언론은 페르난데스 차관이 방한 기간 한국 정부 관계자와 IRA의 세부규정을 논의할 것이라고 전망했습니다.
Some Korean media predict that Vice Minister Fernandez will discuss detailed IRA regulations with Korean government officials during his visit to Korea.

지난해 8월 바이든 대통령이 서명한 IRA에는 온실가스 배출을 감축하기 위해 전기차에 세액 공제 방식으로 보조금 7천 500달러를 지급하는 내용이 포함됐습니다.
The IRA, signed by President Biden in August last year, included paying $7,500 in subsidies to electric vehicles in a tax credit manner to reduce greenhouse gas emissions.

다만 보조금이 북미에서 최종 조립된 전기차에만 해당돼 한국 전기차 제조사들이 경쟁력을 잃을 수 있다는 우려가 한국 안팎에서 제기돼 왔습니다.
However, there have been concerns in and outside Korea that Korean electric vehicle manufacturers could lose their competitiveness as subsidies only apply to electric vehicles that were finally assembled in North America.

한편 프라이스 대변인은 ‘IRA 문제가 해결되지 않을 경우 한국 현대자동차의 대미 투자가 철회될 수 있다’는 일각의 지적에 대해 “민간 기업의 발언엔 관여하지 않겠다”고 답했습니다.
Meanwhile, in response to some criticism that "Korea's Hyundai Motor's investment in the U.S. could be withdrawn if the IRA problem is not resolved," spokesman Price replied, "We will not be involved in the remarks of private companies."

그러면서도 “분명 한국과의 관계는 매우 다각적”이라며 “그 중 하나는 민간 부문에서 일어나는 양방향 투자”라고 말했습니다.
"Obviously, our relationship with Korea is very diverse," he said. "One of them is two-way investment in the private sector."

[녹취: 프라이스 대변인] “I wouldn't weigh in on the statement of a private company. Obviously, our relationship with the ROK, it is extraordinarily multifaceted. And one of those facets is the private sector, two-way investment. My two way- I mean American companies investing in South Korea, South Korean companies investing in the United States, we want to make sure that a two-way pipeline is as robust as we can accomplish. And that's part of the reason why Undersecretary Fernandez is in Korea this week.”

프라이스 대변인은 “내가 말하는 양방향은 미국 회사가 한국에 투자하고 한국 회사가 미국에 투자하는 것을 의미한다”며 “우리는 양방향 통로가 우리가 완수할 수 있을 정도로 견고하다는 것을 확실히 하고 싶다”고 밝혔습니다.
"The two-way I'm talking about means that American companies invest in Korea and Korean companies invest in the United States," Price said. "We want to make sure that the two-way passage is solid enough for us to complete."

그러면서 “이것이 페르난데스 차관이 이번 주 한국에 있는 이유 중 일부이기도 하다”고 덧붙였습니다.
He added, "This is part of the reason why Vice Minister Fernandez is in Korea this week."
