A senior U.S. Republican congressman called the Biden administration's nomination of a special envoy for North Korean human rights an important step forward. The new envoy is expected to help advance the cause of human rights on the Korean Peninsula. Reporter Lee Jo-eun reports.

미 공화당의 크리스 스미스 하원의원은 24일 “국무부 북한인권특사 지명은 김정은의 잔혹한 공산주의 정권에 지독한 인권 침해에 대한 책임을 묻기 위한 미국의 노력에 있어 엄청난 진전”이라고 말했습니다.
Rep. Chris Smith of the Republican Party said on the 24th, "The nomination of North Korean human rights envoy to the State Department is a tremendous step forward in the U.S. efforts to hold Kim Jong-un accountable for terrible human rights violations."

[스미스 의원] “The State Department’s appointment of a Special Envoy on North Korean Human Rights Issues—something I have repeatedly called for—is a tremendous step forward in the United States’ efforts to hold Kim Jong-un’s brutal communist regime accountable for its atrocious human rights violations. A dedicated State Department veteran, Julie Turner has worked tirelessly throughout her career to promote human rights, and especially to improve human rights protections for the people of North Korea.”

스미스 의원은 바이든 대통령이 국무부 민주주의·인권·노동국의 줄리 터너 동아시아태평양 담당을 북한인권특사로 지명한 것과 관련해 VOA에 특사 임명은 자신이 거듭 촉구했던 일이라며 이같이 말했습니다.
Regarding President Biden's nomination of Julie Turner, East Asia-Pacific special envoy for the State Department's Democratic, Human Rights and Labor Bureau, Rep. Smith said the appointment of a special envoy to VOA was something he repeatedly urged.

이어 “국무부의 헌신적인 베테랑인 터너 지명자가 경력 내내 인권을 증진하기 위해, 특히 북한 주민들의 인권 보호를 개선하기 위해 쉬지 않고 일했다”고 평가했습니다.
"The State Department's dedicated veteran, Turner, has worked tirelessly to promote human rights throughout his career, especially to improve the protection of human rights for North Koreans," he said.

그러면서 “터너 특사의 활동은 이신화 한국 북한인권국제협력대사와 함께 김씨 정권에 대한 정밀 조사를 강화하고 한반도에서 인권의 대의를 진전시키는 데 큰 도움이 될 것”이라고 밝혔습니다.
He said, "Tuner's activities will greatly help strengthen the scrutiny of the Kim regime and advance the cause of human rights on the Korean Peninsula with Lee Shin-hwa, South Korea's ambassador for international human rights cooperation."

[스미스 의원] “The work of Special Envoy Turner, together with her South Korean counterpart Ambassador Shinwha Lee, will go a long way toward increasing scrutiny of the Kim regime and advancing the cause of human rights on the Korean peninsula.”

하원 외교위원회 소속 중진 의원인 스미스 의원은 의회 내 초당적 기구인 ‘톰 랜토스 인권위원회’ 공동 의장과 ‘의회-행정부 중국위원회’ 위원장을 맡고 있습니다.
Smith, a senior member of the House Foreign Affairs Committee, co-chair the Tom Lantos Human Rights Committee, a bipartisan body in Congress, and chair the Congress-Administration China Committee.

앞서 백악관은 23일 바이든 대통령이 국무부 민주주의·인권·노동국의 줄리 터너 동아시아태평양 담당을 대사급인 북한인권특사로 지명했다고 밝혔습니다.
Earlier on the 23rd, the White House said President Biden has named Julie Turner, East Asia-Pacific special envoy of the State Department's Democratic, Human Rights and Labor Bureau, as ambassador-level special envoy for North Korean human rights.

백악관은 터너 지명자가 국무부 동아시아태평양국에 16년 이상 근무하면서 북한인권특사실 특별보좌관을 비롯해 북한의 인권 증진과 관련 있는 사안에 주로 집중했다고 설명했습니다.
The White House said Turner spent more than 16 years working for the State Department's East Asia Pacific Bureau, focusing mainly on issues related to the promotion of human rights in North Korea, including special adviser to the Office of North Korean Human Rights.

터너 지명자는 국무부 근무에 앞서 백악관 국가안보회의(NSC)의 동남아시아 국장을 역임했습니다.
Turner served as the director of the White House National Security Council's Southeast Asia prior to serving at the State Department.

2004년 제정된 '북한인권법'에 따라 신설된 직책인 국무부 북한인권특사는 대사급으로 상원 인준 절차를 거쳐야 합니다.
Under the North Korean Human Rights Act enacted in 2004, the State Department's special envoy for North Korean human rights must go through the Senate confirmation process at the ambassador level.

이 자리는 트럼프 행정부 출범 이후부터 약 6년간 공석으로 남아 있었습니다.
The post has remained vacant for about six years since the inauguration of the Trump administration.
