국제사회 대북지원, 해에 따라 큰 편차…“정치 환경 영향 받아” > 경제

유엔기구를 통한 국제사회의 대북지원 규모가 해에 따라 큰 편차를 보이고 있습니다. 전문가들은 국제적, 정치적 요소가 국제사회 공여국의 대북지원 정책에 영향을 미친다고 지적합니다. 안소영 기자입니다.

유엔 인도지원업무조정국(OCHA) 재정확인서비스 홈페이지에 게재된 국제사회의 연도별 대북 지원 모금 현황에 따르면, 북한의 요청에 따라 유엔이 대북 지원을 시작한 1995년부터 5년 동안 대북 지원금 모금 규모는 오름세를 보였습니다.
According to the international community's annual funding status for North Korea, which was posted on the website of the U.N. Bureau of Humanitarian Aid Coordination (OCHA), the amount of funding for North Korea has been on the rise for five years since 1995 when the U.N. began supporting North Korea at the request of North Korea.

2009년 대북지원 자금은 6천 133만 달러로 집계됐고, 그 이듬해인 2010년에는 이보다 3배 정도 낮은 2천만 달러대로 떨어졌습니다.

2009년은 북한이 2차 핵실험에 나선 해입니다.

2012년 1억1천만대를 기록했던 대북지원 모금액은 2013년 6천 280만 달러, 2014년에는 3천 322만 달러로 크게 줄어들었습니다.

이후 3천만 달러에서 4천만 달러대를 오가는 저조한 모금 상황은 계속됐습니다.

전문가들은 국제사회 공여국의 대북지원 정책에 국제적, 정치적 요소가 어느 정도 영향을 끼치고 있다고 지적했습니다.

제롬 소바쥬 전 유엔개발계획 평양사무소장은 12일 VOA에 북한과 관련해서는 인도적 지원이 정치적 환경에 영향을 받아서는 안 된다는 주요 인도주의 원칙이 적용되지 않고 있다고 말했습니다.
Jerome Sobage, former head of the U.N. Development Plan Pyongyang office, told VOA on the 12th that humanitarian aid should not be affected by the political environment when it comes to North Korea.

[녹취: 소바쥬 전 소장] “Sadly, it is no question that in North Korea, the important humanitarian principle that humanitarian aid should not and cannot be influenced by the political environment, does not apply. Both North Korea and the international community have for a long time linked humanitarian aid to ongoing negotiations on the denuclearization of the Korean Peninsula. This sad situation has led to the continued suffering of the North Korean people.”

북한과 국제사회가 오랜 기간 인도적 지원과 한반도 비핵화 협상을 연계해 왔다는 겁니다.
North Korea and the international community have been linking humanitarian aid with denuclearization negotiations on the Korean Peninsula for a long time.

소바쥬 전 소장은 이런 안타까운 상황이 북한 주민의 지속적인 고통으로 이어진다고 덧붙였습니다.
Former director Sobage added that this unfortunate situation leads to continuous pain for North Koreans.

수 김 랜드연구소 정책분석관은 북한의 무기 개발은 북한 주민들과는 별도로 당연히 북한 정권에 대한 국제사회의 대응에 영향을 미친다고 말했습니다.
Su Kim Land Research Institute policy analyst said that North Korea's weapon development naturally affects the international community's response to the North Korean regime, apart from North Koreans.

[김 분석관] “Pyongyang’s weapons development no doubt affects the international community’s response to the Kim regime – which is separate from the North Korean population. So there will of course be constraints and punishment as cost-imposing measures against the regime’s penchant for provocations.
[Analyzer Kim] "북한의 무기 개발은 북한 주민과는 별개인 김정은 정권에 대한 국제사회의 반응에 영향을 미치는 것은 의심할 여지가 없습니다. 그러므로 물론 정권의 도발 성향에 대한 비용 부담 조치로 제약과 처벌이 있을 것입니다.

북한 정권에게 도발에 대한 비용을 치르게 하는 수단으로 제한과 처벌이 있을 것이라는 겁니다.
There will be restrictions and punishment as a means to make the North Korean regime pay for provocations.

이어 그럼에도 불구하고 국제사회는 김 씨 일가의 억압적인 통치의 희생자인 북한 주민을 돕기 위한 지원 제공에 여전히 전념하고 있다면서 신종 코로나 백신을 예로 들었습니다.
Nevertheless, the international community is still committed to providing support to North Koreans, victims of the oppressive rule of the Kim family, citing the COVID-19 vaccine as an example.

김 분석관은 북한 정권이 코로나 백신 도입을 거부하고 있는 것은 북한 주민의 삶과 생활 개선을 막고 있다는 점을 보여주는 것이라고 말했습니다.
