유엔, 유진벨재단 대북제재 면제 승인…결핵 치료 관련 물품 > 경제

유엔이 결핵 환자 치료를 위한 물품의 북한 내 반입을 허용해 달라는 대북 지원단체 유진벨재단의 요청을 승인했습니다. 다만 북한 당국의 국경 봉쇄 조치가 이어지고 있어 실제 지원이 이뤄질 지는 불확실한 상황입니다. 안소영 기자입니다.
The United Nations has approved a request from the Eugene Bell Foundation, a North Korean aid group, to allow goods to be brought into North Korea to treat tuberculosis patients. However, it is uncertain whether the actual support will be provided as the North Korean authorities continue to block the border. This is reporter Ahn Soyoung.

유엔 안보리 산하 대북제재위원회가 유진벨재단(EBF)의 대북 의료지원 물자에 대한 제재 면제를 승인했습니다.
The U.N. Security Council's sanctions committee on North Korea has approved the Eugene Bell Foundation's exemption from sanctions on medical aid supplies to North Korea.

대북제재위원회는 16일 홈페이지에 공개한 서한에서 유엔 안보리 결의 2397호 25항에 따라, 이 단체가 북한에서 인도주의 활동, 특히 다제내성 결핵 환자와 광범위내성결핵 환자를 위한 지속적인 진단과 치료 프로그램을 유지하고 확장하는 데 필요한 물자 반입을 위해 신청한 제재 면제를 지난 2일 승인했다고 밝혔습니다.
In a letter released on its website on the 16th, the North Korean Sanctions Commission said it approved sanctions exemptions applied for humanitarian activities in North Korea, especially for multidrug-resistant tuberculosis patients and extensive tuberculosis patients.

안보리 결의 2397호 25항은 대북제재가 북한 주민의 인도주의적 상황에 부정적 영향을 끼치려는 의도를 갖고 있지 않다는 내용을 담고 있습니다.
Security Council Resolution 2397 25 states that sanctions against North Korea do not intend to negatively affect the humanitarian situation of North Koreans.

이번 제재 면제 승인으로 이 단체가 북한에 보낼 수 있는 물품은 모두 584종입니다.
With the approval of the sanctions exemption, the group can send 584 kinds of goods to North Korea.

결핵 환자를 위한 영양 보충제와 산소발생기, 엑스레이 기기 245종, 신속한 결핵 및 신종 코로나 진단을 위한 장비인 진엑스퍼트 관련 물품 19종이 여기에 속합니다.
These include nutritional supplements for tuberculosis patients, oxygen generators, 245 X-ray devices, and 19 items related to gin expert, equipment for rapid tuberculosis and COVID-19 diagnosis.

또한 각종 부품과 실리콘 등 병동 보수를 위한 물품 218종, 볼펜과 티슈, 종이 등 현지 직원을 위한 물품 102종 등 다양한 물자가 제재위의 승인을 받았습니다.
In addition, various supplies such as 218 kinds of items for ward repair such as various parts and silicone, and 102 kinds of items for local employees such as ballpoint pens, tissues, and paper were approved by the sanctions committee.

제재위는 신종 코로나 사태로 인한 물자 운송 어려움을 감안해 제재 면제 기간을 유진벨재단이 요청한 1년으로 결정한다고 덧붙였습니다.
The sanctions committee added that the sanctions exemption period will be decided as a year requested by the Eugene Bell Foundation in consideration of the difficulties in transporting goods due to the COVID-19 crisis.

이에 따라 유진벨재단은 내년 9월 2일까지 관련 물품을 북한에 보낼 수 있습니다.
Accordingly, the Eugene Bell Foundation can send related goods to North Korea by September 2nd next year.

아울러 제재위는 운송과 통관의 효율성을 위해 관련 물품을 최대 3번에 나눠 북한에 운송할 것을 권고했습니다.
In addition, the sanctions committee recommended that related goods be divided up to three times and transported to North Korea for the efficiency of transportation and customs clearance.

그러면서 면제 대상으로 지정된 물품과 서비스 구입 목적에만 이 단체의 금융 거래도 추후 지원하고 승인할 것이라고 덧붙였습니다.
He added that the organization's financial transactions will also be supported and approved later only for the purpose of purchasing goods and services designated as exempt.

이와 함께 제재위는 대북 인도주의 지원 제공 관련 기관들이 위원회가 승인한 면제 시한을 준수하고 관련 법률과 규칙, 금융과 상업 거래, 운송과 통관이 이뤄지는 해당 국가가 요구하는 면허와 기타 사항들을 준수할 것도 요청했습니다.
At the same time, the sanctions committee also asked agencies involved in providing humanitarian aid to North Korea to comply with committee-approved exemptions and to comply with relevant laws and regulations, financial and commercial transactions, transportation and customs licenses.

이번 승인은 이 단체가 지난 8월 23일 제재 면제를 요청한 지 11일 만에 나왔습니다.
The approval came 11 days after the group requested an exemption from sanctions on August 23.

하지만 이번에 면제받은 물품이 실제로 북한에 들어갈 수 있을지는 불확실합니다.
However, it is unclear whether the exempted goods will actually enter North Korea.

북한 당국이 신종 코로나 방역을 이유로 지난 2020년 1월부터 국경 봉쇄 조치를 이어감에 따라 인도주의 물품 상당수가 제재위의 승인을 받고도 북한에 반입되지 못하고 있기 때문입니다.
This is because many humanitarian goods have not been brought into North Korea even after receiving approval from the sanctions committee as the North Korean authorities have continued to block the border since January 2020.

유진벨재단은 지난 1995년 북한에 대한 식량 지원으로 대북 사업을 시작했습니다. 1997년부터는 결핵 퇴치 사업을 벌여왔고, 그동안 북한 내 의료 기관 70여 곳에서 결핵 환차 25만여 명을 치료했습니다.
The Eugene Bell Foundation started its business with food aid to North Korea in 1995. Since 1997, it has been carrying out a tuberculosis eradication project, and more than 70 medical institutions in North Korea have treated 250,000 tuberculosis patients.

한편 대북제재위원회가 올해 신규 제재 면제를 승인한 사례는 이번 유진벨재단을 포함해 모두 6건입니다.
Meanwhile, there are a total of six cases in which the sanctions committee on North Korea approved new sanctions exemptions this year, including the Eugene Bell Foundation.
