맨친 의원 “한국산 상업용 전기차 세액 공제, IRA 취지 어긋나…시행 막는 법안 상정할 것” > 경제

미국 인플레이션 감축법(IRA) 제정을 주도한 미 상원의원이 한국산 상업용 전기차에도 세액 공제 혜택을 주겠다는 재무부의 IRA 관련 지침에 반발하며 해당 규정의 시행을 막는 법안을 상정할 것이라고 밝혔습니다. ‘북미 최종 조립’ 요건을 충족하지 못해 보조금 대상에서 제외된 한국 등 해외 생산 전기차도 보조금 혜택을 받게 하는 것은 IRA 취지에 부합하지 않는다는 주장입니다. 이조은 기자가 보도합니다.
The U.S. senator, who led the U.S. Inflation Reduction Act (IRA), said he would introduce a bill to block the implementation of the regulation, protesting the Treasury's IRA-related guidelines to provide tax credits for Korean commercial electric vehicles. It is argued that it is not in line with the IRA's purpose to allow overseas-produced electric vehicles such as Korea, which are excluded from the subsidy because they do not meet the requirements for "final assembly of North Korea and the U.S." Reporter Lee Jo-eun reports.

웨스트 버지니아주의 조 맨친 민주당 상원의원은 최근 성명에서 재무부가 한국 등 해외에서 생산된 전기차도 세액 공제 혜택을 받을 수 있도록 한 데 대해 강하게 반발했습니다.
In a recent statement, Democratic Senator Joe Manchin of West Virginia strongly protested the Treasury's decision to allow electric vehicles produced overseas, including South Korea, to receive tax credits.

“인플레이션 감축법(IRA)의 취지는 분명 ‘국가안보를 보호하고 해외 적국에 대한 의존을 낮추며 미국 내 일자리를 창출하기 위해 우리의 에너지와 제조 공급망을 미국으로 이전하겠다’는 것이었다”는 지적입니다.
The purpose of the Inflation Reduction Act (IRA) was clearly to "transfer our energy and manufacturing supply chains to the United States to protect national security, reduce our dependence on foreign adversaries, and create jobs in the United States."

[맨친 의원] “The intent of the Inflation Reduction Act was clear - bring our energy and manufacturing supply chains onshore to protect our national security, reduce our dependence on foreign adversaries and create jobs right here in the United States. The information released today from the Treasury Department outlining how they will be implementing the commercial and consumer EV tax credits bends to the desires of the companies looking for loopholes and is clearly inconsistent with the intent of the law.”

"The information released by the Ministry of Finance regarding the implementation of the tax credit for commercial and consumer electric vehicles is clearly contrary to the purpose of the law as it complied with the demands of companies seeking loopholes in the law."

그러면서 새 회기에 이런 재무부 규정의 시행을 막는 법안을 상정하겠다고 경고했습니다.
He also warned that he would introduce legislation to prevent the implementation of these Treasury rules in the new session.

[맨친 의원] “They have decided to move forward on implementing these credits without the necessary guidance to ensure taxpayer dollars are being responsibly used. This is an unacceptable outcome and I call on Treasury to pause the implementation of both commercial and new consumer EV tax credits until they have issued the appropriate guidance. In addition to calling for this pause on the implementation of these credits, when Congress returns to session in the coming weeks I will introduce legislation that further clarifies the original intent of the law and prevents this dangerous interpretation from Treasury from moving forward.”

맨친 의원은 “재무부는 세금이 책임감있게 사용되도록 하기 위한 필요한 지침 없이 이런 세액 공제 규정을 시행하기로 했다”며 “이는 받아들일 수 없는 결과로 재무부가 적절한 지침을 발표할 때까지 상업용과 새 소비자용 전기차 세액 공제 규정의 시행을 중단할 것을 촉구한다”고 강조했습니다.
"The Treasury has decided to enforce these tax credits without the necessary guidelines to ensure that taxes are used responsibly," he said. "This is an unacceptable result and we urge the Treasury to stop implementing the new consumer and commercial electric vehicle tax credits until it issues appropriate guidelines."

그러면서 “이런 세액 공제 규정 시행 중단 요구 외에도 나는 새 의회가 개원하면 IRA의 본 취지를 더욱 명확히 하고 재무부의 이런 위험한 해석이 진전되지 않도록 하는 법안을 상정할 것”이라고 밝혔습니다.
"In addition to calling for an end to the implementation of these tax credit regulations, I will introduce a bill that will further clarify the IRA's purpose and prevent this dangerous interpretation of the Treasury from advancing," he said.

앞서 재무부는 지난달 29일 IRA의 전기차 세액 공제 규정과 관련한 추가 지침을 공개하면서 보조금 대상에서 제외된 해외 생산 전기차도 리스 등 상업용으로 판매할 경우 보조금 혜택을 누릴 수 있도록 했습니다.
Earlier on the 29th of last month, the Treasury released additional guidelines related to the IRA's electric vehicle tax credit regulations, allowing overseas-produced electric vehicles excluded from subsidies to be sold for commercial purposes such as leases.

한국과 일부 유럽 국가들은 지난해 제정된 IRA에 담긴 전기차 보조금 지급 조항이 북미에서 최종 조립된 경우에만 적용되는 것은 자국에서 생산된 전기차에는 차별적 조치라는 문제를 제기해 왔는데, 재무부는 이번 추가 지침 공개를 통해 한국 등 일부 국가들의 요청을 일부 수용한 것입니다.
South Korea and some European countries have raised the issue that the IRA's subsidy clause, enacted last year, applies only when it is finally assembled in North America, which is a discriminatory measure for locally produced electric vehicles.

IRA 제정에 주도적인 역할을 한 맨친 의원은 재무부의 지침 공개 전부터 재닛 옐런 재무장관에게 서한을 보내 리스 등 상업용 차량에도 세액공제 혜택을 주는 식으로 IRA를 해석해선 안 된다고 밝힌 바 있습니다.
Rep. Manchin, who played a leading role in the enactment, wrote to Treasury Secretary Janet Yellen even before the Treasury's guidelines were released, saying that the IRA should not be interpreted by providing tax credits to commercial vehicles such as leases.

한편 재무부는 오는 3월 구체적인 시행령 개정안을 발표하고 IRA를 본격 시행할 방침입니다.
Meanwhile, the Treasury Department plans to announce a specific amendment to the enforcement ordinance in March and implement the IRA in earnest.
