미국 ‘북한인권법’ 만료 수순…루비오 의원 “재승인 노력에 전념” > 사회

미국의 북한인권법이 시한 내에 연장되지 못하고 사실상 만료 수순을 밟고 있습니다. 공화당의 마르코 루비오 상원의원은 북한 인권 증진 프로그램에 자금이 차질없이 지원되도록 북한인권법의 조속한 재승인을 위해 노력할 것이라고 밝혔습니다. 이조은 기자가 보도합니다.
The U.S. North Korean Human Rights Act has not been extended within the deadline and is actually in the process of expiration. Republican Senator Marco Rubio says he will try to quickly re-approve the North Korean Human Rights Act to ensure that funding for the North's human rights promotion program remains intact. 북한인권법이 2022회계연도가 종료되는 30일 만료될 예정입니다.
The North Korean Human Rights Act will expire on the 30th when the 2022 fiscal year ends.

의회에서 북한인권법을 2027회계연도까지 5년 더 연장하기 위해 발의된 재승인 법안이 시한 내 의결되지 못했기 때문입니다.
This is because the re-approval bill proposed by the National Assembly to extend the North Korean Human Rights Act for another five years until the fiscal year 2027 was not approved within the deadline.

재승인 법안은 지난 7월 상원 외교위를 통과해 본회의로 회부됐으며 하원에서는 여전히 소관 상임위인 외교위에 계류 중입니다.
The re-approval bill passed the Senate Foreign Relations Committee in July and was referred to the plenary session, and is still pending in the House of Representatives' standing committee.

상원에서는 공화당의 마르코 루비오 의원과 민주당의 팀 케인 의원이, 하원에서는 공화당의 영 김 의원과 민주당의 아미 베라 의원이 재승인 법안을 대표 발의했습니다.
Republican Marco Rubio and Democrat Tim Kane represented the Senate, while Republican Young Kim and Democratic Senator Amibera represented the bill.

루비오 의원 대변인실 관계자는 북한인권법 만료를 앞두고 28일 VOA에 “루비오 의원은 여전히 이 중요한 법의 재승인에 전념하고 있다”고 밝혔습니다.
An official from Rubio's spokesman's office told VOA on the 28th that Rubio is still committed to re-approval of this important law ahead of the expiration of the North Korean Human Rights Act.

[루비오 의원] “Senator Rubio remains committed to the reauthorization of this important legislation. He will work diligently to ensure it is reauthorized as soon as possible to prevent as little disruption as possible to U.S. funding for initiatives to promote human rights in North Korea.”
[Rep. Rubio] "루비오 상원의원은 이 중요한 법률의 재인가에 전념하고 있습니다. 그는 북한 인권 증진 계획을 위한 미국의 자금 지원에 가능한 한 적은 차질이 없도록 조속히 재허가될 수 있도록 부지런히 노력할 것입니다."

그러면서 “루비오 의원은 북한인권법이 최대한 빨리 재승인되도록 부지런히 노력해 북한 인권 증진 계획을 위한 미국의 자금 지원에 차질이 없도록 할 것”이라고 밝혔습니다.
"Rep. Rubio will diligently try to re-approve the North Korean Human Rights Act as soon as possible so that there will be no disruption in U.S. funding for North Korea's human rights promotion plan," he said.

지난 2004년 제정된 북한인권법은 2008년, 2012년, 2018년 총 세 차례에 걸쳐 연장됐습니다.
The North Korean Human Rights Act, enacted in 2004, has been extended three times in 2008, 2012, and 2018.

북한인권법이 시한 내에 연장되지 못하고 만료된 것은 이번이 처음은 아닙니다.
This is not the first time that the North Korean Human Rights Act has expired without being extended within the deadline.

지난 2017년 북한인권법이 만료됐을 때는 의회에서 재승인 법안이 1년 가까이 의결되지 않아 다음 해인 2018년까지 연장되지 않았습니다.
When the North Korean Human Rights Act expired in 2017, the re-approval bill was not approved by the National Assembly for nearly a year, so it was not extended until the following year, 2018.

이와 관련해 의회 관계자는 “당시에도 북한에 대한 연방 정부의 임시 예산이 남아 있었기 때문에 (북한인권법에 따른 프로그램) 자금 지원은 계속됐다”며 “이번에도 비슷한 시나리오일 것”이라고 설명했습니다.
In this regard, a congressional official said, "At that time, the federal government's temporary budget for North Korea remained, so funding continued. This will be a similar scenario."

한편 이번 재승인 법안은 대북 방송에 대한 지원을 유지하고 탈북 난민 보호 등 북한 인권 증진 활동을 지속하는 내용을 담았습니다.
Meanwhile, the re-approval bill calls for maintaining support for broadcasting to North Korea and continuing activities to promote human rights in North Korea, including protecting refugees from North Korea.

탈북 난민 송환에 연루된 자를 제재하고 국무부 북한인권특사의 조속한 임명을 촉구하는 조항도 새롭게 담겼습니다.
There is also a new clause that sanctions those involved in the repatriation of refugees from North Korea and calls for the early appointment of the State Department's special envoy for North Korean human rights.
